Project Environmental Management Plan 1. INTRODUCTION 1.1 Project Background The World Bank (WB) financed Shijiazhuang Urban Transport Project (SUTP) is an important component in the Master Plan of Urban Traffic of Shijiazhuang People's Government for improvement of the urban traffic. This project will play an important role in lessening the traffic congestion in the city, improving the urban environmental air quality and living conditions and stimulating the coordinated social, economic and environmental development of Shijiazhuang (SJZ) City. The Environmental Impact Assessment (EIA) of SUTP shows that the project will negatively impact the environmental conditions along the project roads and in some regional areas. However, it will positively impact the environrmental air quality as well as the control of the atmospheric pollution in the whole urban area, especially in the densely populated central urban area. The Environmental Management Plan (EMP) of SUTP, as a part of the EIA of SUTP, is one of the important documents requested by WB. The purpose of EMP is to ensure the implementation of the mitigation measures proposed in EIA. For the project to be environmentally feasible, the necessary mitigation measures must be implemented. 1.2 Project Description SUTP consists of the following four basic project components: road infrastructure, traffic management, public transport and road maintenance. These components as well as the subcomponents are summarized in Table 1.2-1 and demonstrated in Figure 1.2-1.
