General information 1.1 Task source and signicance ofthe engineering The curent population of Qingdao City is over 6.9 million which accounts for 5.8% of the nation's total population. Its cultivated land area is 484,600ha and the aveage water resources possession per capita is 355m3 which is only 14% of the whole nation's average. Because of the uneven distribution of the limited water resouces both m space and in time (much in summer and autnun and little in wnter and spring), the problem of seasonal and regional drought is conspicuous. On one hand, there is a serious water resources shortage, on the other hand, the waste of water used for agriculture is serious. According to the investigation to Qingdao Project Area, the following problems exists universally in the current imgation system canals and canal buildings being out of rpir for quite a long time and the canal water-use efficiency being very low which is only about 0.4 whereas in the advanced couties, it can reach 0.8-0.9. At the same time, since the fmners are not accessible to the advanced, coret and prompt technical guidance, the imgafion patten is still mainly the old flood inigation, the irngation can not be applied at suitable time and with suitable amount according to the water requiranent dunng the growing peniod of the crops, thus the water utilization and crops' yield is affected. The lack of water resources has become the main factor which restncts the agicultual development of Qingdao City. According to the "Ninth Five-Year Plan of National Economy and Social Development and the Guidelines of the Long-range Objectives for the Year 2010", during the Ninth Five-year Plan Penod, the main objectives of our country's agnicultural development is to newly increase 20 billion kgs' grain production capacity. The key to fuffil this objective is to assure the fund for developing agricult water-saving irngation. So our state plans to use the $100 miRlion loan from the World Bank to develop water-saving imgation engineering in cities lie Qingdao. The loan for Qingdao City is $10 million, and constructon of other agicultWral renovating and counter-part projects will be carried out simultaneously. Through the development of water-saving inigation, the water fight between industry and agriculture will be solved, the comprehensive production capacity of agriculture and the faimers' income will be raised, and the sustainable development of agriculture and the sustainable utilization of water resources will be promoted. Total land area in the ProjectArea is 3051a2, cilfvatend area is 21,331ba There are 27 towns, 253 administrative villages involved with total population of 228,000, of which, the agrcultrWal population is 220,000. This project is an agricultual Comprehensive development Project It raises the water utilizaton rate, inproves the iIgatng equipment in the present rngation area and renovates medium and low yield finnland mainly through saving water resources for agricultural imgation. This project belongs to non-polluting project, the enviromnental effects evaluation is Classification B. Stress will be laid on the evaluation of effects on groundwater level and quality by the project implementation 1.4 ewuaLionprincples The project and sub project abides by the environmental protection reglations and relevant citeri of our state. Under the precondition that it conforms with the relevant regulations on environmental effects evaluation of our state for the project financed by intemational financial orgaizations, it will meet the recuirement of evaluating content and degree in the 'Working Guide on Environmental Effects Evaluation of the World Bank (OP4.01)". Based on the feasibility study reports of each project area, engineerng analysis will be made to analyze the possible effects on environment by the project Evaluation will be made with the methods of typical investigation, analogy, inference and induction to check the feasibility of the construction project and the rationality of the planned environmental protection measures from the point of environmental protection Since the project areas cover a wide area, their locations are dispersed, the key issues for evaluation should be the regional environmentl effects, sensitive environmental problems will be stressed 1.5 Project objectives The main objectives of this project are: to raise water use efficiency, to increase agricultural comprehensive production capacity, to mise firmers' income, to fulfil 3 sustinable utilizaion of water resources and sustainable development of agriculture. Afer this project is completed, the inigating water use coefficient will be raised from the current 0.45-0.65 to 0.7-0.85, the water-take water-saving amont will be raised over 40%; guaranty rate of surfice water inigated area is 500/o, water resources supply- demmd balmce must be fulfilled, pereial average groundwater level variation A H is bigger an 0. The agricultual support service system and the frmland shelter-belt forest becomes complete. The planned yield increase of wheat is 15,382t, that of maize is 13,653t, that of peanut is 4,463t, iat of vegetables is 4,380t, that of apple is 4,808t, hat of grapes is 3,536t.
