Declaration under article 25 (2):

In accordance with Article 25, paragraph 2 of the Convention, the Republic of Moldova accepts both means of dispute settlement referred to in this paragraph as compulsory in relation to any party accepting the same obligation.
Declaration under article 30 (5):

In accordance with Article 30, paragraph 5 of the Convention, any amendment of an annex shall enter into force for the Republic of Moldova only after the deposit of its instrument of ratification, acceptance, approval or accession with respect thereto.

Declaration:

Respecting the provisions of the article 25 from the mentioned Protocol, the Republic of Moldova declares that the stipulations of the Protocol are applicable on the entire territory of the Republic of Moldova, within the internationally recognized borders. The Republic of Moldova will cooperate with neighboring states and external partners to ensure the implementation of the mentioned Protocol.

“Until the full re-establishment of the territorial integrity of the Republic of Moldova, the provisions of the Convention will be applied only on the territory controlled effectively by the authorities of the Republic of Moldova.”

Declaration:

With reference to article 23 of the Agreement on the Privileges and Immunities of the International Criminal Court:
Without prejudice to paragraph 6 of article 15 and paragraph 1 (d) of article 16, a person referred to in articles 15, 16, 18, 19 and 21, if they are nationals of the Republic of Moldova or are permanent residents in the Republic of Moldova, shall enjoy in the territory of the Republic of Moldova only the privileges and immunities provided for in article 23 (a), to the extent necessary for the independent performance of his or her functions or his or her appearance or testimony before the Court.
The persons referred to in articles 20 and 22, if they are nationals of the Republic of Moldova or are permanent residents in the Republic of Moldova, shall enjoy in the territory of the Republic of Moldova only the privileges and immunities provided for in article 23 (b) to the extent necessary for his or her appearance before the Court.

Until the full re-establishment of the territorial integrity of the Republic of Moldova, the provisions of the Protocol shall be applied only on the territory controlled effectively by the authorities of the Republic of Moldova.

In accordance with article 18, paragraph 2 of the Convention, the Republic of Moldova accepts both of the means of dispute settlement mentioned in this paragraph as compulsory in relation to any party that accepts the same obligation.
Pursuant to article 25, paragraph 4, of the Convention, any amendment to Annex A, B or C shall enter into force for the Republic of Moldova only upon the deposit of its instrument of ratification, acceptance or approval with respect thereto.

In accordance with paragraph 3 of article 20 of the Protocol, the Republic of Moldova does not consider itself bound by provisions of the paragraph 2 of article 20 of the Protocol.
Until the full establishment of the territorial integrity of the Republic of Moldova, the provisions of the Protocol will be applied only on the territory controlled by the authorities of the Republic of Moldova.

Reservation and declaration:

In accordance with paragraph 3 of article 15 of the Protocol, the Republic of Moldova does not consider itself bound by paragraph 2 of article 15 of the Protocol.
Until the full establishment of the territorial integrity of the Republic of Moldova, the provisions of the Protocol will be applied only on the territory controlled by the authorities of the Republic of Moldova.

In accordance with paragraph 3 of Article 35 of the Convention, the Republic of Moldova does not consider itself bound by paragraph 2 of Article 35 of the Convention.

Until the full establishment of the territorial integrity of the Republic of Moldova, the provisions of the Convention will be applied only on the territory controlled by the authorities of the Republic of Moldova.

In accordance with article 3 paragraph 2 of the Protocol, the Republic of Moldova declares that the minimum age for recruitment into conscript military service in the Republic of Moldova is 18 years.

Pursuant to article 2, paragraph 2 (a) of the International Convention for the Suppression of the Financing of Terrorism, the Republic of Moldova declares that in the application of the Convention the treaties the Republic of Moldova is not a party to shall be deemed not to be included in the Annex of the Convention.
2. Pursuant to article 24, paragraph 2 of the International Convention for the Suppression of the Financing of Terrorism, the Republic of Moldova declares that it does not consider itself bound by the provisions of article 24, paragraph 1 of the Convention.

No provision of the Convention should be interpreted as implying, for the Republic of Moldova, an obligation to extradite its own citizens or persons granted with political asylum.
According to article 17 paragraph 2 of the Convention, the Republic of Moldova does not consider itself bound by article 17, paragraph 1 of the Convention.

Declaration:

As a country without seashore and geographically disadvantaged bordering a sea poor in living resources, Republic of Moldova affirms the necessity to develop international cooperation for the exploitation of the living resources of the economic zones, on the basis of just and equitable agreements that should ensure the access of the countries from this category to the fishing resources in the economic zones of other regions or sub regions.

Pursuant to article 16, paragraph 2 of the International Convention against the Taking of Hostages, the Republic of Moldova declares that it does not consider itself bound by the provisions of article 16, paragraph 1 of the Convention.

The Human Rights Committee shall not have competence to examine communications from individuals referring to violations of any of the rights set forth in the International Covenant on Civil and Political Rights committed until the date of the enter into force of the present Protocol for the Republic of Moldova.

According to the Article 5 paragraph (2) letter a) of the Protocol: the Human Rights Committee shall not have competence to consider communications from an individual if the matter is being or has already been examined by another international specialized body.

1. In accordance with article 5, paragraph 3, the Republic of Moldova declares that it will not apply the criteria of fixation under article 5, paragraph 1 (b).
2. In accordance with article 6, paragraph 2, the Republic of Moldova declares that it will protect broadcasts only if the headquarters of the broadcasting organization is situated in another Contracting State and the broadcast was transmitted from a transmitter situated in the same Contracting State.
3. With reference to article 16, paragraph 1 (a), the Republic of Moldova declares that:
a) It will not apply the provisions of article 12 in the case of communications to the public of phonograms as part of the activities or for the benefit of a club, society or other organization which has been established or is being administered on a non-commercial basis, the purpose of which, generally speaking, is charitable or concerned with the advancement of education, the promotion of the public good and the dissemination of religion, unless a charge is made for admission to the part of the premises where the phonogram is to be heard and any of profit thus obtained is used for purposes which differ from those of the organization;
b) It will not apply the provisions of article 12 as regards phonograms the producer of which is not a national of another Contracting State;
c) It will limit the protection stipulated in article 12 for phonograms the producer of which is a national of another Contracting State to the extent to which and as long as that Contracting State grants protection to phonograms which were originally fixed by a national of the Republic of Moldova.

"The Convention will be applied to the Republic of Moldova only relating those arbitral awards that have been brought after entering into force of the Convention.
The Convention will be applied tot he Republic of Moldova, on the basis of reciprocity, only relating those awards made in the territory of another Contracting State.”

“According to article 38 part 1 from the Convention, [the] Republic of Moldova reserves the right to apply [the] provisions of articles 23, 24, 25 and 31 from the Convention according to the national legislation.
According to article 38 part 1 from the Convention, [the] Republic of Moldova reserves the right to apply the provisions of article 27 from the Convention only in regards with stateless which statute has being recognized by the Republic of Moldova, and for that who have permission to stay on the territory of [the] Republic of Moldova.”

1. According to paragraph 1, article 40 of the Convention, the Republic of Moldova declares that, until the full restoration of the territorial integrity of the Republic of Moldova, the provisions of this Convention are applicable only in the territory where the jurisdiction of the Republic of Moldova is exercised.
2. The Republic of Moldova shall apply the provisions of this convention with no discrimination generally not only as to race, religion or country of origin as stipulated in Article 3 of the Convention.
3. For the purposes of this Convention by the notion "residence"shall be understood the permanent and lawful domicile.
4. According to paragraph 1 of Article 42 of the Convention, the Republic of Moldova reserves the right that the provisions of the Convention, according to which refugees shall be accorded treatment not less favorable than hat accorded aliens generally, are not interpreted as an obligation to offer refugees a regime similar to that accorded to the citizens of the states with which the Republic of Moldova has signed regional customs, economic, political and social security treaties.
5. According to paragraph 1 of Article 42 of the Convention, the Republic of Moldova reserves the right to consider the provisions of Article 13 as recommendations and not as obligations.
6. According to paragraph 1 of Article 42 of the Convention, the Republic of Moldova reserves the right to consider the provisions of Article 17 (2) as recommendations and not as obligations.
7. According to paragraph 1 of Article 42 of the Convention, the Republic of Moldova interprets the provisions of Article 21 of the Convention as not obliged to accord housing to refugees.
8. The Government of the Republic of Moldova reserves the right to apply the provisions of Article 24 so that they do not infringe upon the constitutional and domestic legislation provisions rerding the right to labor and social protection.
9. According to paragraph 1 of Article 42 of the Convention, in implementing Article 26 of this Convention, the Republic of Moldova reserves the right to establish the place of residence for certain refugees or groups of refugees in the interest of the state and society.
10. The Republic of Moldova shall apply the provisions of Article 31 of the Convention as of the date of the entry into force of the Law on Refugee Status.
