Debt Outstanding As of June 30, 1953, the public external debt of Austria is tentatively estimated at the equivalent of $102.6 million. A definitive figure cannot be given until the validation, i.e. the proving of title to bonafide ownership, of all pre-World aVr II bonds has been completed. Pre-World War I Debt Under the 1952 Rome Agreement on Austria's external debt which was ratified by the Austrian Government in 1953, the amount of Austria's share of the old Austrian-Hungarian Monarchy debt to be settled was estimated at the equivalent of US$18 million. -2- 2. Inter-Wars Debt The principal outstanding of foreign currency issues of 1920-36,to- gether with service payments in arrears and compensation to guarantor governments on three issues of internationally guaranteed loans covered by the Rome Agreement, amounted to the equivalent of about $49.2 million. 3. Post-World War II Debt 1) Inter-governmental debt a) As of June 30, 1953 Austria's indebtedness to the U.S. Govern- ment totalled $17.3 million, consisting of (1) Eximbank credits of $9 million and (2) Surplus Property and other credits of $8.3 million. The Eximbank loans of $9 million included the $6 million 18-month cotton credit of 1952, which was disbursed to the extent of $5.2 million as of December 30, 1953. b) The outstanding amount of British Government credit to Austria was estimated at ;2.6 million ($7.3 million) as of June 1953. The loan was obtained under the December 1946 Agreement, in which provisions were made for British re- construction credits to Austria, up to a maximum of L8.5 million, partly as a grant and partly as a repayable credit. No further details are readily available. c) The debt of $2 million (Sw fr 8.5 million) to the Swiss Government represents the amount to be paid by Austria, under the Agreement of April 1953, in full settlement of a number of inter-war loans. d) No additional detail is available concerning the Norwegian Government credit of NKr 2.8 million ($389,000). 2) The h5$ 1953-60 Swiss Banks' loan of Sw fr 36 million ($8.4 million) to the Postal Administration for the modernization of telecommunications is guaranteed by the Austrian National Bank, and secured to the full amount by gold deposited at the Swiss National Bank. II. Service Payments No comprehensive schedule of total service payments on the Austrian ex- ternal debt can be made until the validation of pre-World War II bonds is completed. However, service payments during 1954-75 on the part of the debt discussed at the Rome Conference, as well as the part of post-World War II debts for which informa- tion is available, are roughly estimated in Table A-2. Service payments were made regularly to and including the coupon of January 1, 1938. The July 1, 1938 coupon was paid in full on the Swedish and Austrian issues. However, only five-sixths of the July 1,1938 coupon was paid on the other issues. Holders of the dollar issue have not received any interest pay- ments since that time. After the union of Austria and Germany, the German Government concluded clearing agreements with the various interested govern- ments, with the exception of the United States, whereby holders received interest at reduced rates. Under the 1938 agreement, British holders received 5% in 1939, Swedish holders received 51 from 1939 to 1945 and Swiss holders'received payments as follows: January 1, 1939 coupon at the rate of 4l p.a., July 1, 1939 coupon at 2 3/4 p.a. and coupons due January 1, 1940 to January 1, 1945 inclusive at 2% p.a. In addition, Germany retired a, considerable portion of this loan both through amortization and through exchange into the 4 1/2% Reich loan of 1938, second issue, Table A-1: AUSTRIA - EXTERNAL PUBLIC DEBT - Continued Page 7 2 - Continued By an agreement on February 27, 1953 the Federal Republic of Germany agreed to pay 75' of the coupons which became due between March 12, 1938 and May 8, 1945. Payment is to be spread from July 1, 1953 to July 1, 1962. From November 25 to December 6, 1952 a conference was held in Rome on the settlement of the external bonded indebtedness of Austria. It was agreed that the following settlement of the International Loan of 1930 would be made: 1. Interest at 4 1/2% starting January 1, 1954. 2. Starting on the first coupon date in 1959 a cumulative annuity of 7.2545665, sufficient to retire the bonds by 1980. 3. Interest arrears to be calculated at 4 1/2%. 4. Unpaid coupons dated July 1, 1945 to July 1, 1953 inclusive will be paid at 4 1/2' p.a. on the semi-annual coupon dates from January 1, 1954 to January l, 1962 inclusive. In 1936 the Austrian Creditanstalt issued bonds as follows: F 579,500 2,046,500 S P1,109,500 fr 1.0,642,000 Sw fr 2,320,500 Bg 168,000 Lit 17,000 RM, 703,000 The bonds bore no interest and carried semi-annual amortization coupons running to Iarch 1, 1956. By 1938 when Austria was taken over by Germany, the belga and lira tranches had been retired. From then until Iday 8, 1945 the German Government retired additional bonds by an exchange into the Reich loan 1938, second issue. On May 8, 1945 the amount showmn in the table below remained outstandin2. According to the decision of the London Conference on Germany Debts, the German Governiaent agreed to pay the 1939-1945 maturities over a period of five years from 1953 to 1957. According to the settlement agreed upon at the Rome Conference the maturities from September 1, 1945 to March 1, 1956 are to be extended 8 1/2 years and are to be paid by Austria from March 1, 1954 to September 1, 1964. On October 2, 1938 the German Reich suspended service. The Reich made special offers for re- tirement to the various governments and also a general offer of exchange into the 4 1/2% Reich Loan of 1938. Also considerable amortization on the Swedish tranche was effected during WTorld War II by agreements with Sweden. After July 1, 1939 the Belgian, French, British, Netherlands and Swiss tranches were serviced by the guarantor governments. From that time through 1948 interest payments were met, although with some delay on the part of certain guarantors (Italy-did not pay from 1945 to 1948 but settled in 1948). Since 1949 all guarantor nations except Czechoslovakia have met the interest payments on the due dates, Sinking fundpayments have been made since 1939 in part by the guarantors and drawn bonds have been stamped for the partial payments. By an agreement dated February 27, 193 the Federal Republic of Germany consented to make a settlement of claims due the guarantor governments on both the International Guaranteed Loan and the Guaranteed Conversion Loan. Germany will pay in respect of claims from the period March 12, 1938 to May 8, 1945 a sum in various currencies equivalent to Z 3,600,000 in 15 annual instalments, starting July 1, 1953. At the Rome Conference of 1952 it was agreed that Austria ill make the following settlement, such settlement not to alter the claims of the bond- holders against the guarantors: 1. Interest will be paid at 4 1/2% per annum on bonds in circulation on January 1, 1954, including bonds stamped between Iay 19L$ and December 1953 as being partially paid. 2. Starting in 1959 there will be a cumulative annuity of 7.2545651 sufficient to retire bonds by 1980. 3. Interest arrears not paid by Czechoslovakia between December 1945 and December 1953 will be paid by Austria on the semi,-annual coupon dates between June 1, 1954 and 1961 at 3% per annim. 'This interest amounted to the equivalent of S 16,000,000 and is hereby reduced to S 10,000,000. 4, The Austrian'Government considers that bonds drawn between June 1, 1940 and June 1, 19h belong to the group of bonds maturing between March 12, 1938 and May 8, 1945 and thus constitute an obligation of the German Government. However, since the German Government has not assumed the obligation and in order not to penalize the bondholders, the Austrian Government will make the following provisions: Table A-1: AUSTRIA - EXTERNAL PUBLIC DEBT-- Continued Page 10 Z - Continued a. Unpaid principal (24 1/2%) to be amortized by biennial payments over a period of 10 years starting in 1959. Unpaid interest for 1940-1944 is to be recalculated at 3% and paid in the same manner as the principal. By the recalculation of interest, principal and interest arrears amounting to S 60,800,000 are to be settled for S 53,600,000. b. Interest due on the unpaid principal starting from 1949 will be paid at 3% per annum starting in June 1959 and semi-annually thereafter, No information as to the interest rate or repayment terms on this loan is readily available at this time, 21 The proceeds of this loan are to be used for the modernization of the state- owned telephone system. The loan is guaranteed by the Austrian Government. Principal will be repaid over a six-year period starting on July 1, 1954. .)/ According to an agreement made in April 1953 the following obligations were settled: 1. Non-interest bearing Embroidery Loan of 1933/1934. 2. Swiss Government credit granted under the terms of the 41f, 1933-1953 International Guaranteed Austrian Federal Loan. 3. Swiss Government credit granted under the terms of the 4 1/2%, 1934-1959 Guaranteed Austrian-Conversion Loan. 4. The Swiss-Austrian Agreement of November 19, 1924 relative to the regulation of the Rhine between the mouth of the Ill River and Lake Constance. In settlement of these obligations the Austrian Government will pay the Swiss Government Sw fr 8,500,000 without interest in 20 equal semi-annual instalments each January and July 1, starting January 1, 1954. The agreement also provides that the Relief Credit of 1920 shall be cancelled and that the German contributions made between March 12, 1938 and May 8, 1945 in connection with the regulation of the Rhine shall be charged against future Austrian contributions. ll/ These loans arose out of the consolidation of interest and capital areears of Austrian Government indebtedness from World War I. Both interest and amorti- zation were paid regularly until March 12, 1938. From 1938 to 1945 further retirements were effected by conversion into obligations of the German Reich. on May 8, 1945 principal outstanding amounted to fr 23,995,000' on the 1923 issue and fr 9,173,000 on the 1926 issue (fr 33,168,900 total), plus arrears of interest for 1939-1945 amounting to fr ll,6,0,l00. According to the London Agreement on German debts, the German Government was to settle the interest arrears of 1939-1945 by a cash payment of Dm 135,795 on July 1, 1953. Table A-1: AUSTRIA -~EXTERNAL PUBLIC DEBT - Continued Page 11 1/ - Continued According to the agreement made at the Rome,Conference the principal of fr 33,168,900 (494,764) and interest arrears from 1945 to 1954 of fr 14,927,185 (4-2,647), a total of fr 48,096,085 ()l37,611) will be settled by the payment of Austria of fr 30,000,000 on July 1, 195L and fr 20, 000,000 on January 2, 1955. The amount outstanding of fr 50,000,000 shown above is the amount of the settlement. 1/ Austria, Hungary, Yugoslavia and Italy are obligors on this loan under the Accord of Rome of 1923. The exact liability of Austria is undetermined at this time. The total amount outstanding is Gfr 2,080,951. Variable payments were made in either U.S. dollars or French francs through the year 1939. A payment of q1 per bond was made on July 15, 1952 on account of the coupon dated March 1, 1940. The bondholders' committee has not received any pay- ments from Austria since 1939; the other obligors have made some payment recently. On June 20, 1953 the Austrian Government made a provisional two-year agree- ment with the Committee of Bondholders of the Danube-Save-Adria R.R. Co., pending the time that the relationship between the four countriest interest in the DOSAG and the Company is definitively settled. Under this-agreement Austria will pay the equivalent of 950,000 gold francs in 1954 and 1,000,000 gold francs in 1955* The payments will be made half in French francs and half in Swiss francs in two equal instalments on May 1 and November l These payments are to be considered as advance payments and will be charged against whatever future settlement is made. Both parties to the agreement indicate their readiness to start negotiations not later than September 1954 for a definitive settlement. 131 Less than 500. 14/ The obligations in this category will be paid in various currenciep (see footnotes on specific obligations). The loan was regularly serviced by Austria until March 12, 1938 and then serviced by Germany until July 1, 1939. Thereafter, the Netherlands, Swiss and Italian tranches were redeemed as a result of bilateral agreements between Germany and the three governments. From July 1, 1939 through 1953 (when the entire loans is to be redeemed) the guarantor governments have fully serviced the Belgian, British and French tranches, Gerzany has been held responsible under the London Agreement for the service from 1939-1945 and will settle it at approximately 58% of the nominal value. By an agreement dated February 27, 1953 the German Government consented to make.a settlement of claims due the guarantor governments on both the Inter,- national Guaranteed Loan and the Guaranteed Conversion Loan. Germany will pay in respect of claims from the period March 12, 1938 to May 8, 1945 a sum in various currencies equivalent to Z 3,600,000 in 15 annual instalments, starting July 1, 1953. The amount outstanding shown in this table is the sum of the schilling payments shown above. 16/ The Rome Conference made the following recommendations for the settlement of the debt of political subdivisions: 1. The Austrian Government will urge the debtors to arrive at bilateral agreements with the creditors as soon as possible. 2. Regular service will commence on the same date as on the obligations of the Austrian Government. 3. Payments made to the Konversionskasse will be recognized by the creditors. 4. Arrears of interest from 1945 to 1953 will be settled with an equitable reduction. 5o Current service will be resumed with interest not exceeding 5 1/41o and with a reasonable amortization schedule. 6. Obligations with a gold clause will be settled on the basis that the gold U.S. dollar or gold Swiss franc shall equal the present dollar or Swiss franc respectively. 17/ All of the securities in this category were serviced regularly until July 1932 when Austria declared'a transfer moratorium under which interest and amorti- zation payments were deposited in schillings in a blocked account in the National Bank of Austria. This moratorium was lifted in May 1935 and all arrears were paid up in foreign exchange. Payments were then made regularly until March 1938 when Austrian external debts became subject to the German transfer moratorium. Thereafter until the end of World War II, payments were deposited in reichsmarks with the Konversionskasse ful Deutsche Auslandschulden. No payments have been received by the bondholders since 1938, although amortization payments have been partially met by the cities of Graz and Vienna,through the surrender and cancellation of bonds, 18/ Guaranteed jointly and severally by the State of Tyrol and the City of Innsbruck. All of the securities in this category received the same treatment described in footnote 17 until March 1938. These obligations went into default upon the outbreak of World War I. The Austrian Peace Treaty was signed on July 15, 1920 and arrears of service from 19 4-1920 were paid in periodic instalments through 1923. In 1923 the Innsbruck Protocol was signed by Austra, Czechoslovakia, Hungary, Italy, Poland, Roumania and Yugoslavia. The Prague Agreements of 1925 and the Paris Annex of 1926 further defined and interpreted the Innsbruck Protocol. The principal provisions of these agreements as they apply to Austria's liability are as follows: 1. Current service was to start on January 1, 1926 a., at 32% of full interest in gold on the Austrian Wo Gold Rentes b. at 27% of full interest in currency of issue on the 4 1/2% Redeemable Treasury Notes c. current interest and amortization on the STEG Bonds to be paid in full in French francs. Arrears to be spread over 10 years from January 15, 1926. 2. Arrears of interest on the 4% Rentes and the b 1/2% Treasury Notes from July 16, 1920 through 192 were to be paid at the new rates over a period of 12 years, 1926 to 1937. Arrears for 1925 were to be paid in six quarterly instalments starting April 1, 1926. 3. The collection of the contributions due from the various countries and their distributions among the bondholders was placed in the hands of the Caisse Corimune de Porteurs des Dettes Publiques Autrichienne et Hongroise which was set up for the prpose. Payments were made under these agreements but in 1930 an agreement was signed in Paris changing the interest percentages as follows: 1. Interest on the 4Z Gold Rentes to be paid at 33% starting in 1931 and thereafter on a scale rising finally to 70 in 1955. 2. The h% Gold Rentes to be converted to Rentes redeemable in 50 years. 3. Interest to be paid on the 4 1/2, Treasury Notes at 30% in 1931 and thereafter on a scale rising to 100% in 1945 and the amorti- zation to be completed by 1955. Payments were made in full until 1932 when Austria imposed a transfer mora- torium but in 1933 Austria paid up the 1932 arrears.. Payments were then continued by Austria (but not always by the other debtor states) until 1936 when the 1930 Agreements expired. The Caisse Commune was unsuccessful in obtaining another agreement and the debtots returned to payments on the basis of the Innsbruck Protocol. Austria continued payments until absorption by Germany in 1938. No payments have been made by Austria since that time although there have been intermittent payments by some of the other debtors. Table A-1: AUSTRIA - EXTERNAL PUBLIC DEBT - Continued Page 15 2/ Continued After occupying AusLria, Germany effected considerable amortization, partly through an exchange offer of the Reich Loan of 1938, Second Issue., As a result of this, Austria has with the Caisse Commune an asset of approximately Gfr 10,600,000 face value of 3% STEG bonds. The agreement made at the Rome Conference makes the following provisions for Austria's liability on the Austro-Hungarian debt: 1. STEG Bonds as The obligation of Austria on the 316 STEG Bonds will be cancelled. b. The Caisse Commune will appropriate the proceeds of the sale of 17,929 3% STEG Bonds, which were delivered to the Caisse in 1939, in excess of claim against Austria, to the partial amortization of bonds on which Austria remains a debtor, c. On January 2, 1954 the Caisse Commune will distribute to holders of the h% STEG Bonds: fr 2,309,48 for interest arrears from August 1, 19h5 to February 1, 1954 inclusive fr 6,415,234 for principal owed by Austria These amounts will be provided for by the sale of 3% aTEG Bonds by the Caisse Commune. 2. 4% Gold Rentes and 4 1/2% Treasury Notes .1914: a, Interest arrears for the period from July 1, 1945 to October 1, 1953 inclusive are agreed to be: US$ 1,106,240 (money of account) for the 4% Gold Rentes SW fr 503,976 (money of account) for the 4 1/2% Treasury Notes b.
