The Ganzhou connecting road is one of its connecting roads, and is a passageway from Ganzhou to the Highway and vice versa. The implementation of this project will play a very important vole in perfecting the road transportation network of Jiangxi Province, in promoting Ganzhou region's economic development and in taking full play of highways as transportation pivot. On Dec. 1999, the Jiangxi Provincial Communications Department and the Jiangxi Provincial Highway Administration entrusted the Ministry of Communications Highway Research Institute to undertake the environmental impact assessment for this project. On Dec. 1999. the MOC Highway Research Institute has prepared the TOR of environmental assessment for the Gan-Yue Expressway Taihe-Ganzhou Section (including connecting roads). On June 2000. the Institute has prepared the environmental impact assessment report for the Ganzhou connecting road (first edition). From July 16 to July 20 of 2000. the second preparatory mission for Jiangxi No.2 Highway Project was held in Nanchang.. According to the requirements of this meeting. the MOC Highway Research Institute has revised and supplemented the first edition of the EIA report and completed its second edition in August. 2000. The assessment duration (time horizon) will comprehensively consider the design stage. construction stage and operation stage. and selects the year 2004. 2015 and 2023 representing the short-term. mid-term and long-term operation stage to make prediction and assessment according to the estimated traffic volume years. 1.3 Assessment Method and Key Points According to field reconnaissance along the road. except for a few residences and high-fill and deep-cut sections that are relatively highly sensitive in environment. other sections are rather similar in their environmental conditions. Therefore. the assessment will be conducted bv the principle of combining points and locations and reflecting the whole road. The key points of this assessment are the ecological environmental impact assessment in the construction stage and the traffic noise impact assessment in the operation stage. -3- 1.4 Assessment Classification According to the W orld Bank Operation Policy (OP4. 01). this project is a new one, so EIA and EAP are required. 1.5 Assessment Applicable Standard According to the Jiangxi Provincial Environmental Protection Agency's Letter [2000] No.14 and the World Bank environmental experts' requirements, the executing standards for this project are: (1) Acoustic environment:GBI2523-90 "Noise limits of Construction site"(see Table 1.5-1) will be applied in construction stage. In operation stage, the acoustic environmental assessment will apply the NEPA document (1999) No.46 "Reply to the Applicable Standards for Noise in Road Construction Environmental Impact Assessment." For clustered residential quarters within the assessment scope along the road, the first row of buildings most close to the road will apply GB 3096-93 "Noise Standard for Urban Environment" Class 4. For schools and hospitals. class I standard will be applied (see Table 1.5-2). According to field reconnaissance and survey, we identify the major environmental protection objectives along the road as shown in Table 1.6-1. I 1 ~~~~~~~~~~~~~~etc. Note: data from the <Twxo Stage Prelhminarn Desipn for (jan-Yue Expresswa% Ganzhou Connecting Road>(Jul%. 2000.) -5- Chapter 2 Project Overview 2.1 Alignment and Main Controlling Points The recommended alignment of this project starts from the Ganzhou interchange at STA 262+962.625 of the Fenggang comparison section proposal II of the Gan-Yue Expressway Taihe-Ganzhou Section. runs through Sheqian, Yangkang, ends at the Huangjinling Economic Development Zone of Ganzhou city. A Gan-Feng sub-road totaling 1.292km will be built to connect the old Gan-Feng Road(Ganzhou city-Chongyi Fengzhou), the Ganzhou connecting road and the Ganzhou Interchage. The road is 14.157km in total length. Table 2.3-1 Traffic Volume Estimation Unit: Medium-sized vehicle/dav Section 2004 2010 2015 2023 KO+900-K I 3+764.768(17.Om xvide) 4482 5992 7198 9263 Gan-Feng Sub-road (12.Om wside) 1776 2433 3097 4400 Note: data from the <Feasibilit Study Report for the Ganzhou Connecting Road of the Gan-Yue Express.a~ (Taihe-Ganzhou Section)>(Feb. 2000) 2.4 Road Project Overview 2.4.1 Alignment The recommended alignment is 14.157km long with its max longitudinal gradient of 4.06%. average earth-filling height of 3.1m. max cutting depth of 15.2m. max filling hei,eht of 15.6m. 2.4.2 Subgrade, Pavement and Drainage (1) Basic principle of subgrade design Subgrade design uses the pavement central height as the subgrade design height: the filling side slope uses a ratio of 1:1.5. when the filling height is large than 8m. the -7- lower slope under 8m uses a ratio of 1: 1.75, a berm of 1 .5m will be set up in the middle. The cutting subgrade slope will be designed according to geological conditions and will be protected by grass, grid, protection wall and retaining wall. (2) Subgrade Profile The subgrade cross-sectional profile is illustrated in Fig 2.4-1. (3) Drainage and Protection The rain of the cut section pavement is drained into side ditch; the rain of the fill section pavement is drained into the side ditch at the toe of slope through the slope face; the rain of over-elevated fill section pavement is drained into the side ditch at the toe of slope through chute. 2.4.3 Bridges and Culverts The whole line will not build large or medium bridges only build 4 small bridges with a total length of 98m. and will set up 54 culverts with o total length of 1793 .86m. an average of 3.814 culverts per km. 2.4.4 Road Crossing The road will set up 2 grade separations to cross two small-sized forest narrow rails at KO+500 in the Gan-Feng Sub-road and at K13+180 in the Ganzhou Connecting road. 2.4.5 Facilities along the Road (1) The road will set up warnings, instructions, signals and marks. (2) Turf will be paved on the slopes so as to beautify the landscape and stabilize the slopes. 2.4.6 Roadbuilding Materials Along the Road There are 3 stone quarries along the road. The sand can be taken from Shang youjiang River. The average hauling distance for materials is 8.783-43.882km. and excess roads of 3.0-3.5km are required to be built. The major quarries are: O Tianzi Quarry at Fenggang: it is a quarry already in operation. The stones are granite with a reserve of 3 million m3. The stones can be hauled at K 4+000 with a hauling distance of 6.5km A excess road of 3 km long needs to be built. @ Changsheng Quarry at Fenggang: it is a quarry already in operation. The stones are granite with a reserve of I million m3. The stones can be hauled at K4+000 with a hauling distance of 7.5km. A excess road of 3.5km needs to be built. 3 Changtian Quarry at Fenggang: it is a quarry already in operation with a reserve of I million m3.
