In accordance with paragraph 3 of Article 35 of the Convention, the Government of the Democratic People`s Republic of Korea declares that it does not consider itself bound by paragraph 2 of Article 35.2. With regard to Article 10 of the Convention, the Government of the Democratic People’s Republic of Korea declares that it does not consider itself bound, in part of Article 10, since the liability of legal person is not established in DPRK Criminal Law.

1. The Democratic People's Republic of Korea does not consider itself bound by the provisions of article 2, paragraph 1, sub-paragraph (a) of the Convention.
2. The Democratic People's Republic of Korea does not consider itself bound by the provisions of article 14 of the Convention.
3. The Democratic People's Republic of Korea does not consider itself bound by the provisions of article 24, paragraph 1 of the Convention.

Reservations:
1. The reservation relating to Article 2, paragraph 1, sub-paragraph (a) of the Convention shall be amended to read as ‘The Democratic People’s Republic of Korea does not consider itself bound by the treaties to which it is not a party among the treaties listed in the Annex of the Convention.’
2. The reservation relating to Article 14 of the Convention shall be withdrawn.
3. The reservation relating to Article 24, paragraph 1 of the Convention shall remain valid.

On 23 November 2015, the Government of the Democratic People’s Republic of Korea notified the Secretary-General of its decision to withdraw the reservations to paragraph (f) of article 2 and paragraph 2 of article 9 of the Convention. The remaining reservation reads as follows: “The Government of the Democratic People’s Republic of Korea does not consider itself bound by the provisions article 29 of [the Convention].”
