Since the reform and opening, especially along with the successive constructions of national expressways (Peijing-Shijiazhuang Expressway, Shijiazhuang-Taiyuan Expressway and Shijiazhuang-Angqing Expressway), Shijiazhuang's economy has been developing at a greater pace and its economic scale now is larger than that of anytime ever before. After many years' construction, this city's traffic condition has been greatly improved, but it is still unsatisfactory and resent years' great economic development makes this deficiency increasingly emerged. It has become a bottleneck of economic development and is urgently to be improved. Just under this background, to ease the tense transportation condition, to further improve the investment environment and enlarge domestic demands, Shijiazhuang Urban Transportation Project (SUTP) came into consideration. SUTP is planed to use a loan provided by World Bank (WB). The goal of this project is 'to create a convenient movement environment for man and goods (including different traffic manners, such as public traffic, bicycle, ambulation, motor vehicle) and enhance the operating efficiency of Shijiazhuang Urban Transportation System; to increase the total serviceability of Shijiazhuang City's traffic infrastructure, and so as to answer this city's growing transportation needs and make this city's economy can more fast and quickly developed." This project is composed by 4 Components, including: * Infrastructure Construction Component 1. Reconstructing and newly building 6 roads, including: (1) Newly build Jianhua Avenue (north section: Heping Road-North Second Ring, south section: Donggang Road-South second Ring) as a 6-lane road. (2) Reconstructing Shigang Avenue (Heping Road-North Second Ring) as a 6-lane road. (3) Reconstructing Zhonghau Avenue (Cangan Road-He ping Road) as a 6-lane road, including the straightlization of north section. (5) Newly building Jianshe Avenue (Diying Street-South Second Ring) as a 4-lane road. (6) Reconstructing Tiyu Avenue (North Second Ring-Huainan Road) as a 6-lane road. 2. Newly building 6 overpasses (1) Heping Road-Zhonghua Avenue Overpass, transmeridionally spanning, and the. east section is connected with west section of Heping Road Railway Viaduct. (2) Zhonghua Avenue -Cangan Road Overpass, transmeridionally spanning, and the east section is connected with west section of Cangan Road Railway Viaduct. (3) Heping Road-Tiyu Avenue Overpass, transmeridionally spanning. (4) Huainan Road-Tiyu Avenue Overpass, transmeridionally spanning. (5) Huainan Road-Jianshe Avenue Overpass, transmeridionally spanning. (6) Huainan Road-Pingan Avenue Overpass, transmeridionally spanning, 3. Crossing Railway Works, including 6 bridges underpass for railway. (1) Heping Road crossing Jingguang Railway Viaduct, the west section of which starts from the east section of Heping Road--Zhonghua Avenue Overpass, and crosses Jingguang Railway, Beichadao Overpass and Pingan Avenue. (2) Cangan Road crossing Jingguang .Railway Viaduct, the west section of which is connected with zhonghua Avenue and east section of Cangan Road Overpass, the east section of which is located in Qiaotou Street. (3) Yuhau Road Underpass (4) Heping Road Bridge Underpass (for Shitai Railway) (5) Shigang Avenue Viaduct (for Shitai Railway) (6) Tiyu Avenue crossing Shide Railway Viaduct, south section of which starts from the south of the bridge underpass and the north section crosses Fengshou Road. 4. Two Bridge Underpasses are to be built (1) Jianhua Avenue Bridge Underpass that crosses through Shide Railway (2) Gongnong Road Bridge Underpass that crosses through Jingguang Railway * Road Maintenance Component 1. (4) Quying Avenue (Heping - Huainan Road), the pedestrian crossing of which is to be rebuilt. 2.Establishment of a Computer Management System * Public Traffic Component (1) Reconstruction of General Junction of Public Traffic in Railway Station Area (2) Rebuilding of Second Ring Public Traffic Overhaul Ground and North Second Ring Public Traffic Parking Area (3) Newly building 5 starting stations(Development Area Starting Station, Tianyuan Starting Station, Baifo Starting Station, Taoyuan Starting Station and Donggucheng Starting Station) (4) Establishment of Computer Public Traffic Management System * Traffic Control Component 1. Bicycle Special Road, connecting Gongnong Road with Huaibei Road 2. 15 Pedestrian Overpass Bridges( or underpasses) 3.
