Overview In order to solve the problems of Tianjin's environment and development and to solve the problems that have long plagued Tianjin citizens in areas of drainage and transportations, Tianjin City intends to use a second batch of World Bank (WB) loan for the purpose of Tianjin urban development and environment project whose investment is near 2.2 billion RMB. As the third (in China), second (in North of China) largest city with a population updated at 2000 of 10.0114 million, Tianjin is the economic and cultural center of the north of China. Recent years have seen a rapid social and economic development in the city and the evident improvement of people's living standard, and accordingly the increasing urban waster water discharge and the increasing amount of cars running in the city. Despite the incessant construction of infrastructures, due to lag-time feature of the control measures adopted and the historical overdebt, however, the development of urban environment and transportations have been lagging behind too far not to affect the normal life of citizens. According to the statistics of some departments concerned, in 2000 the municipal total waster water discharge amounted to 599 million tons, the treatment of which accounted only for 45%. Thus large amount of untreated waste water has flown via the urban sewage system into rivers of Haihe river valley, further been discharged into Bohai sea ending in a serious worsening situation of the Tianjin coastal waters of Bohai sea. In the meantime, the ever increasing number of urban cars has also presented huge pressure to the whole urban transportation system. Statistics show that ,at the end of 2000, the actual length of urban roads is 3,608kms - a 2.0% increase of the year before; while at the end of 2000, there are 405,000 powered vehicles (excl. motorcycles) - a 11.4% yearly growth which will be gaining more momentum with the fast enhancement of per capita income and the stepping up of passenger cars into families, this is turn will bring bigger and bigger pressure onto Tianjin's traffics. These urban facilities' problems have become one of the key issues for consideration by Tianjin Municipal Government. Acting upon the "Bohai Sea Blue Water Restoration Program" and the "Haihe River Valley Pollution Prevention And Control Program" approved by the State Council of China as well as the Tianjin's own Overall Planning, Tianjin City has decided to use the second batch of WB loan for the purpose of urban development and environment project on the basis of the good performance of the first batch of WB loans for urban development and environment project. The second project includes two parts - the improvement of urban water drainage and the city traffics. The completion of which will help improve the water pollution status of Haihe River Valley and Bohai Sea, better the urban districts' water environment and the eco and sanitary environment, advance the rational use of water resources, mitigate the urban traffic jams so to promote the sustainable development of Tianjin Area and to raise the quality of life for the people. Now, Tianjin's second WB loan project has gone into the preliminary preparation stage prior to construction. The reports on environmental influence of all components have been basically completed. And on that basis, Tianjin Environmental Protection Science Research Institute (TEPSR), commissioned by Tianjin Urban Facilities Engineering Company, is responsible for the sum- up of all the environment reports of the component projects to enable them to better comply with the relevant rules concerning the environment evaluation of international financial loan projects formulated by China and with the pertaining rules of WB on "Environmental Evaluation". 1.1 Project Profile Tianjin's Second WB loan project includes: urban development and environment mainly covering water drainage and transportation improvement ( see fig. 1-1 for the composition of the project, fig 1-2 for geographical locations of the project. Now the brief introduction of the component as follows: * Water Drainage: it falls into 5 components, they are: (1). Pipe network construction: construction of three main water drainage systems of Tianjin (Nanbei Cang, Fukang Rd, Nanjiao Wai). It takes completion of 89,015 m of rain pipelines, 49,688 m of sewage lines - enable a collection area of 1,262.52 hecs for rain water and 3,937 hecs for sewage water. (2) Dagu sewage canal renovation: the renovation of one of the two main sewage rivers in Tianjin. It includes river bed dredging, sludge dewatering, sludge treatment, river slope lining, structures revamping etc. The soft sludge clearance amounts to 1.783 million m3 while the hard takes 411,000 m3. (3) Shuanglin WWTP: to build a WWTP in Shuanglin with a designed water treatment daily capacity of 200,000tons for near term and 300,000 tons for long term. It serves a coverage of 2,700 hecs, and a population of 426,000. (4) Hangu Yingcheng WWTP in Tianjin Binhai New Area: with a designed daily capacity of 150,000 tons for near term and 200,000 tons for long term. It serves a coverage of 2,407 hecs. (5) Treated Waster Water (TWW) recovery works. Three TWW recovery facilities will be built respectively in Dongjiao, Shuanglin and Beicang with a designed daily recovery capacity of 25,00 tons in Dongjao, 20,000 tons in Shuanglin, 20,000 tons in Beicang and a total 110km of 1-2 pipelines. (6) Wuqing urban WWTP: to build a WWTP in Wuqing District with a designed daily capacity of 50,000 tons. * Transportation improvement project: it contains 3 components: (1) The mid-ring road improvement component: it includes 5 items of construction, they are the construction of Jingzhonghe interchange,;and of a three-level interchange at the intersection of Hongxing Rd and Jinzhonghe Rd; transformation of Anshanxi Rd intersections; transformation of Weidi Rd and Fukang Rd which to be widened for their powered driven vehicles; the construction of Dagunan Rd interchange - a three-level inter overpass; and the construction of two pedestrian bridges spanning over mid-ring road. (2) The inner-ring Rd improvement component: the component covers 4 items, being respectively the construction of a pedestrian bridge at Dongbeijiao, the widening of Beima Rd, the renovation of Nanjing Rd which focused on readjustment of road sections, the revamping of intersections at Xibeijiao, Xinanjao, Xinhua Rd, Hubei Rd, Liuwei Rd and Huachang St etc. (3) The road network improvement: to build two public transport passages at two selected lengths of road where public bus has the priority. Some parts will be widened, remolded and perfected. The matters that need to be explained are: this sum-up of environmental influence evaluation is only summarizing most of the sub-projects established earlier. While the individual environmental evaluation reports for those components such as Hangu Yingcheng WWTP in Tianjin Binhai New Area, Wuqing WWTP, TWW recovery, Dagunan interchange and road networl improvement etc. could not be finished until May, 2002 because of their late project establishment time. Therefore, this evaluation only gives a general introduction of them, leaving specifics to summarized for report after the completion of individual evaluations. The purpose of the evaluation is also for a verification of whether the environmental protection program and the corresponding discharge parameters could meet the national standard, to work out a careful public participation program and to make scientific assessment on the various impacts brought about by relocation of citizens, to conduct a comparison of total waste discharge of main pollutants prior and after the project as well as an analysis of total amount control, and on that basis to put forward a clear conclusion remark on whether the project is feasible or not, and to check the alternatives and, via prevention, pollution minimizing, alleviation or remedies of bad environment impact as well as by boosting the favorable environment influence, determine the project screening, site selection, planning and execution of the improved program while produce the corresponding management plan so to reduce at maximum the adverse environmental influence from bad management. 1.3 Evaluation Principles This evaluation, apart from satisfying general principles and rules for environmental influence evaluation, should primarily meet the following principles: (1) The principle of sustainable development: The project is considered in Tianjin a project of a big scale and a extensive coverage. So it must be based on the principle of a sustainable development, on the full analysis of different resources and especially on the rational usage of land resources. Taking this as main factor to demonstrate influence of the project on construction on the sustainable development of Tianjin. (2) Total amount control and double standards accomplishment principles. As the project relates to many aspects and covers broad fields and the 1-6 project itself takes it as its ultimate goal to improve the urban environmental quality, it must comply with the requirements of the State EPA, to come up with a scheme of rational total amount control and up-to-standard pollution control . (3) Environment compensation principle: Apr t from the compensations to be made in accordance with the State regulations during the land acquisition and the citizens' relocation, compensation should also be made by way of balance of total amount of pollutant discharge and of regional overall balance in eco greening aspect. (4) Fair and truth principle: The environmental influence evaluation should go by a high sense of responsibility and a high professional ethics, to keep a neutral and objective attitude in the job. It not only should meet the relevant state and local laws and rules, but also should reach requirements of relevant WB documents.
