The Agreement was adopted on 23 May 1997 at the Seventh Meeting of the States Parties to the United Nations Convention on the Law of the Sea of 10 December 1982. In accordance with its article 27, the Agreement was opened for signature by all States at United Nations Headquarters for a period of twenty-four months as from 1 July 1997.
