Project Objectives: The project's development objective is to reduce poverty by enhancing capability of Cambodian public sector to deliver services more effectively. The Government of Cambodia initiated significant reform programs following the formation of the Royal Government in 1993. The Governnent's reform efforts so far have focused on the first generation of reforms, e.g., macroeconomic and fiscal management improvement. To reduce poverty significantly through broad-based economic growth, enhance public sector service delivery is essential. Towad this end, in addition to continuing and deepening reform efforts in macroeconomic and fiscal management, the Government now needs to move decisively toward a second generation of reforms, in particular civil service capacity building and strengthening governance. This project aims to bridge the Government's reform efforts toward a second generation of reforms. While the project is a small operation, it aims to play a catalytic role by focusing on capacity building on the ground with an emphasis on training, knowledge transfer, and assumption of responsibilities by Cambodians in the place of or complementary to the provision of foreign advisors, including introducing Global Development Learning Network (GDLN) facility. I.A.3 Project Description: Components. ISDS Cambodia - EPSCB The project aims to strengthen capacity that will advance public sector reforms in six key areas: (1) leadership and management, (2) policy development and implementation, (3) public financial management, (4) human resource management, (5) governance and public administration, and (6) poverty reduction strategy formulation and implementation. The project will comprise the following components: * Component 1: Training Program Development * Component 2: Project Management and Operation * Component 3: Implementation of Training Programs * Component 4: Institutional Development of Training Agencies * Component 5: Global Development Leaming Network (GDLN) I.A.4. Project Location: (Geographic location, information about the key environmental and social characteristics of the area and population likely to be affected, and proximity to any protected areas or sites or critical natural habitats, or any other culturally or socially sensitive areas) GDLN center will be built by expanding the existing building at the Royal School of Administration in Phnom Penh. and therefore, no land acquisition/resettlement will, be involved. B. Check Environmental Classification: C (Not Required) Comments: GDLN center will be built at the existing building. It will be a small construction work. Qualified architect will ensure adequate water supply and sewage provision. Contractors will observe local building code and good construction practices with respect to noise abatement, dust control, and disposal of demolished building parts. C.
