The mission was comprised of Jane Armitage (mission leader and principal author), Marcelo Mendez (agricultural economist, FAOICP) and Don Larson (marketing consultant). In addition, John Landers (agronomist consultant) prepared an overview of the agronomic constraints and the potential for development based on an earlier visit and background material. Staff from the Directorate for Agricultural Economics and the Cabinet for Investment Studies in the Ministry of Agriculture worked closely with the mission, both in the collection of material and discussions of ideas for the report. An important caveat to the report is that, owing to the security situation in Moza
