In accordance with Article 7, paragraph 2, of the Convention, the Republic of Azerbaijan declares that criminal liability shall arise only where the acts set forth in Article 7 are committed by infringing security measures with the purpose of obtaining electronic data, or other dishonest or criminal intent.
Reservation by the Republic of Azerbaijan under Article 9, paragraph 2, of the UN Convention against Cybercrime
In accordance with Article 9, paragraph 2, of the Convention, the Republic of Azerbaijan declares that criminal liability shall arise only where the conduct described in Article 9, paragraph 1, of the Convention result in serious harm.
Reservation by the Republic of Azerbaijan under Article 11, paragraph 3, of the UN Convention against Cybercrime
With respect to Article 11, paragraph 3, of the Convention, the Republic of Azerbaijan declares that the acts referred to in Article 11, paragraph 1, except the sale, distribution or otherwise making available of the items referred to in paragraph 1 (a) (ii) of the article, if considered minor and not deemed socially dangerous, shall be treated not as criminal offences but as punishable legal violations, and that criminal liability shall arise only where such acts result in serious harm.

In accordance with Article 63, paragraph 3, of the Convention, the Republic of Azerbaijan declares that it does not consider itself bound by paragraph 2 of Article 63 of the Convention.”

The Republic of Azerbaijan declares that according to the Article 15 of the Intergovernmental Agreement on the Asian Highway Network, its provisions can not be implemented to the routes connecting the territories of the Republic of Azerbaijan and of the Republic of Armenia.
The Republic of Azerbaijan declares that it reserves its rights to amend or revoke at any time the provisions the Paragraph 1 of the present declaration, and other Parties will be notified of any such amendments and revocation."

"Pursuant to Article 3 of the protocol, the Republic of Azerbaijan declares that in accordance with the Law of the Republic of Azerbaijan on the military service of 3 November 1992, the citizens of the Republic of Azerbaijan and other persons, who are meeting the defined requirements of the military service, may voluntarily enter and be admitted in age of 17 the active military service of the cadets military school. The legislation of the Republic of Azerbaijan guarantees that this service shall not be forced or coerced, shall be realized on the basis of deliberative consent of the parents and the legal representatives of those persons, that those persons shall be provided with the full information of the duties regarding this service, and that the documents certifying their age shall be required before the admission to the service in the national armed forces."

The Republic of Azerbaijan declares that the term ‘military installations' appearing in article 2, paragraph 2 (b), of the Convention on the Transboundary Effects of Industrial Accidents is understood to refer to installations serving the interests of national defence and functioning on legal causes.
2. With reference to article 3, paragraph 1, of the Convention, the Republic of Azerbaijan declares that, in relation to any Party, it will cooperate within the framework of the Convention on the Transboundary Effects of Industrial Accidents in accordance with the principles and norms of international law.
3. In accordance with article 21, paragraph 2, of the Convention, the Republic of Azerbaijan declares that, for a dispute not resolved in accordance with paragraph 1 of article 21, it accepts the arbitration in accordance with the procedure set out in Annex XIII as compulsory in relation to any Party accepting one or both of the means of dispute settlement referred to in paragraph 2 of article 21."
