However, because of the limit of the original single-track design, railway transportation has been severely restricted. This has correspondingly hindered the development of the overall economy of the region in Northwest China, and consequently lowered the standard of living as compared to neighborhood regions. Under the circumstances of the State's strategy of Great West Development to promote the economic development of the west regions and improve the people's standard of living, the construction of the Baoji-Lanzhou Second Railway Line (hereafter termed Baolan II) is appropriate in that it can alleviate the pressure of transportation capacity. The existing Lianyungang-Lanzhou Railway starts in Baoji in the Shaanxi Province and proceeds west through Baoji, Tianshui, Gangu, Wushan, Lingxi, Dingxi, and Yuzhong Counties and ends in Lanzhou, the capital of Gansu Province. Figure 1.1 illustrates the location of the rail-line. The Ministry of Railway (MOR) has requested MOR Research Academy of Railway Sciences (RARS) and the First Survey and Design Institute (FSDI) of Lanzhou to prepare an environmental assessment for the proposed project, and submit it to the State Environmental Protection Administration (SEPA) for approval. MOR has also requested the World Bank to conduct financial evaluation for this project. As a loan prerequisite, the World Bank requires the preparation of a detailed Environmental Impact Assessment (EIA), Environmental Action Plan (EAP) and a Summary Report of Environmental Assessment in compliance with World Bank policies, procedures and practices, in particular OP/BP/GP 4.01 on Environmental Assessment (January 1999). The World Bank also requires that related documents and guidelines produced as components for approval of this project meet the requirements set forth by SEPA. For the purpose of environmental assessment, this project has been classified by the World Bank as a Category A project, and thus all the project documentation should be prepared under this guideline. In March 2000, MOR developed a Draft EAP with the assistance of AGRA Earth and Environmental Limited. In August 2000, MOR together with RARS revised the report in accordance with 49 suggestions proposed by the World Bank on May 29, 2000. AMEC Earth & Environmental Limited (formerly AGRA) further revised the EAP. This version of the EAP was developed based on a revised EIA and includes feasible, cost-effective environmental protection and mitigation measures for all phases of the Baolan II project (project mobilization, pre-construction, construction and operations phases). There are several specific objectives of this plan in terms of enhancing environmental protection: * Noise Reduction: Reduce the amount of noise produced during construction and operation of the proposed Baolan II project. This is particularly important near noise- sensitive facilities such as schools and hospitals. Without the implementation of noise reduction measures, construction activities and the new facilities could have the potential to exceed the Class I standard of Standard for Ambient Noise in Urban Areas (GB 3096- 93) at 87% of the schools. * Resettlement: The project will require permanent acquisition of 737 ha of land, the loss of 4.32 X 105 m2 of housing, and the relocation of over 8000 people. An important objective of the EAP is to minimize the number of people to be relocated. A further objective is to ensure that those who are relocated are adequately compensated and that the quality of their life will not be adversely affected. * Wastewater. A considerable amount of wastewater and sewage will be produced from construction camps during the construction stage, and from depots and stations during operations. The objective of the EAP is to ensure that wastewater and sewage will be effectively treated before discharge so as not to adversely affect human health and the surface and ground waters in the vicinity of the railway. * Air Quality: Dust and other particulate emissions should be minimized or eliminated whenever possible from construction machinery and coal-fired power generating stations. * Vegetation: The proposed Baolan II railway will traverse areas characterized by unstable terrain conditions and frequent mudslides. The objective of the EAP is to ensure that areas disturbed during construction are successfully revegetated. * Soils: It is ensured that the soil surface should not be eroded in the engineering period, in order to reduce water and soil erosion as far as possible. * Stream Sedimentation: The proposed Baolan II Second Railway will cross many streams, some of which are perennial and subject to rapid changes in water levels during the flood seasons. The objective of the EAP is to ensure that environmental protection measures S:\SEC\Project\CEO21 69\fin-rpt-eap-cd.doc Page 3 The Worid Bank Environmental Action Plan Baoji-Lanzhou Second Railway Line March 2001 are implemented during construction stage to prevent stream sedimentation during in- stream work, and bank scour in subsequent years. * Cultural Relics: Reduce the impact of this project to the cultural relics alone Baolan 11 line. * Access Road Construction: Reduce and control all impacts from the construction and maintenance of access roads developed for this project. * Disposal of Excess Waste Materials: Construction programs of this scale and specific grade requirements result not only in the generation of normal refuse but also the generation of large amounts of soil materials that do not satisfy material specifications for use on the project. Such "spoil" materials (dregs) will require specific handling procedures. * Reclamation: The completed project footprint will be stabilized and reclaimed to to match as closely as possible, pre-existing circumstances. Application of physical erosion control as well as revegetation will be completed. * Public Consultation: The proponent will continue with the public consultation program throughout the construction phase of the project. Standards of both entities will be used in assessment of impacts, identification of protection strategies, and development of environmental protection plans. The Project Implementation Unit (PIU) will consist of senior staff from the Zhengzhou Railway Bureau Directing Group (ZRBDG) and the Lanzhou Railway Bureau Directing Group (LRBDG). These staff will have ultimate responsibility for environmental protection and monitoring during all major phases of the project (project mobilization, pre- construction, construction and operation phases). In association with staff from the two provincial Environmental Protection Bureaus (EPBs), the PIU will further refine and revise the EAP as required to address changes to project scheduling, methods and materials, and any new regulatory requirements and/or standards. Training programs will subsequently be developed to ensure that all field staff are aware of new protection measures, compliance standards, and reporting requirements (see Section 8 for further details on Training and Institutional Strengthening). A second unit within MOR-EPO will be responsible for quality assurance (QA) during all major phases of the project including compliance with all national and provincial laws and other related environmental policies and standards. The QA team will be comprised of staff from MOR-EPO, the provincial EPBs, and the State Environmental Protection Administration (SEPA). Field- level environmental inspectors and monitoring teams will be responsible for checking the effective implementation of approved environmental specifications, recording non-compliance issues, and for addressing site-specific concerns as they arise during construction and operation phases (the latter includes the documentation of any new protection measures and reporting to the Chief Environmental Inspector so the changes can be relayed to the provincial Environmental Coordinators and the PIU). All non-compliance issues will be tracked to ensure timely resolution of the problem(s) and reporting to senior staff in the PIU. More specific responsibilities of the PIU, provincial EPBs and the municipal, county and districts (local) EPBs are given immediately following the organizational chart (Figure 3.1). 3.2.1 Specific Responsibilities of the MOR-EPO Project Implementation Unit As indicated above, the PIU will have ultimate responsibility for environmental protection and monitoring during all phase of the project. More specifically, PIU staff will be responsible for: * Ensuring the development of a comprehensive EAP to adequately address environmental issues identified in the EIA. * Ensuring appropriate environmental protection and mitigation measures are included in construction contracts and subsequently implemented by all contractors. * Providing the EAP and all updates to the Gansu and Shaanxi EPBs and ultimately to the local EPBs and field-level inspectors and monitoring teams. * Developing and implementing appropriate training programs for field-level environmental inspectors and monitoring teams. * Routine communication between the provincial EPBs, the QA Team, and senior staff of the MOR-EPO (and ultimately to the MOR Director and the World Bank). * Tracking non-compliance issues and ensuring their timely resolution. * Ensuring that the provincial EPBs implement timely and efficient relocation and resettlement programs for residents that will be affected by the project. 3.2.2 Specific Responsibilities of the Gansu and Shaanxi EPBs The provincial Environmental Coordinators together with their EPB teams will be responsible for ensuring that the municipal and county EPBs and the contractors are meeting the intent of the EAP, are complying with provincial legislation and standards, and are channeling EAP updates up to the PIU. Typical tasks for the field-level environmental inspectors and monitoring teams include: 1. Ensuring that the contractors adhere to the EAP and noting compliance with local and provincial regulation, standards and policies. 2. Maintenance of daily diaries recording all activities and notable events. 3. Maintenance of a photographic record of all issues related to environmental planning, design, specifications and appropriate permits 4. Documentation of all instances of non-compliance, contingency response, and work stoppage that relate to environmental issues. 5. Assessing the efficacy of environmental protection measures. 6. Daily and weekly reports to the contractors' supervisors and the Chief Environmental Inspector of the local EPB. Address unanticipated issues that may arise during implementation of the projects. 11. Documentation of all specification and design changes that have any relation or impact on environmental issues in order to clearly show the process of resolution that resulted in the changes. 12. Submission of documentation of new protection measures to the Chief Environmental Inspector (for timely relay up to provincial EPBs and the PIU). In addition to ensuring document submission to the provincial EPBs (and the PIU), the Chief Environmental Inspector of each local EPB will also be responsible for ensuring timely resolution of non-compliance issues. S:\SEC\Project\CE021 69\fin-rpt-eap-cd.doc Page 14 The World Bank Environmental Action Plan Baoji-Lanzhou Second Railway Line March 2001 4.0 PROJECT DESCRIPTION The proposed Baolan II line will start in the City of Baoji and extend westward through Baoji County, Shaanxi Province, and then Tianshui, Gangu, Wushan, Longxi, Dingxi and Yuzhong Counties in Gansu Province. The line terminates in Lanzhou, the capital of Gansu Province. The total length of the proposed Baolan II section will be 535 km with 338 km of new railbed. The project will create a 214 km-long, single-track detouring section, 67 km of double track detours, and 231 km of parallel track roadbed. Project facilities (track, right-of-way, stations, yards and maintenance facilities) will occupy 746 ha, and as a consequence, displace over 8,000 people. Some of the key project items and quantities are summarized in Table 4.1. MOR predicts a 4-year construction period with design and pre-construction activities beginning in 2001 and project commissioning in 2004. The project will result in the hiring of more than 5,200 new, full-time staff (32% by the Zhengzhou Railway Bureau and 68% by the Lanzhou Railway Bureau). Approximately 40% of these new hires (-2,100 people) will be working on the trains. 4.1 Design and Project Mobilization Phase In the first phase of the project, MOR and the PIU will be (a) finalizing the rouite, scheduling, and designs for various facilities that are required for the project, (b) determining infrastructure needs (power, water and waste handling), and (c) developing site-specific environmental protection plans and mitigation measures. The PIU will also be acquiring the necessary lands for all project facilities and arranging with the provincial EPBs for the timely and efficient relocation and resettlement of residents that will be affected by the project. 4.2 Pre-Construction Phase Prior to starting construction, the PIU will setup construction camps at 25 to 30 key locations along the route, arrange for the development or upgrades to material factories, pits and quarries, construct access roads, and ensure linkages to nearby power and water sources. Each of these activities typically involves site preparation, installation of temporary buildings, excavation and grading, waste rock and soil disposal, soil erosion and runoff control measures, and site servicing. MOR estimates that construction of the Baolan II project will require approximately 50 million man-days of labour, 2 million man-days of vehicle operation, and 8 million man-days of machine operation. Each day, the construction camps will house -23,000 workers and generate -1,560 m3 of sewage and 27 tonnes of solid waste (-60 m3 of sewage per camp per day and 1 tonne of solid waste per camp-day). All waste will be collected and delivered to nearby waste treatment facilities. Temporary space for material yards and beam storage yards will be rented in the areas of Wolongsi (3.14 ha), Shetang (3.14 ha) and Dingxi (7.51 ha). The land at Wolongsi will be restored after completion of the project. Approximately 190 km of new access roads will be built and 217 km of existing access roads will be upgraded. These roads will occupy a total area of -87 ha and will be situated as far away as possible from sensitive residential areas. While many of the access roads will be decommissioned at the end of the project, some will be upgraded to facilitate future maintenance of the line and further development of local road systems. MOR estimates that construction activities will utilize -17,000 MWh of power. Power requirements will be primarily fulfilled from the existing network, however, some sections of the line will require either new thermal power plants or substantial upgrades to nearby existing plants. Two major wells will be constructed in Baoji and Tianshui cities plus one well in Tuoshi, Chaoyu and Majiawan. The existing water supplies and wells along the balance of route should be adequate for project needs (on the order of 8 million m3). All wastewater will be discharged into existing facilities as agreed with local EPBs. 4.3 Construction Phase As in most large projects, construction activities are conducted in a series of stages because of various critical milestones that must be achieved before other stages and activities can occur. This project will involve four stages: Stage 1- Major Tunnels and Bridges * Xiaoshuihe Tunnel (single line; 4.1 km); * Xijusigou Tunnel (single line; 4.2 km); * Xinquercha Tunnel (double line; 4.0 km); * 4 other tunnels exceeding 2 km in length (total length of large tunnels O 23 km); and * 23 large bridges (total length of 19.7 km; normally 32 m-long beams for the main spans). Stage 2 - Railbed, Other Tunnels and Bridges, Culverts, Stations and Railyards The quantity of fill for the railbed is estimated at 17 million m3, 52% of which will be used for embankments and the remaining 48% for filling trenches. An additional 0.3 million m3 of fill will come from tunnel construction (tunnel construction will generate nearly 5 million m3 of waste rock but most will be distributed in nearby dumpsites). Along the route, there will be 104 retaining walls, 83 installations for slope protection, 42 scour protection sites, 4 high embankments, and 1 slide protection site. All of these will require considerable site preparation, excavation, grading, blasting, stone and cement work, and disposal of excess soil and rock. Once the railbed, bridges and culverts have been constructed, an additional layer of rock ballast will be installed and the track laid. S:\SEC\Projet\CE02169\fin-rpt-eap-cd.doc Page 17 The World Bank Environmental Action Plan Baoji-Lanzhou Second Railway Line March 2001 As indicated in Table 4.1, there are 66 other tunnels to be constructed (total length of 48 km), 205 medium-sized bridges (total length of 33 km and including 4 aqueducts of 130m in length), and 61 minor bridges (total length of - 1 km). All bridges will be designed for a flood frequency of 1 in 100 years except for the 23 large bridges and some of the medium bridges that will be designed for a flood interval of 1 in 300 years. The project will also require 923 culverts to handle 1 in 50-year flood events (total length of nearly 16 km). As part of the project, 2 new stations will be constructed, 42 existing stations will be substantially upgraded, and 33 existing stations will be decommissioned (either demolished or utilized for other activities). During construction of stations and yards, MOR estimates 9 million m3 of soil and stone will be excavated and moved about. Approximately 40% of this material will require disposal. Stage 3 - Auxiliary Facilities As indicated earlier, some sections of the line will require either new thermal power plants or substantial upgrades to nearby existing plants. Construction will involve site preparation, excavation and grading, installation of temporary buildings, new foundations, installation of new equipment, fuel delivery, system testing, and site landscaping. Although this is a project requirement, MOR and the PIU will not be responsible for environmental inspection and monitoring of the various construction activities. MOR and the PIU will however be responsible for the 14 traction-electrical substations, 12 branch-district transformer stations, and numerous towers and associated power lines that are required along the route for railway electrification. Other auxiliary facilities to be constructed as part of the project include: * communication system with requisite cables and 5 terminal offices; * infrastructure for stations and yards (water, sewage, power and telecommunications); and * locomotive maintenance shops and other repair facilities. Stage 4- Facility Commissioning Following completion of construction, the new system will undergo a series of tests and inspections to ensure satisfactory completion of the project. Temporary facilities such as the work camps, offices and access roads and the 33 redundant train stations will be decommissioned. Final landscaping will also be carried out. Many of these activities will require continued environmental inspection and monitoring. 4.4 Operations Phase Environmental inspection and monitoring will continue through the life of the project. The main activities during this phase include: * routine railway, station and infrastructure operations; * railway, station and infrastructure maintenance; and * accidents and malfunctions. The new system will generate the following wastes: boiler dregs (-16,000 tVa), domestic refuse (76,000 Va), passenger-train refuse (4,400 tVa), and production garbage (500 Va). As much as possible of the wastes will be recycled or composted. Remaining wastes will be transported to transfer stations in Baoji, Tianshui, and Lanzhou for subsequent disposal at local landfills (as agreed by local EPBs and sanitary waste departments). For construction, this includes noise from machinery and construction yards (moderate/negative), solid wastes of discarded earth and spoil and their disposal (moderate/negative) and the resettlement of 3606 people (high/negative). Impacts from the construction of the rail bed, access roads, tunneling, bridges, stations, borrow pits and spoil piles are considered to be low given appropriate mitigation. All of these construction activities may cause greater negative impacts in the case of accidents, but risk control and emergency response procedures will restrict these unexpected impacts to a great extent. In the construction stage of large-scale projects, noise sources include construction machinery and transportation vehicles, which may result in disturbance to nearby residences, schools or hospitals. Many of the local residences lack adequate insulation to minimize outside noise, and some are currently located in close proximity to the route. Residents within a distance of 30m can be affected by railway noise and vibration. Schools and hospitals are especially sensitive to noise, and thus noise reduction measures are adopted for some of them, while others are to be relocated. No additional measures are required provided the national standard (GB3096-93) for noise effects is achieved. Noise mitigation measures in the construction stage include: -- limiting the operating hours for construction to daytime hours only (e.g., 8:30 am to 6:00 pm); - installing noise barriers on the right of way or noise dampening windows at schools and hospitals; - relocating schools to avoid impact from construction noise; and * ensuring that large construction camps and centres of activity will be located as far away from populated areas as possible. Following the above mitigation measures, some areas will likely continue to experience elevated noise levels. However, the noise along transportation routes should meet with the values set by Emission Standards and Measurement Methods of Railway Noise on the Boundary alongside Railway Line (GB1 2525-90). Noise associated with construction will be short-term only. Inappropriate disposal of refuse from construction camps can result in land and water pollution and, if severe, may constitute a public health concern. Inappropriate disposal of refuse can also result in contamination of soil. A secondary impact associated with refuse disposal relates to increased use of local landfills, and acceleration of the need to find additional land on which to construct new landfill sites. Refuse will be disposed in sealed containers at construction camps and in work areas. Refuse in the containers will be taken regularly to local landfills and disposed as directed by local health departments. Recycling of materials will be encouraged to reduce the amount of refuse sent to landfills. The predicted residual impact is an accelerated use of existing landfills and increased demand for additional landfill space. This issue has resulted in the need for the preparation of a Relocation Action Plan (RAP), which is a separate component of this project and not included in the EIA. People living in residences and institutions in close proximity to the proposed railway may be required to move to make way for the new rail line, and nearby schools may be relocated to escape noise from the railway. To the extent possible, relocation of people has been minimized through careful route selection. However, in some instances this has not been possible resulting in the relocation of -43,000 m2 houses affecting 8024 residents and land acquisition of 737 m2 affecting 3606 people. Relocation of individuals and families is a sensitive issue. Relocation can result in a change in land use and potential alterations to people's living standards, livelihoods and overall quality of life. Land acquisition can also result in dislocation of communities with some instances where farmers live on one side of the train tracks, but the land they farm is on the other side. Similarly, water wells may be located on one side of the tracks and residences on the other. To the extent possible, MOR has taken into consideration the potential impacts associated with land acquisition, relocation and resettlement during project design. As previously mentioned, route selection has avoided settlements and populated areas as much as possible. MOR is also currently in the process of negotiating compensation for residents required to move so that their standard of living is not affected and they are not financially disadvantaged. In situations where people are required to change their livelihood because they lost the land they were farming or they were relocated to an urban area, MOR is committed to providing training to these individuals to ensure their ability to readily join the work force in their new surroundings. MOR will also provide assistance in the development of new farm areas along the line. MOR recognizes that the elderly, illiterate and semi-literate have special needs in procuring a livelihood and, in the case of the elderly, some people may be unable to work. MOR has determined that special levels of compensation will be required for these people to ensure that their future standard of living is the same or better following relocation. Following mitigation, there will still remain some disruption to the social structure, as people are required to move from familiar surroundings and be located in new areas. For the most part, relocated individuals are expected to have a similar or better standard of living than prior to their relocation. In some instances, training may result in the opportunity to take advantage of new regional industries and the procurement of a higher paying job. Therefore the rating of the residual impacts is high in magnitude, local in scope, long-term duration with both a positive and negative potential as people are required to move. There is a potential that their standard of living will be higher after relocation. During the operation of the railway, moderate and high magnitude impacts include the increased development of natural resources, which was may also be rated as a high/positive for increased economic stability of the region. There is also a moderate/negative rating for the potential to degrade the environment. The project region is considered to be one of the poorer areas in China, although there are abundant natural resources. This will increase the income levels of residents and will improve their standard of living. There is a potential to degrade the environment during development of resources through processes such as mining and alteration to land. The potential change to the social structure was rated as a high magnitude and again had both positive and negative aspects. The change is positive from an economic assessment, but has negative potential for the disruption to the current social structure, especially for the elderly and farmers. The closing of 33 railway stations is rated as a high magnitude for its potential to negatively impact the local community structure and some people may lose their employment with the Ministry of Railway once the stations are closed. Operational noise was rated as a high magnitude/negative issue, especially at sensitive locations such as schools and hospitals. The noise level at some existing schools, hospitals and other sensitive locations can not meet the requirements of national standard, Standard for Ambient Noise in Urban Areas (GB3096-93). The mitigation measures include the construction of sound barriers, installation of double-paned windows, planting of trees, and changing the existing functions of the buildings to make them less sensitive. While these measures assist in reducing the magnitude of the impact, it is impossible to completely eliminate all noise from the trains and a moderate level of disturbance is expected to remain despite the implementation of mitigative measures. However, noise levels are expected to meet the noise standard requirements as stipulated in GB3096-93 at sensitive locations such as schools and hospitals. The indirect impact of increased demand on power supply from the regional network was rated as a moderate/negative impact because of increased pollution and an accelerated need for additional power in the region. New power demands may require the construction of additional power generating facilities. These facilities will be either thermal plants relying on coal and may produce increased levels of air pollution, or they will be hydro generated, requiring alteration of river courses. The above impacts have both positive and negative potential. There will be stimulation of local economic development, which will promote the adjustment to an industrial base from an agricultural base, an increase in employment opportunity, an improvement in the utilization of natural resource and greater access to natural resources. The construction and operation phases have the potential to improve some aspects of the ecological environment, such as air pollution, and additionally there will be better living standards for the local people. 6.1 Environmental Mitigation Measures During Design, Construction and Operation General environmental mitigation measures for implementation during the three primary phases of the project - design, construction, and operation are provided in Table 6.1. More specific mitigation measures for sensitive sites identified in the EIA report are summarized in Table 6.2 S:\SEC\Project\CE021 69\fin-rpt-eap-cd.doc Page 27 The World Bank Environmental Action Plan Baoji-Lanzhou Second Railway Line March 2001 and Figures 6.1 to 6.7. Note that not all of the sensitive sites currently have specific mitigation measures. The EAP is a dynamic document that will be updated as required to address new protection and reporting procedures. Additional protection measures will be developed by the MOR-EPO Project Implementation Unit and its contractors and then included in the EAP. The FSDI of MOR took the following factors into consideration during the selection of the primary route for the proposed Baolan II Railway: * environmental sensitivity; * geologic instabilities; * cultural resources; * existing infrastructure; * engineering requirements; * existing land uses; * requirements to provide economical and convenient rail service; * social impact of alterations to land use activities and resettlement of residents; * noise, especially at sensitive locations such as schools and hospitals; D electromagnetic emissions; and * disruption to access and traffic. Engineering and operations issues with the existing line relate to substandard design criteria, unstable geological conditions, and proximity to rivers with unstable banks. Careful selection of the primary route assisted in reducing many of the potential impacts associated with this project. However, issues still remained for which specific mitigation measures were developed. Much of the proposed Baolan II Railway crosses unstable, mountainous and hilly terrain. Rock falls and mudslides have affected many of the existing railway lines in the area. Although route selection has greatly assisted in reducing the hazards imposed by unstable geological conditions, erosion protection measures such as retaining walls and revegetation of disturbed slopes will be used to assist in reducing the incidence and impact of these failures. A considerable amount of industrial wastewater and sewage will be generated by the project, particularly during the construction stage. Untreated wastewater and sewage could result in severe contamination of adjacent waterways since much of the existing system of wastewater disposal consists if discharging effluent directly into river courses. This practice has considerable implications for the health of the aquatic and riparian environments, as well as potentially serious implications for human health. All industrial wastewater and sewage will be treated to meet Class I or Class II standards of GB 8978-96, Integrated Wastewater Discharge Standard. Treatment will be completed at local municipal wastewater treatment facilities wherever possible. In addition, six new wastewater treatment facilities will be constructed to meet the needs for this project.
