The project is intended to reduce the current wastewater pollution discharged to the Pasig River by the one hundred and eighty (180) residential units within the Mandaluyong MRH compound. The project involves the improvement and rehabilitation of the sewerage system in the compound. Specifically, the project includes the construction of sewer lines to intercept sewage flows from existing communal septic tanks. An underground-centralized sewage treatment plant (STP) will be constructed to treat the wastewater flows. Approval for the community sanitation project will come from the National Housing Authority, the housing agency responsible for the construction of the housing project. An endorsement letter from the city of Mandaluyong, the donor of the land whereon the housing project is constructed, will be obtained. A Memorandum of Agreement (MOA) between NHA and MWCI is currently being processed. In conformity with the requirements of the Department of Environment and Natural Resources (DENR), an Environmental Compliance Certificate (ECC) pursuant to P.D. 1586 is being secured for the project. I. BASELINE ENVIRONMENTAL CONDITIONS Mandaluyong MRH is a housing project currently being implemented by the City of Mandaluyong and the NHA to provide homes for the less fortunate residing near the area. The housing project is situated in Lot-2-B-2A Rt. Rev. G. Aglipay St., Barangay New Saniga, Mandaluyong City, Metro Manila. Surrounding the area are industrial and residential establishments. Bellajama Townhomes, a private subdivision, is located on the right side of Mandaluyong MRH while Universal Motors Corp. is located on the left side. In front of Mandaluyong MRH is the Mandaluyong Coliseum. The housing project is still under construction and is scheduled for completion in February 2002. The Mandaluyong MRH compound occupies a total land area of 3,000 m2, 40.5% of which are residential areas and the rest are parking spaces, driveways and common areas. The area is characterized by a relatively even distribution of precipitation during the year. Like in most parts of Metro Manila, the community has two distinct seasons: the dry season during the months of November to May and the wet season during the months of June to October. 7 Existing Sewerage System The design of the sewerage system in Mandaluyong MRH includes sewer lines which will collect wastewater from the buildings into three (3) large communal septic tanks (i.e., one septic tank per building). Two septic tanks are located between Building 1 and 2 while the other is at the end of the driveway beside Building 3 (Figure 3). Effluent from the septic tanks will be discharged into the public storm drainage lines in Rt. Rev. G. Aglipay Street. The effluent from the communal septic tanks will ultimately find its way to the nearby creek going to San Juan River and to Pasig River. Septic tanks are widely used in Metro Manila as means of treating wastewater, however, effluent quality from septic tanks does not comply with Effluent Standards set forth in DENR Administrative Order 34 and 35 for Class C waters (i.e., suitable for propagation and growth of fishes, recreational uses and industrial water supply). II. ENVIRONMENTAL IMPACTS AND MITIGATING MEASURES Potential Environmental Mitigating Measures Impact CONSTRUCTION PHASE 1. The service area is the entire Mandaluyong MRH. The project site is in Rt. Rev. G. Aglipay St. (formerly Blumentritt Extension), Mandaluyong City, which is easily accessible from Bonifacio Avenue. Figure 1 presents the location map of the project. 1.3 PROJECT RATIONALE In Metro Manila, untreated/partially treated domestic wastewater is the major source of pollution of inland waters. Most residential houses in Metro Manila treat their wastewater by means of septic tanks, which do not provide adequate treatment to satisfy the DENR requirements for wastewater effluent standards. Moreover, majority of septic tanks in Metro Manila is not properly maintained. This situation has led to the deterioration of the inland waters and especially Pasig River. The DENR has estimated that around 60% of the pollution loads to Pasig River come from domestic discharges. There is therefore an urgent need to establish collection and treatment methods that will help reduce the pollution load to inland waters. The provision of an efficient and cost-effective sewage collection, treatment and disposal is the primary objective of the Community Sanitation Project under the MSSP. This project specifically aims to address the inadequate provision for wastewater treatment and disposal in Mandaluyong MRH. Figure 2 shows the sewer network layout plan based on the original NHA design for the Mandaluyong MRH. Table 1 below shows the typical analysis of septic tank effluent quality. The project will help reduce public health risks and environmental pollution from partially treated domestic wastewater by providing a sustainable sanitation and sewerage facility. It will also serve as a good illustration of proper sanitation especially to the neighboring communities near Pasig River. 12 Figure 1 Location Map of Mandaluyong MRH
