RP-60O VOL. t Doefm fWorldI BiPhWacod Projec The People's Republic of China Jiangxi Second Highway Project (Taihe - Ganzhou Expressway) Resettlement Action Plan (Fourti Edition) TheWouiddBkl amP PjetOffiXofJPCD December 2000 Jiangxi China   Preface Ganyue ]Expressway, one part of Beijing-Nanchang-Shengzhen Expressway, passes through Jiangxi p:rovince from south to north, of which the section of Jiujang-Changfu has opened to traffic; the Changfu-Taihe section is to be commenced in this year with domestic financing. The Construction of Taihe-Ganzhou Expressway (TGE) starts at Ji'an city and ends at Ganzhou city, via Taihe county, Wan'an county, Suichuan county, Nankang city and Zhanggong district. Its completion will play a very important role in social economy developmentof Jiangxi province or even the whole country. Approved by Jiangxi Provincial Communications Department, the World Bank Loan Project Office (WBLPO) was established in January 2000. Provincial Resettlement Office (PRO) under WBLPO was established, City/Prefecture Resettlement Offices (CIROs), County Resettlement Offices (COROs) and Township Resettlement Office (TROs) along the alignment were also established. All these resettlement offices are responsible for land acquisition and relocation work. After establishment of PRO under WBLPO, PRO organized Jiangxi Provincial Communications Design Institute (JPCDI) and CIROs, COROs, TROs to conduct a survey of land acquisition and resettlement in May 2000. After full consultation with Project Affected Persons (PAPs) and the affected collective units, preparation of Resettlement Action Plan (RAP) for the recommended alignment has been completed according to the laws and regulations of Jiangxi province and China and World Bank Guidelines for Involuntary Resettlement (OD4.30). The document is one of the main documents for the World Bank to conduct pre-appraisal and formal appraisal of the Project, after approval by Jiangxi Provincial People's Government, it will become an implementation document of resettlement of TGE. During the course of resettlement survey and collection of economic statistic information and laws & regulations, PRO got supports from JPCDI, Ji'an Prefecture Resettlement Office, Taihe Resettlerrment Office, Wan'an Resettlement Office, Suichuan Resettlement Office, Nankang Resettlement Office and Zhanggong District Resettlement Office etc. Meanwhile, the Independent Monitoring Organization (IMO) of the Project (City and Population Research Institute of Jiangxi Normal University) and Resettlement Consulting Organization of the Project (Strategic Management Resettlement Institute of Wuhan University) have done a great deal of work on terms of the design of survey plan and data processing. Mr. Aricanli, Mr. Zhang Chaohua and Mr. Zhang Weijian, resettlement specialists of the World Bank gave good comments and recommendation during their visits to Jiangxi.
