It reviews the economy's performance during the 1978-82 Third Plan period and looks ahead to the 1983-87 Fourth Plan period. It also raises institutional and policy issues believed to be important to the economic development of Burundi. Burundi is one of the least developed nations in the world, and requires substantial foreign assistance. Because of the country's very low income level, however, the amount, composition, and timing of foreign aid should be determined with care. Human and financial counterpart resources are limited, which makes it important to set development priorities and then to honor them.. The report is not offered as a comprehensive or original contribution to the development literature on Burundi. Its main purpose is to bring people up to date about events in a country that is not well documented. The authors have drawn on published and unpublished materials prepared by World Bank project specialists, as well as on reports prepared by other agencies active in Burundi, A Bank Economic Mission visited Burundi in May 1983. The mission consisted of Gary L. Hyde (Chief), Maria Emilia Freire, Gudrun Leithmann-Frueh, and Miriam Schneidman, all staff members of the Eastern Africa Region, Country Programs Department II. The main conclusions of this report were discussed in February 1984 at the time of the Round Table meeting. The full report was sent to the Government in May 1984 and discussed twice, in July and October 1984.
