Declaration:

"According to article 12 of the Optional Protocol from 19 December 2011 to the Convention on the Rights of the Child on a communications procedure, the Principality of Liechtenstein declares that it recognises the competence of the Committee on the Rights of the Child to receive and consider communications in which a State party claims that the Principality of Liechtenstein does not fulfil its obligations under any of the following instruments: the Convention on the Rights of the Child, the Optional Protocol to the Convention on the Rights of the Child on the involvement of children in armed conflict, or the Optional Protocol to the Convention on the Rights of the Child on the sale of children, child prostitution and child pornography."

“General interpretative declaration:

In accordance with General Assembly resolution 59/38, adopted on 2 December 2004, the Principality of Liechtenstein hereby understands that the Convention does not cover criminal proceedings.
Interpretative declaration concerning article 12:

The Principality of Liechtenstein considers that article 12 does not govern the question of pecuniary compensation for serious human rights violations which are alleged to be attributable to a State and are committed outside the State of the forum. Consequently, this Convention is without prejudice to developments in international law in this regard.”

“Reservation with regard to article 10 (2) b):

In the absence of objection to the transit within 30 days from the date of the written request of non-objection to transit, the requested transit State shall be deemed not to have objected and to have tacitly agreed to the transit.
Reservation with regard to article 10 (3):

According to the Customs Union Treaty concluded between Liechtenstein and Switzerland on 29 March 1923, Liechtenstein became part of the Swiss Customs Territory. According to article 4 of that treaty, Swiss customs legislation – as well as any other Swiss Federal legislation whose application is necessary for the proper functioning of the Customs Union – is applicable in Liechtenstein.
Information on transit States shall not be systematically mentioned in the authorizations for export from and import into Liechtenstein/Swiss customs territory, or in the corresponding accompanying documentation, in accordance with Swiss law applicable in Liechtenstein on the basis of the Customs Union Treaty, which does not always require such mention.”

"The Principality of Liechtenstein declares in accordance with Article 18 paragraph 2 of the Convention that it accepts both of the means of dispute settlement mentioned in this paragraph as compulsory in relation to any party accepting an obligation concerning one or both of these means of dispute settlement."

"The Principality of Liechtenstein declares that, with respect to the Principality of Liechtenstein, articles 1 and 2 as well as article 3, in particular paragraph 2, of the Optional Protocol of 25 May 2000 to the Convention on the Rights of the Child of 20 November 1989 on the involvement of children in armed conflict have to be understood in light of the fact that the Principality of Liechtenstein has no national armed forces and that hence no legislation on a minimum age for the recruitment of persons into the armed forces and for taking part in hostilities exists. The Principality of Liechtenstein regards the ratification of the Optional Protocol as part of its continuing commitment to the protection of the rights of children and at the same time as an act of its solidarity with the objectives of the said Protocol."

"The Principality of Liechtenstein wishes to reaffirm the importance it attaches to transfers of technology and to biotechnology in order to ensure the conservation and sustainable use of biological diversity. The compliance with intellectual property rights constitutes an essential element for the implementation of policies for technology transfer and co-investment.
For the Principality of Liechtenstein, transfers of technology and access to biotechnology, as defined in the text of the [said] Convention, will be carried out in accordance with article 16 of the said Convention and in compliance with the principles and rules of protection of intellectual property, in particular multilateral and bilateral agreements signed or negotiated by the Contracting Parties to this Convention.
The Principality of Liechtenstein will encourage the use of the financial mechanism established by the Convention to promote the voluntary transfer of intellectual property rights held by Liechtenstein operators, in particular as regards the granting of licenses, through normal commercial mechanisms and decisions, while ensuring adequate and effective protection of property rights."

"According to annex 1, paragraph 1, a Contracting Party may refuse to admit to its territory in international traffic only motor vehicles, trailers and combinations of vehicles whose overall weight or weight per axle or dimensions exceed the limits fixed by its domestic legislation. The Principality of Liechtenstein therefore considers any application of this paragraph by a Contracting Party to refuse admission in international traffic to motor vehicles, trailers and combinations of vehicles whose overall weight or weight per axle or dimensions do not exceed the limits fixed by its domestic legislation to be inconsistent with the principles of territoriality and non-discrimination implicit in annex 1, paragraph 1; in such cases, the Principality of Liechtenstein reserves the right to take all appropriate measures to defend its interests."

Declarations concerning article 3:

“The Principality of Liechtenstein declares that it does not interpret the provisions of article 3 of the Covenant as constituting an impediment to the constitutional rules on the hereditary succession to the throne of the Reigning Prince.”
Reservation concerning article 14 (1):

“The Principality of Liechtenstein reserves the right to apply the provisions of article 14, paragraph 1 of the Covenant, concerning the principle that hearings must be held and judgments pronounced in public, only within the limits deriving from the principles at present embodied in the Liechtenstein legislation on legal proceedings.”
Reservation concerning article 17 (1):

“The Principality of Liechtenstein makes the reservation that the right to respect for family life, as guaranteed by article 17, paragraph 1 of the Covenant, shall be exercised, with regard to aliens, in accordance with the principles at present embodied in the legislation on aliens.”

Reservation concerning article 26:

“The Principality of Liechtenstein reserves the right to guarantee the rights contained in article 26 of the Covenant concerning the equality of all persons before the law and their entitlement without any discrimination to the equal protection of the law only in connection with other rights contained in the present Covenant.”

Reservation to Article 5:

“The Principality of Liechtenstein declares, in accordance with article 5, paragraph 3 of the Convention, that it rejects the criterion of first fixation. It will therefore apply the criterion of first publication.
Reservations to Article 12:

In accordance with the provisions of article 16, paragraph 1 of the Convention, the Principality of Liechtenstein declares that it will not apply the provisions of article 12 as regards phonograms the producer of which is not a national of another Contracting State.
The Principality of Liechtenstein also declares, as regards phonograms the producer of which is a national of another Contracting State, that it will limit the protection provided for by article 12 to the extent to which, and to the term for which, the latter State grants protection of phonograms first fixed by a Liechtenstein national, in accordance with the provisions of article 16, paragraph 1 (a) (iv) of the Convention."

The Principality of Liechtenstein maintains in force article 9 of the Convention for the Suppression of the Illicit Traffic in Dangerous Drugs, signed at Geneva on 26 June 1936.

Reservation:

“In accordance with article 1 (3) the Principality of Liechtenstein will apply the Convention, on the basis of reciprocity, to the recognition and enforcement of awards made only in the territory of another Contracting State.”

Declarations:

"It is the understanding of Liechtenstein that the terms "export", "import", "transit", "transshipment" and "brokering" in Article 2, paragraph 2, include, in light of the object and purpose of this Treaty and in accordance with their ordinary meaning, monetary or non-monetary transactions, such as gifts, loans and leases, and that therefore these activities fall under the scope of this Treaty.
It is the understanding of Liechtenstein that the term "grave breaches of the Geneva Conventions of 1949, attacks directed against civilian objects or civilians protected as such, or other war crimes as defined by international agreements to which it is a party" in Article 6, paragraph 3, encompasses acts committed in international and in non-international armed conflicts, and includes, among others, serious violations of Common Article 3 to the Geneva Conventions of 1949; as well as, for States Parties to the relevant agreements, war crimes as described in the Hague Convention IV of 1907 and its Regulations, the Additional Protocols of 1977 to the Geneva Conventions and the Rome Statute of the International Criminal Court of 1998.
It is the understanding of Liechtenstein that the term "knowledge" in Article 6, paragraph 3, in light of the object and purpose of this Treaty and in accordance with its ordinary meaning, implies that the State Party concerned shall not authorise the transfer if it has reliable information providing substantial grounds to believe that the arms or items would be used in the commission of the crimes listed.
It is the understanding of Liechtenstein that the term "overriding risk" in Article 7, paragraph 3, encompasses, in light of the object and purpose of this Treaty and in accordance with the ordinary meaning of all equally authentic language versions of this term in this Treaty, an obligation not to authorise the export whenever the State Party concerned determines that any of the negative consequences set out in paragraph 1 are more likely to materialise than not, even after the expected effect of any mitigating measures has been considered.
It is the understanding of Liechtenstein that Article 26, paragraph 2, seeks to ensure that in a private law dispute, this Treaty cannot be relied upon as a reason to declare as invalid existing or future international defence cooperation agreements concluded between States Parties, and as a consequence, this Treaty remains applicable for any State Party in disregard of obligations under a defence cooperation agreement, in accordance with the Vienna Convention on the Law of Treaties of 1969."
