The mission was led by Pedro Belli and included the following members: Caroline Doggart (consultant, industry), Jorge Hay (consultant, balance of payments), Nathan Koenig (consultant, agriculture), and Susan Ranney (consultant, social aspects). Alexandre Nowicki assisted the mission in the field and at several stages in the preparation of the report. The report was discussed with the Government of Ecuador in October 1981 and comments were incorporated. Gabriel Talmain (summer intern) aided the mission in the preparation of statistical tables. The mission also benefited from background papers provided by Bank staff on petroleum and power.
