« Brunei Darussalam does not consider itself bound by the provisions of paragraph 2 of Article 66 and therefore take the position that disputes relating to the interpretation or application of the Convention which cannot be settled through the channel provided for in paragraph 2 of the said Article may be referred to the International Court of Justice only with the consent of the parties to the dispute.”

Declaration under article 3(2):

“Pursuant to Article 3 paragraph 2 of the Optional Protocol, the Government of Brunei Darussalam declares that, as stipulated in the Royal Brunei Armed Forces Act (Cap. 149), the minimum age of enlistment to the Royal Brunei Armed Forces and Reserve Regiment is 18 years and that enlistment is voluntary.”

“The Government of Brunei Darussalam expresses its reservations on the provisions of the said Convention which may be contrary to the Constitution of Brunei Darussalam and to the beliefs and principles of Islam, the State religion, and without prejudice to the generality of the said reservations, in particular expresses its reservations on Article 14, Article 20 paragraph 3, and Article 21 subparagraphs b, c, d and e of the Convention.”
