Declaration:

I, Abdul Ilah Khatib, Minister for Foreign Affairs of the Hashemite Kingdom of Jordan,
By the powers vested in me, with respect to Jordan's ratification of the Optional Protocol to the Convention on the Rights of the Child on the Involvement of Children in Armed Conflict,
In accordance with article 3, paragraph 2, thereof, providing for the deposit of a binding declaration on the minimum age for voluntary enlistment into the national armed forces and safeguards ensuring that such recruitment is not forced or coerced, do hereby declare the following:
(1) The minimum age for mandatory conscription into the Jordanian Armed Forces is 18 years, in accordance with article 3, paragraph (a), of the Military Service Act (No. 23 of 1986) and amendments thereto.
(2) The minimum age for voluntary enlistment is 16 years, in accordance with article 5, paragraph (b), of the Service of Individuals in the Armed Forces Act (No. 2 of 1972) and amendments thereto.
(3) The minimum age for voluntary enlistment at the rank of officer is 17 years, in accordance with article 13, paragraph 2 (b), of the Officer Service Act (No. 35 of 1966).
(4) The safeguards adopted by the Armed Forces to ensure that there is no forced or coerced recruitment of persons under the age of 18 are as follows:
Presentation of documentary evidence of age is required prior to acceptance of any person into military service. A birth certificate is relied on as an official document for determining the age of a recruit.
Those wishing to enlist voluntarily are informed clearly and in detail of the duties entailed by military service.
Voluntary enlistment takes place with the permission of the parents or legal guardians of the recruits.

“1. The Government of the Hashemite Kingdom of Jordan does not consider acts of national armed struggle and fighting foreign occupation in the exercise of people’s right to self-determation as terrorist acts within the context of paragraph 1(b) of article 2 of the Convention.
2. Jordan is not a party to the following treaties:
A. Convention on the Physical Protection of Nuclear Material, adopted in Vienna on 3 March 1980.
B. Convention for the Suppression of Unlawful Acts against the Safety of Maritime Navigation, done at Rome on 10 March 1988.
C. Protocol for the Suppression of Unlawful Acts against the Safety of Fixed Platforms Located on the Contiental Shelf, done at Rome on 10 March 1988.
D. International Convention for the Suppression of Terrorist Bombings, adopted in New York on 15 December 1997.
Accordingly Jordan is not bound to include, in the application of the International Covention for the Supresssion of the Financing of Terrorism, the offences within the scope and as defined in such Treaties.”

Interpretative declaration:

"The Government of the Hashemite Kingdom of Jordan hereby declares that nothing under its national law including the Constitution, is inconsistent with the Rome Statute of the International Criminal Court. As such, it interprets such national law as giving effect to the full application of the Rome Statute and the exercise of relevant jurisdiction thereunder."

Reservation:

The Hashemite Kingdom of Jordan expresses its reservation and does not consider itself bound by articles 14, 20 and 21 of the Convention, which grant the child the right to freedom of choice of religion and concern the question of adoption, since they are at variance with the precepts of the tolerant Islamic Shariah.

Jordan does not consider itself bound by the following provisions:
1. Article 9, paragraph 2;
2. ...
3. Article 16, paragraph (1) (c), relating to the rights arising upon the dissolution of marriage with regard to maintenance and compensation;
4. Article 16, paragraph (1) (d) and (g).

"The Government of the Hashemite Kingdom of Jordan declares that their accession to the International Convention against the Taking of Hostages can in no way be construed as constituting recognition of, or entering into treaty relations with the ‘state of Israel’.

Reservation:

The Government of the Hashemite Kingdom of Jordan de- clares that its accession [. . .] cannot give rise to relations with "Israel".

The Government of Jordan shall not be bound by any awards which are made by Israel or to which an Israeli is a party.
