Background and Context The Lianjiang River is the largest tributary of the North River, which is the secondly largest river system of the Pearl River watershed. The upper reaches of Lianjiang River is called as Xingzi River, and the r iver beginning from the converging of Dongbi River, Baoan River and Sanjiang River in Lianzhou Town is called as Lianjiang River then. This river flows from the west-north to the east-south, connecting with Qinlian River, Boluo River and Zhutian River northwards, meanwhile joined with the secondary class of branches such as Tongguan River, Huakeng River, Qigong River, Shuibian River and so on, and then converge in Lianjiangkou and flow into North River River (Fig. 2-1). In order to promote the resource exploitation of North River watershed as well as development of society and economy, change poverty and economical backwardness of the mountainous areas, improve present transportation status of navigational channel, Guangdong Provincial Waterway Bureau (GDWB) planed to construct the Xiniu Navigation Junction Complex in Lianjiang River, and the project feasibility report is finished by Waterway Design Institute of Guangdong. Meanwhile, in order to solve the deficiency problem of domestic funds, loan application to the World Bank was lodged in January 2002, and regarded the Xiniu Navigation Junction Complex in Lianjiang River, Waterway Regulation Project of North River (Shaoguan - QinYuan section) and Waterway Regulation Project of Laolonghu waterway as a package project, united investment budget was carried out to this package project. According to the relevant stipulations concerning environment protection to the project that raises loan from the World Bank and state, an evaluation to environment influence about this construction project must be available. In January 2002, Guangdong Provincial Waterway Bureau entrusted South-China Institute of Environment Science (SCIES, SEPA) to undertake the task of the EIA study for the Xiniu Navigation Junction Complex in Lianjiang River in Guangdong province. According to the information provided by the construction corporations, South-China Institute of Environment Science had carried out a great deal of investigation, research, forecast, analysis and calculation on site. Based on these data, we edited the "Report about Environment Impact Assessment of Xiniu Navigation Junction Complex in Lianjiang". EL4 Report ofXiniu-Navigation Junction Complex Project 1. An Introduction to the project 1.1 Brief introduction to the project (1) Name of project: Xiniu Navigation Junction Complex in Lianjiang River of Guangdong Province (2) Location of project: This project is situated in 3.5 kilometers of the upper reaches of Xiniu Town, Yingde City, Guangdong Province; it connects with Jiaqiaoshi Navigation Junction Complex of Hanguang Town of Yingde City upwards, and joins with backwater location of Feilaixia Navigation Junction Complex. For the details of its geography situation please see Fig. 1-1. (3) Character of project: A new constructing project, it belongs to a Navigation Junction Complex constructing project. It included navigation lock, discharging sluice, power station, project of protective revetment;- a little dredging works in downstream, temporary projects, living area, etc. (4) The length of excavation section is 1630 km that will produce 25790m3 of dredging load; -three new spurs will be built along the downstream. (5) Investment of project: The investment is estimated at RMB 267,078,000.00. 1.2 Necessity of this project The Lianjiang watershed occupies 70% of total area of cities and counties such as Lianxian, Lianshan, Liannan, Yangshan, Yingde and so on. The watershed is rich in resource-, reserve of underground mineral resources and forest wood is tremendous. Because transportation here is very blocked, the rich economical resources could not be developed and utilized since a very beginning of history. This had made the economy and culture within this area draggled, and the local people's living level is rather low. Therefore, realizing canalization project alongside the whole Lianjiang River, developing navigational transportation, water and electricity as well as farmland irrigating has very important economical and political means to construct mountainous area and improve the living level of the people here rapidly. (1) Xiniu Navigation Junction Complex Project is the key project for developing water resources of Lianjiang River, improving navigational conditions alongside the whole main stream and realizing canalization of the River. Lianjiang River is a main river of the mountain area in northern part of Guangdong Province with a total length of main steam at 257km, flowing through the cities and counties including Lianshan, Liannan, Lianzhou, Yangshan, Yingde and so on, converging at Lianjiangkou in Yingde city and flowing into North River, with a total watershed at 10061 km. Lianjiang is always a main transportation channel of the hinterland with a centuries-old navigational history. In the recent years, its shipping amount has reached up about I million tons. The resources of water, mineral resources are very abundant in the watershed of Lianjiang River, hinterland of navigation of Lianjiang is very wide with a coverage to the adjacent provinces of Guangxi and Hunan, therefore, Guangdong Province Waterway Bureau pay great attention to the development of water navigation in Lianjiang River. According to the principle of comprehensive utilization for water resources, the departments of traffic and water electricity had worked out the developing two plans of canalization in 6 steps and 14 steps successively to 181 km navigation channel of the main stream of Lianjiang since 1958. Because backwater of Feilaixia Multipurpose Project of North River extends to Xiniu step through -a ELA Report ofXiniu-Navigation Junction Complex Project Lianjiangkou, this will submerge the two steps of the lower reaches in the 14 steps plan. Therefore 12 steps plan is formed for the main stream of Lianjiang, and Xiniu step is the last step. According to the standards of the sixth class navigation channel, up to 1975, Lianjiang has become into a waterway with over 11 navigational steps above Jiaqiaoshi, canalization waterway 133.29km, and the annual shipping amount increased from about 100 thousand to I million tons. Because non-canalization river channel is presented in the waterway of 12.27km from Xiniu to Jiaqiaoshi, and this section of waterway is still situated in a natural status with many shoals, rapid water flow and narrow waterway; So, in dry season only 50 tons vessels can navigate this section and in rain season lOOtons vessels can navigate this section. This restrained the development of navigation transportation indeed, and the purpose of annual shipping amount at 2 million tons cannot be reached up. Therefore, the construction of Xiniu navigation junction complex will play a key role to realize canalization along the whole river of Lianjiang, to promote the communication with North River, to form a navigational networks of communicated among the main and branch streams, to utilize water resources sufficiently and to speed up the economical development of mountain area. So, the construction of this project is very necessary. (2) The construction of Xiniu navigation junction complex project will provide abundant water resources for the development of local industry and agriculture, as well as the springing up of various kind of businesses, it will play a key role for the local people to break away from poorness and to become richer and richer. In the area of Lianjiang, rainfall is abundant, and climate here is warm. This has provides an excellent conditions to develop agriculture, fruit, forest and promote aquacultureff,'l-r-ttttf4e. In the neighboring area of Xiniu project there are 8 villages belongs to Xiniu and Hanguang towns of Yingde City, with the population of 19644 people and plantation 1444.7ha. In this project, no investments are arranged in irrigation or water supply. But this project has the beneficial effects on improving of irrigation and water supply. After the finishing of this project, water source for irrigation of local farmland can be ensured, lift height of irrigation is reduced, and also the production cost will be reduced. This will provide good and exact conditions to increase the output of agriculture. Meanwhile, it will create an excellent environment and condition to the development of local industrial and rural enterprises, living water supplying, aquiculture, as well as tour career. Therefore, based on the local resources conditions, the construction of Xiniu navigation multipurpose project is a effective measures and requirements to bring up new economical increasing points, strengthen economical developing stamina, increase local income of finance, as well as break away from poorness and reach up rich living level. 1.3 Constructing scale and main components of the project (I) Location of dam Xiniu project is situated between the upper and lower Liangzhou (two sandbars in the middle of river) in the outlet of Qilixia Gorge of Lianjiang River.
