Вступление в силу
in accordance with article 65(1) which reads as follows: "This Convention shall enter into force on the ninetieth day after the date of deposit of the fortieth instrument of ratification, acceptance, approval or accession. For the purpose of this paragraph, any instrument deposited by a regional economic integration organization shall not be counted as additional to those deposited by member States of that organization".

The Convention was adopted on 24 December 2024 by Resolution 79/243 at the 55th plenary meeting of the General Assembly of the United Nations. In accordance with its article 64, the Convention shall be open for signature to all States and regional economic integration organizations in Hanoi, from 25 to 26 October 2025, and thereafter at United Nations Headquarters in New York until 31 December 2026. C.N.196.2025.TREATIES-XVIII.16 of 13 May 2025 (Opening for signature).
