This Resettlement Action Plan (RAP) is prepared according to the Laws and Regulations of PRC, and Jiangsu Province as well as the Guidelines of the World Bank (Operational Directive for Involuntary Resettlement OD 4.30). The purpose of this document is to set out an Action plan for the Resettlement and Rehabilitation of the Project Affected Persons (PAPs) to ensure that they will benefit from the project and their standards of living will improve or at least be restored after the project impact. Acquisition of land and other assets for the project will adversely affect the livelihood of persons who live, work or earn their living on the land that will be acquired for the project. PAPs are defined as those persons whose income or livelihoods will be adversely affected by land acquisition for the project. PAPs include the follovwing categories: a) persons who have a title, right, interest, in structures (houses, enterprises, shelters, or public buildings), land (including residential, agricultural, and grazing land)or any other asset acquired or possessed, in fall or in part, permanently or temporarily; b) persons who use the structures, land or assets described above; or persons whose business, occupation, work, place of residence or habitat adversely affected; or c) persons whose standard of living is adversely affected as a consequence of land acquisition. Definition of the PAPs: "Affected Persons" means persons who on account of the execution of the project had or would have their: a) standard of living adversely affected; or b) right, title or interest in any house, land (including premises, agricultural and grazing land) or any other fixed or movable asset acquired or possessed , temporarily or permanently; or c) business, occupation. work or place of residence or habitat adversely affected, and "affected Person" means individually all those who qualify as "Affected persons." PAPs may be individuals or legal persons such as a company, a public institution. Definition of PAPs is not limited to their legal registration, or permission to live or conduct business in the affected location, or their title to property Thus, it includes: a) all those affected by the project regardless of their legal rights or absence thereof to the assets being taken; and b) persons without residential permit to live in a certain area. Therefore all such persons who are affected will need to considered and recorded as PAPs, regardless of their legal connection to assets land or location. If there are more than one person, family or household using or holding a title to the same land or property that is acquired, they will be compensated and rehabilitated according to the loss they suffer, their rights, and the impact on their i living standards. The definition of PAPs is linked directly to the adverse effect of the project, regardless of legal rights title or interest. AIl PAPs are entitled to the improvement or at least restoration of their standards of living, and compensation for the material losses they suffer. Compensation for assets will cover replacement cost. No deductions or discounts will be applied to the compensation amount for depreciation or other reasons. All PAPs deriving an economic benefit from the affected land and property are entitled to receive rehabilitation benefits in addition to the compensation for their assets lost. Those PAPs without title, authorization or legal permission to reside, conduct business, cultivate land or construct structures are eligible for rehabilitation of their livelihoods and compensation for their assets on an equal footing with those with formal legal title, authorization or permissions to the assets. The term RESETTLEMENT includes: a) the relocation of living quarters; b) finding acceptable new employment for those whose jobs are affected; c) restoration (or compensation) of affected productive resources such as land, workplaces, , trees and infrastructure; d) restoration of other adverse effect on PAPs' living standards (quality of life) through land acquisition (such as the adverse effects of pollution); e) restoration of or compensation for affected private and public enterprises; and f) restoration of adversely affected on cultural or common property. Rehabilitation means: the restoration of the PAPs' resource capacity to continue with productive activities or lifestyles at a level higher or at least equal to that before the project. The objective of this RAP is to provide a plan for the resettlement and rehabilitation of the PAPs so that their losses will be compensated and their standards of living will be improved or at least restored to the -pre-project levels. To achieve these objectives the plan provides for rehabilitation measures so that the income earning potential of individuals are restored to sustain their livelihoods. Affected productive resources of businesses (enterprises including shops) and public property. Infastructure and cultural property will also be improved or at least restored to their pre-project levels. ii 1. General 1.1 Project Background The East China Power Grid (ECPG) covers three provinces, i.e., Jiangsu, Zhejiang and Anhui, and Shanghai metropolis in the East China Region, composed of the provincial power systems of the provinces and the metropolis. At present, it is the largest inter-province power grid in China. The total land area of these provinces and the city is 350000 kMn2, and the total population was 187.65 million with a population density of 536 people/km2 by the end of 1995. This region is one of most densely populated areas in China. Since launching of economic reform, the regional economy develops at a quick pace, making the power demand increased continuously. The power sources development moves onto the quick lane. After operation of the Stage I Works (300MW) of the Qinshan Nuclear Power Station construction of the Stage II Works (2 X 600MW) is on the way, and project proposal for the Stage III Works (2X700MW) is approved by the government. By 2005, the nuclear power units at least with 2900 MW capacity will be put into operation. And by then, the nuclear power sources will form an important component in the East China Power Grid. Recently, along with continuous increase of the people's living standard, the contradiction in power supply and demand is getting more and more serious: along with the power supply increased continuously, the power consumption structure is also continuously adjusted, in which the power consumption percentage for living and the tertiary industry is obviously going up; thus, the characteristics of "high frequency in peak load period, low frequency in peak load period, frequent cutting of power supply and limiting power using, and serious insufficiency of standby capacity" is more and more obvious in the ECPG. This situation seriously affect the local industries and agricultural production and local people's living; increase of peak regulation capacity in the ECPG is an urgent need. Limited by the exploitable hydropower potential in the East China Region, the peak regulation of the ECPG is at present taken by thermal plants. However, the thermal plants have a limited ability in peak regulation and can hardly meet the need of the grid operation, resulting in unfavorable influence on economic and safe operation of the grid. Construction of pumped storage stations will play an important role in guaranteeing the safe and economic operation of the ECPG. Construction of the Tongbai Pumped Storage Project (TBP), as one of the good pumped storage projects, is imperative under the circumstance. 1.2 Project Description The TBP is located in Baizhang Village of Chenguan Town, Tiantai County, 7km away from the county seat. The project will take use of the existing reservoir of the Tongbai Hydropower Station. After completion, the TBP will be a pure pumped storage station having a daily regulation capacity, with installed capacity of 1200MW. The TBP is in 150km distance respectively to Hangzhou and the Qinshan Nuclear Power Station. The design of the TBP is undertaken by East 1-1 China Investigation and Design Institute. 1.2.1 Project Components The TBP is composed of upper and lower reservoirs, water conveyance system, underground power house and switchyard, etc.. 1.2.2 Description of Project Components - Upper reservoir The upper reservoir of the project takes use of the existing reservoir of the Tongbai Hydropower Station (8MW), which was built in 1960 and heightened in 1997. The existing main and subsidiary dams are 37.15m high at the maximum. Since the homogeneous earth dams have good anti-seepage effect, they have been well operating by now. Through analysis, it is deemed that the existing reservoir storage meet the needs of the TBP without further heightening the dam height. Because of frequent variation of the water level due to TBP operation, strengthening of the dams will be carried out. Lower reservoir The lower reservoir dam site is located at Baizhang Village. The catchment area above the dam is 21.4km2, the normal water level of the reservoir is 141.17m. The main dam is designed of reinforced concrete faced rockfdill dam (CFRD) type, 68.3m high and 424m long at the dam crest. The total embankment volume of the dam is estimated to be 1570000m3, the embankment material will be mostly taken from the rock excavated upstream the dam . The land requisition for the lower reservoir and the dam site will mainly affect two administrative villages, i.e., Bazhang and Lingjiao of Chenguan Town, Tiantai county. ---- Water conveyance system The water conveyance system includes the inlets/outlets of the upper and lower reservoirs, as well as the diversion tunnel. The inlets/outlets of the upper reservoir are located on the northwest side of the main dam, which will affect few cultivated and forest land of four villages, i.e., Qiongtai, Kanding, Tiangong and Chi'er. The inlets/outlets of the lower reservoir are located upstream the dam on the left bank, which will affect few forest land of the Baizhang village. -- Underground power house The underground power house is located about 200m below the ground surface in the fresh granite masses. No land requisition is needed. Switchyard The 500kV switchyard is located on the upstream mountain slope above the left dam abutment, at elevation 149.0m and with an area of 204m>X 74m. Land 1-2 requisition will affect few forest land of the Baizhang village. 1.2.3 Power Supply Scope of Project The 1200MW TBP is a pure pumped storage project with daily regulation capacity. After completion, it will be incorporated into the ECPG and operate in association with the Qinshan Nuclear Power Station. It will play an important role in mitigating the conflict of power supply and demand of the ECPG, increasing the level of local industrial and agricultural production and people's living and promoting the social and economic development in the East China Region. 1.2.4 Project Porgies The project construction will be started in 1999 and completed in 2005, the total construction period being 5 years and ten months, with the first generating unit put into operation in 4 years and 6 months. 1.3 Natural and Social and Economic Conditions of Affected Areas 1.3.1 Natural Conditions Tiantai county is located on the south edge of the hilly zone of eastern part of Zhejiang province, with Ninhai and Sanmen on the east, Xianju and Linhai on the south. Pan'an on the west and Xinchang on the north. In the county, mountains and hills are rolling, higher in the northeast and southwest. The mountains on the north and south sides of the county are inclined toward the middle of the count, where the middle reach of the Shifeng River is formed, the soil layer is thick and the land is fertile. This part of the river valley is the main grain production area of the county. The county is in the middle subtropical monsoon zone which is wet. Surrounded by the mountains, the river valley is characterized by both mountainous and mountain basin climate, with clear seasonal division, plenty of sunshine and rainfall. The annual precipitation is 2.09 billion m3 and the perennial average runoff is 1.2373 billion in3. The per capita water resource holding is 2661m3, which is close to the national standard (2700m3); the water resource volume -per mu is 4636m3, which is exceeding the provincial average (3538.5m3). The annual average sunshine hours of the county is 2036.6. and the average frost-free days in the mountain basin of the river valley is 234. The county is in "Tiantai Mt and Gushing Mt." hill-island vegetation district of the north sub-tropical evergreen broad-leaved forest zone. Influenced by years of human activities, most of the primary vegetation has long been disappeared. Except the cultivated land, the rest of the land in the county is covered by secondary and artificial forest and economic forest. 1.3.2 Social Economic Conditions The total land area of the county is 1421km2. The county has under its l 3 jurisdiction 4907 villagers groups in 1019 administrative villages in 10 townships and 9 towns. The total population by the end of 1996 was 535000, including 482978 agricultural population (accounting to 90.3%), and the population density is 376 personlkm2. The total cultivated land by the end of 1996 was 239100 mu, with the cultivated land holding per agricultural person of 0.49 mu. The main grain crops there include rice (as key crop), wheat, sweet potato and beans. The economic crops include orange, tea and Chinese tallow. The cropping system is three crops a year. In 1996, the total grain output of the county was 178716 tons, 370 kg per agricultural person, and the average income of farmers was 1585 Yuan. The social and economic development is labeled with regional features, lying in rapid industrial and agricultural development in the mountain basin in the mniddle of the county where the people's living level rises quickly, but delayed development in the surrounding hilly areas. The Chenguan Town where the project is located, is in the mountain basin in the middle of the county, where the landform is higher in the north and lower in the south. It is facing the Shifeng river on the south and leaning on the Chicheng Mt. on the north. The Zhuxi Creek runs through Chenguan Town. The town is the political, economic and cultural center of the county, with good geographical location, good accessibility, complete infrastructures and social service facilities. The local economy is booming and the people's living level is the highest of the county. The town has under its jurisdiction 89 village administration committees and 519 villagers groups. By the end of 1996, there were 60094 agricultural persons in the town; the total cultivated land was 22314 mu (17258 mu paddy field and 5056 mu dry land), 0.37 mu per agricultural person. The sowing area for various grain crops in the town was 57798 mu in 1996, the total grain output 17016 tons with the unit output per mu 763kg. The average income of the farmers in the town was 2053 Yuan. The proposed resettlement host site of the project is arranged along the middle reach of the Shifengxi river between Batouqiao and Potangqiao, which is the hinder land of the town for industrial development. After harnessing of the river and land reclamation, not only the project resettlement can be solved but also the economic development of the town will be promoted. Construction of the Tongbai Pumped Storage Project will affect several administrative villages such as Baizhang, Lingjiao and Kanding, etc., under jurisdiction of Chenguan Town, the affected objects including inhabitants, housing, cultivated land and forest land. The main local crop is rice, and then wheat and sweet potato. In the area three crops are planted in a year (rice - rice - wheat). The local economic crops include orange, tea and Chinese tallows and so on. The Agro-economic Annual Report of Tiantai County of 1997 shows that by the end of 1997, there were two villager groups in Baizhang Village with a population of 281 in 96 households, all being agricultural population with 150 laborers; the total cultivated land (in recording) of the village was 160 mu (including paddy field 138mu), with 0.57 mu per capita; the sowing land was 359 mu, the total grain output was 110 tons per year, with 687 kg per mu; the total yearly economic income was 712500 Yuan, including agricultural income 225500 Yuan (accounting to 32% of the yearly total), with 1850 Yuan per capita. 1-4 By the end of 1997, there were six villager groups in Lingjiao Village with population of 624 in 176 households, all being agricultural population with 420 laborers; the total cultivated land (in recording) of the village was 239 mu (including paddy field 210 mu), 0.37 mu per capita; the sowing land was 686 mu, the total grain output was 193 tons per year, with 809 kg per mu; the total yearly economic income was 1875000 Yuan, including agricultural income 390500 Yuan (accounting to 21% of the yearly total), with 2151 Yuan per capita. The social and economic indexes of the project affected villages of Chenguan Town is shown in Attachment 1. The above social and economic indexes show that two thirds of income of the farmers are from agriculture (consisted of farming, forestry, husbandry, side-line production and fishery), and one third from non-agriculture. The non-agricultural income is basically from the outgoing laborers, of whom 75% are engaged in the work of architecture, indoor finishing, service trade and household handicraft industry in the county and 25% engaged in trade or laborers working in other counties and provinces. By conditions in the county, the house construction and finishing, and service trade have a larger capacity in employment. The project construction will also offer more job opportunities and bring up new income sources for the local people. Among the outgoing laborers, 65% persons have certain skills and a stable income (73% and 56.5% for the Baizhang Village and the Lingjiao Village, respectively), and 35% persons are mainly engaged in agriculture with part-time job outside the village (27% and 43.5% for the Baizhang Village and the Lingjiao Village, respectively). From the viewpoint of trades engaged by outgoing laborers, they are mainly engaged in house construction and finishing, being 40% of the outgoing laborers (40.5% and 42.9% for the Baizhang Village and the Lingjiao Village, respectively). The remaining outgoing laborers are engaged in a wide range of other trades. Among the income of non-agriculture, the architectural trade is the main source, being 25% of the whole income (26.7% and 23.0% for the Baizhang Village and the Lingjiao Village, respectively), and subsequently from the commerce trade, handicraft industry, communication and service trade. 1.4 Mitigation Measures 1.4.1 Reduction of Land Requisition Construction of the project will unavoidably cause land requisition, housing relocation and inhabitants resettlement, thus affecting the original production and living condition of the local people. In order to reduce land requisition and number of inhabitants to be resettled, efforts have been made by ECIDI to keep the project site away from the residential quarters and to minimize the quantity of requisitioned land during deciding the water level of the reservoir, project layout and selecting the land for temporary construction use. For example: l -s (A) In selecting the dam site of the lower reservoir, the -upstream dam site was selected after compared with the downstream site alternative. Not only the works' quantity can be decreased, but also the resettlement quantity, both in land requisition and housing relocation, have been greatly reduced. With the upstream dam site alternative, the land requisition is reduced by about 300 mu, reducing more than half of the land to be requisitioned in the downstream dam site alternative. (B) Besides, the permanent staff residence is arranged in the county seat so as not to occupy the cultivated land. 1.4.2 Reduction of the Project Impact on Local Surroundings (A) Efforts have been made in data collection, analysis on the local existing social and economic condition and preparation of a feasible and practical resettlement action plan suitable for the local conditions, so as to minimize the project impact. (B) Efforts have been made to establish internal monitoring and external independent monitoring system and effective opinion feedback channels, so as to ensure a timely treatment of the problems occurring in the implementation of the resettlement action plan. (C) During project construction, privilege will be given to using of local construction materials, local transportation and laborers so far as the technical requirement is met, so as to benefit the project affected people (PAPs). 1.5 Preparation of Resettlement Action Plan (RAP) 1.5.1 Survey of Affected Inventory Based on the project impact scope, an overall site survey has been made on all the items affected to various extents. 1.5.2 Social and Economic Survey In order to analyze the project impact and prepare a feasible and -practical RAP, an overall social and economic survey, organized by the project owner and participated by the affected county, town and villages, has been conducted. The survey was carried out by data statistics and site interview. The survey contents were mainly of the existing social and economic conditions and the extent of the possible impact induced by the project on the local social and economy. The details are shown in the Social Analysis Report 1.5.3 Resettlement Planning The resettlement planning of the TBP is organized and led by Tiantai People's Government, Zhejiang province, ECIDI is responsible for the technical aspect of the planning. Tiantai County People's Govemment has set up a resettlement planning team, and ECIDI participated in the planning work. According to the 1-6 project impact scope and affected inventory, and considering the actual circumstance of "more in population and river shoal, but less in cultivated land", the land-based resettlement will be carried out by reclamation of river shoals. Following the policy of resettlement with production development, the project resettlement should guarantee the basic material condition for living in the resettlement host site as well as the potential for long-term production development, combining the development in the resettlement site with that in the district, so that the resettlers will be willing to remove out and live in a new place, and their living will be rich and reach or exceed the original level. 1-7 2. Project Impact 2.1 Project Impact Scope 2.1.1 Reservoir Design Flood Standards for Reservoir According to the design codes and referring to the other projects in Zhejiang province, the design flood standards for inundation treatment of this project are as follows: (a) The backwater level of 1 -in-20-vear flood (5%), for rural resident areas, highways, power facilities, telecommunication facilities and broadcasting and TV facilities; (b) The backwater level of l-in-5-year flood (20%), for cultivated land, garden plots, and water ponds (c) The normal reservoir water level for forest land. (A) Upper reservoir The upper reservoir of the project takes use of the existing reservoir of the Tongbai Hydropower Station. Treatment of the inundation impact has long been carried out in the area below El. 396.28m and the existing power station has been well operating for many years. The 1-in-20-year flood water level of the upper reservoir will not exceed the scope of the original inundation impact treatment scope, therefore, the upper reservoir will not cause land requisition and housing relocation. (B) Lower reservoir The normal water level of the lower reservoir is 141.17m. Since the water level varies greatly during the station operation, one meter high safety freeboard will be added for water levels upstream the dam calculated by different frequent flood, i.e., the areas below El. 144.20m and 145.20m are under of the inundation treatnent for the lower reservoir (Attach. 6 Sketch Map of Reservoir Area in Tongbai Pumped Storage Project). Details are shown in Sketch Map of the Project Land Acquisition for Tongbai Pumped Storage Power Station (Attach. 7). 2.1.3 Temporary land occupation The land to be temporarily occupied by the project construction including those for spoil areas, production and living areas and temporary access roads respectively arranged at the upper and lower reservoir areas. Details are shown in Sketch Map of the Project Land Acquisition for Tongbai Pumped Storage Power Station (Attach. 7). 2.2 Project Impact Survey In order to investigate the inventory affected by the project, in the feasibility study stage of the project, a survey team, jointly formed by the relevant departments of Tiantai County and the East China Investigation and Design Institute, carried out an overall field survey (household by household), between the end of 1993 and beginning of 1994, to every object affected by the reservoir inundation, land requisition for permanent structures and temporary use, and checked them in 1995. The survey contents and methods are described as follows. (A)Demography:Based on the actual recorded population (both registered or not registered) of 1995 and natural village as a unit, survey and statistics were made on the affected population household to household. The affected population are divided into agricultural and non-agricultural categories. 2-2 (B) Land survey: Based on the actual measured 1/2000 topographical map and general construction layout, the land survey was carried out by the professionals of the land administration bureau by site measurement according to the ownership and land types (including cultivated land, garden plot, forest land and house plot). (C) Housing survey: Taking natural village as a unit and based on the elevation and house types, all the houses in the reservoir inundation and land requisition scope were measured on site, according to different structures such as brick-concrete, brick-wood, earth-wood, wood and simple structure, and then statistics was made. (D) Special facilities survey: After the survey scope was decided based on the 112000 topographical map, site measurement was carried out for the North Irrigation Channel and other facilities which will be affected by the project. 2.3 Survey Results For the project, 779 rural inhabitants (in 1995) will be resettled, 1281.7 mu land requisitioned, 311 02m2 housing relocated, and 1768 scattered trees cut. Besides, some infrastructures will be rebuilt. The impact on respective items is described as follows. 2.3.1 Land requisition The project will requisition 1281.7 mu land, including cultivated land 572.2 mu, garden plot 91.2 mu, forest land 533.2 mu, house plot 85.1 mu (including 33 mu land of production and living base in county seat for the project). Details are shown in Table 2.2. Among them, 165 households or 572 persons will also be required for relocation. The rest 189 households or 711 persons will orily loss part of their farmland. In addition, Article 28 of the Land Administration Law requires the calculation of "Excess Agricultural Population", a statistical figure which is used as the basis for calculating resettlement subsidy to be paid to the village to finance economic rehabilitation measures. It is caculated by dividing the amount of requisitioned cultivated land by the average per capita amount of cultivated land of the affected village. In this case the calculated total figure is 779. The relocated population, agricultural people in excess and people actually affected by the project are shown in Table 2.6, and the numbers and composition of population to be resettled are shown in Table 2.7. FRAME OF LAWS 3.1 Policy Basis The main laws and policies for the land acquisition and resettlement are as follows. 0 Land Administration Law of the People's Republic of China (which was approved in the Sixteenth Meeting of the Standing Committee of the Sixth National People' Congress in June, 1986 and revised in the Fifth Meeting of the Standing Committee of the Seventh National People' Congress in Dec., 1988) * Implementation Regulations of Land Administration Law of the People's Republic of China (Decree No. 74 of the State Council of the People's Republic of China) - Rules for Compensation of Land Acquisition and Resettlement for Middle and Large Water Resources and Hydropower Projects (which was approved in the 77th Meeting of the Standing Comnittee of the State Council in Jan. 25, 1991, and effective on May 1, 1991) 0 Implementation Method of Land Administration Law of Zhejiang Province (which was approved in the Twenty-third Seminar of Standing Committee of the Sixth Provincial People' Congress on Jan. 20, 1987 and revised in the Eighth Seminar of Standing Committee of the Seventh Provincial People' Congress on Mar. 12, 1989) * Administration Method of Wood Land of Zhejiang Province (Decree No. 43 of Zhejiang People's Government) * Specifications for Planing and Design of Reservoir Inundation of Hydropower Projects (DL/T5064-1996, Power Trade Standard of the People's Republic of China) * Operational Directives OD.4.30, "Involuntary Resettlement" - World Bank 3.2 Rules of Law 3.2.1 Main relative specifications of "Land Administration Law of the People's Republic of China" are as the followings: Section II Land Ownership and Usage Rights Article 6: The urban land belongs to the whole people, namely the state. Except those belonging to the state regulated by the law, the rural land and suburbs land are in possession of the collective ownership. The housing plot, and private plots and hills belong to the collective ownership. Article 8: The collective-owned land, according to the laws, are in possession of the collective of villagers, and run and managed by the agricultural collective 3-1 economical organizations, such as cooperatives of villages, or by Village Committees . Section IV Land for State Construction Article 23: When the land is requisitioned by the state construction, the construction unit must have the Design Task Paper or other documents approved by the State Authority and the local Government above the county level according to the infiastructure construction process of state, and then to apply to the Land Management Authority of the People's Government above the county level. After approved by the People's Government above the county level, the Land Management Authority will allot the land. When the land is requisitioned by the state construction, the land owned units shall obey to the requirement of the state without rejection. Article 24: Ownership of the collective-owned land, which is requisitioned for state construction, belongs to the state and the land acquiring units only have the right to use it. Article 25: When the land within provinces and autonomous regions is requisitioned, it shall be approved by the Peoples' Government of provinces and autonomous regions. When the cultivated land acquisition is less than 3 mu and other type of land less than 10 mu, it shall be approved by County Level People's Government. The approval right scope of the people's govermments of cities and autonomous regions is decided by the Standing Committee of the Provincial and Autonomous Region People' Congress. Article 27: The land used for the state construction, land compensation fee shall be paid by the land acquiring units. The compensation for cultivated lands shall be 3 to 6 times as much as average annual output value for previous 3 yeas before the land acquisition. The compensation standard for other kinds of land to be requisitioned shall be drawn up by each province, autonomous region, and municipality Teferring the compensation standard for cultivated land acquisition. The compensation standard for attachments and young crops on the requisitioned land shall be specified by every province, autonomous region, and municipality. When the vegetable land in suburbs is requisitioned, the required units shall pay the development fund for new vegetable field according to the relative regulations of the state. Article 28: The land used for the state construction, the land acquiring units shall pay not only compensation fee but also resettlement subsidies. Resettlement subsidies of requisitioned cultivated land shall be calculated according to the agricultural population to be resettled. The agricultural population to be resettled will be calculated in accordance with the average cultivated land for each person before land acquisition, dividing the quantity of the land to be requisitioned. The resettlement subsidy standard for each farmer will be 2 to 3 times of the annual output value per mu for three years before land acquisition. The Max. resettlement subsidy for the cultivated land acquisition per mu shall not exceed 10 times of the average output value per mu for 3 years before the land acquisition. The 3-2 resettlement subsidy standard for the other type of land acquisition shall be specified by each province, autonomous region, and municipality referring the subsidies standard for the cultivated land acquisition. Article 29: Land compensation and resettlement subsidies will be paid on the base of Art. 27 and 28 in the Land Law. With the approval of the peoples' governments of provinces, autonomous region, and municipality, the resettlement subsidies can be increased in case that the living standard of the resettler can not keep the original level. But total amount of the land compensation and resettlement subsidies shall not exceed 20 times of the average output value per mu for 3 years before the land acquisition. Article 30: Various compensations and the resettlement subsidies due to the land acquisition for the state construction, and the subsidies for the developing production by the land requisitioned units and arranging surplus labors and the living subsidy for the unemployed caused by land acquisition shall not be used for other purpose nor owned by any units and individuals, except that paid for compensation for individual attachment and young crops. Article 31: The surplus labors caused by the land acquisition for the state construction shall be arranged through the way of developing farming and side- line production and setting up the village and town enterprises by the Land Management Authority of Local People's Government above the county level with the land requisitioned units, the land using units and relative units. The rest who meet the requirements of the land using units shall be assigned to the land using units, or other collective ownership units and state ownership units, and then the corresponding subsidies will be allotted to those units. If the whole land is requisitioned, the original agricultural Tesidents registration can be changed into non-agricultural residents registration by the approval of the People's Governments of province, autonomous region and municipality. The original collective-owned property, compensation and resettlement subsidies will be treated through the People's Government above county level consulting with the relative townships and villages. The living subsidies shall be used only for organizing production and for the unemployment, and shall not be carved up. Section V Land Acquisition for Township(Town) and Village Construction Article 38: The new houses for agricultural residents shall be built on the existing housing plot and the spare area in villages. If the cultivated land is used for housing, it shall be examined and verified by Township People's Government and then approved by the County People's Government. The land of new houses for the agricultural residents shall be not over the standards specified by the provinces, autonomous region, and municipality. 3.2.2 Specifications of Rules for Compensation of Land Acquisition and Resettlement for Middle and Large Water Resources and Hydropower Projects 3-3 Section L General Article 4: The following principles shall be performed for compensation of land acquisition and resettlement of water resources and hydropower projects: (1) The relation between the state, collective and individual shall be correctly treated. The resettlement area and host area shall obey the national interest. (2) The resettlement and construction of reservoir area shall combine with local economy and natural resources to raise gradually or over the original living standard of resettlers. (3) The resettlement shall consider local condition, and resources of reservoir area shall be reasonably used under full planing. Resettlers shall settle down in original place or a higher place nearby. If no available condition, the ways for reclamation of flood plain, reallocating land and relocating outside, etc. shall be adopted. All these actions shall follow the relative rules of law and regulations. Section II. Compensation for land acquisition For land acquisition of middle and large water resources and hydropower projects, the construction unit shall pay following land compensation fee and resettlement subsidy: (1) The subsidy standard of land acquisition will be 3 to 4 times of-the annual output value per mu for three years before land acquisition. The resettlement subsidy standard for each farmer will be 2 to 3 times of the annual output value per mu for three years before land acquisition. (2) The resettlement subsidy standard for the other type of land acquisition shall be specified by each province, autonomous region, and municipality referring item (1) herein. Article 6: If the land compensation and resettlement subsidies are paid on the base of Art. 5, the resettlement subsidies can be increased in case that the living standard of the resettler can not keep the original level. But total amount of the land compensation and resettlement subsidies shall not exceed the following times of the average output value per mu for 3 years before the land acquisition. (1) above lmu cultivated land per capita in reservoir area (including damsite) not exceed 8 times (2) 0.5- lmu cultivated land per capita in reservoir area (including damsite) not exceed 12 times (3) under 0.5mu cultivated land per capita inTeservoirarea (including damsite) not exceed 20 times Section m. Resettlement Article 12: The resettlers from water resources and hydropower project shall settle down within village -and county area. If it is not available, they shall be settled down in the beneficial zone of the project. And if it is still not possible, they shall be moved to other area based on the reasonable conditions. 3-4 The surplus labor caused by land acquisition of water resources and hydropower project shall be arranged by relative department organized by the local government to develop agriculture, sideline production and village-owned enterprises. Article 13: For those resettlers who move voluntarily to their relatives' family or friend's family, the governments of native place and host place shall sign agreement with resettlers. The corresponding subsidies for land acquisition and resettlement shall be paid by native government to host area government for unified arrangement of production and living. Article 15: According to the resettlement planing, resettlers shall be not allowed to be delay and reject the relocation. And, resettlers shall be not allowed to return at will when they settle down. 3.2.3 Specifications of Implementation Method of Land Administration Law of Zhejiang Province Section II Use and Protection of Land Article 20: The state construction units, township(town) and village collective enterprise, joint venture, individual enterprise and house construction of individuals who occupy farrnland shall pay the land-built fee according to the relative rules. The land-built fee is used mainly for reclamation of cultivated land, orchards, and transform low-output field. It shall be not used for other purpose. Section III Land for State Construction Article 23: The land requisitioned unit shall pay land compensation fee, attachments and young crops fees. (1) Land compensation fee: The compensation for land(in outskirts of city) shall be 5- 6 times of the average output value for three years before land acquisition, and 4-5 times for land at other places. For the non-cultivated land, the compensation shall be -not over half of standard for cultivated land. (2) Compensation for young crops: The compensation for young crops generally shall be calculated according to the one crop output value for agricultural crops. No compensation will be paid if no young crops in land or, young crops planted after land acquisition. (3) Compensation for attachments: The trees, buildings and structures on land requisitioned shall be compensated or relocated. The compensation standard shall be detennined by city, county people's government. No compensation will be paid for those trees and structures planted or built by a rush way during the period of negotiation for land acquisition. Article 24: Except the land compensation fee, the land requisitioned unit shall pay resettlement subsidies. The number of persons for resettlement subsidy shall be calculated with average 3-5 land area and land to be requisitioned. The standard of resettlement subsidy per agricultural person shall be 2-3 times of the average output value per mu for three years before land acquisition. But the max. shall not exceed 10 times of the average output value per mu for 3 years before the land acquisition. For the non-cultivated land, the resettlement subsidy shall be not over half of standard for cultivated land. Article 25: When the compensation and resettlement subsidies are paid on the basis of Article 23 and 24, and in case that the living standard of the resettler can not keep the original level, the resettlement subsidies can be increased by the approval of the provincial land management department. But total amount of the land compensation and resettlement subsidies shall not exceed 20 times of the average output value per mu for 3 years before the land acquisition. Article 26. The compensations and the resettlement subsidies due to the land acquisition used by the land requisitioned units for developing production and arranging surplus labors, and the living subsidy for the unemployed caused by land acquisition shall not be used for other purpose nor owned by any units and individuals. It shall be paid for individual attachments and young crops. Article 27: The excessive labors caused by the land acquisition for the state construction shall be arranged through the way of developing farming and side- line production and setting up the village and town enterprises and service trades by the Land Management Authority of Local People's Government above the county level with the land requisitioned units. If it is still difficult to arrange, the Labor Authority of county level shall consult with the land using units to employ them. The number of persons for employment shall be calculated with average land area and land to be requisitioned. Article 30: The standard for compensation of land acquisition and resettlement for middle and large water resources and hydropower projects shall be followed by local county people's government based on the relative rules. 3.2.4 Main Rules of "Administration Method of Wood Land ofZhejiang Province" Section IV: Compensation of Woodland Acquisition and Occupation Article 25: With approval of woodland acquisition and occupation, the woodland compensation, trees and attachment compensation, vegetation recovery compensation, resettlement subsidy and woodland resources protection fee shall be paid. Article 26: The computation of each fee for woodland acquisition and occupation is as following: 1. Woodland compensation: The compensation for woodland in outskirts of 3-6 provincial level city and prefecture city shall be 3 times of the average output value per mu for three years before land acquisition, and 2-2.5 times for land at other places. 2. Trees and attachments compensation: (1) The actual value of output of mature forest shall be calculation on the base of commercial forests, protection forests and special forests. For young growth woods: 0.5-0.7 times of actual value for commercial forests, 2-3 times of actual value for special and protection forests. For mid growth woods: 0.7 times of actual value for commercial forests, 5-6 times of actual value for special and protection forests. For near mature forests: 0.5 times of actual value for commercial forests, 4-5 times of actual value for special and protection forests. (2) The annual output value per mu of economical forests and bamboo forests shall be calculated. Before the output period: 3-5 times of output of economical forests; Teeming period: 8-10 times of output of economical forests; Decrepit period: 4-5 times of output of economical forests; 8-10 times of output of bamboo forests. (3) The attachments shall be converted into money or relocated with compensation, which shall be negotiated by both sides. . The resettlement subsidy shall be followed with the standard of non- cultivated land acquisition of "Implementation Method of Land Administration Law of Zhejiang Province". 4. The woodland vegetation recovery fee shall be the cost for hill cutting, hill- firing, leveling, cave-digging, forest creating and growth management. 5. The woodland resources protection fee shall be 4% of total amount of woodland and trees compensation fee. Article 28: The forests authorities shall return the compensations for woodland and trees to the original units owned the woodland and trees, and pay to individuals who own the trees(or young crops). It shall be used for developing production and shall not be used for other purpose. 3-7 4. Plan for Resettlement and Restoration 4.1 Plan Basis - Rules for Compensation of Land Acquisition and Resettlement for Middle and Large Water Resources and Hydropower Projects(Decree No. 74 of the State Council of the People's Republic of China) - Rules for Village and Town Planing and Construction (Decree No. 116(1993) of the State Council of the People's Republic of China) - Specifications for Villages and Towns Planing (GB50188-93, a national standard of the People's Republic of China) - Notice for Several Instruction on Strengthening Reservoir Resettlement (Doc. No.20(1992) of the State Council of the People's Republic of China) - Specifications for Planing and Design of Reservoir Inundation of Hydropower Projects - Review Comments on Pre-Feasibility Study and Dam Selection of Lower Reservoir for Tongbai Pumped Storage Project (Doc. No.23(1995) of the Ministry of power industry on Jan. 13, 1995) - According to the general schedule of construction (start in 1999 and complete in 2005), the relocation will be started in 1999, restoration period in 2000-2002, consolidating period in 2003-2005 and the design level year 2005. 4.2 Plan Criteria * To pay compensation and subsidy in the early stage and support the production in later stage to the resettlers so that their living level can gradually reach and surpass the original standard. * Resettlement plan shall be integrated with the local construction, resources utilization, economic development and environment protection, altered based on circumstances cases, prepared actual measures to create the necessary conditions for resettlers self-development. * The benefits between state, collective and individuals shall be made overall plans and taking all factors into consideration. 4-1 * Resettlement plan shall be based on relocated inventory indexes and be carried based on the compensation standards for land acquisition and relocation. * The reconstruction scale and its standards for resettlement construction items shall be the original scale and standards before resettlement. Considering the local development, extension of construction scale and raising standards, or for the future plan, etc. its cost shall be solved by the local government and relative departments concerned. * And, criteria of the plan preparation shall be beneficial to production and facilitating the resettlers' living. 4.3 Aims and Tasks 4.3.1 Aims The primary objective of the resettlement plan for this project is: to have production channel, sound arrangement of labor force, some improvement of production and living level or not less than the original level. See Table 4.1 for the existing living condition of resettlers. Broadcasting and TV broadcasting broadca sting & TV 4.3.2 Tasks As mentioned above, 779 persons in the base year of 1995 were need for arrangement, of which 572 were need for relocation(529 persons moved outside and 43 resettled -nearby). Considering the natural population growth rate of 1% in the design year of 2005, 861 persons as a whole will be needed for arrangement, of which 631 are need for relocation(584 persons be moved outside and 47 be resettled nearby). 4.4 Resettlement Principles and Methods 4A.1 Resettlement Principles The economic rehabilitation for those affected from Tongbai Pumped Storage Power Plant Project will be land based option by developing new. All the affected people will continue fanning as their main economic activities. No one will be converted into non-agricultural status. 4.4.2 Resettlement Channels A. Resettlement by agricultural means includes 584 persons, mainly engaged in agricultural production. B. 277 persons will be resettled in the same village also engaging in the agricultural production, and the farmland will be readjusted within the village group. The compensation fees for land acquisition will be put into agricultural development or used to establish the secondary and tertiary industries which directly serve the project construction. In addition, according to the detailed household survey, three affected households could be considered as vulnerable groups due to lack of labor force -4-3 in their families, two of which are from Baizhang (One is Ms. Xu Lumei's family. She is 72 years old and live by herself. Currently, she is being taken care of by her niece from the same village. The other is Mr. Chen Lihe's family, who is 74 years old and live with his daughter). One is from Lingjiao village. The head of the household - Mr. Wang Qingfei, is disable, and is living with his wife and two young daughters. Based on these difficulties, the local govermnent will provide assistance in terms of labor and money to them during the resettlement implementation in order to help them rebuilding their houses and transferring to the new site. Such cost will come from the contingency fund of the resettlement budget. 4.5 Analyses for Environmental Capacity The project land acquisition involves administrative villages such as Baizhang, Lingjiao, Kanding, Qiaoxia, Baibuyang, Qiongtai, Tiangong, Chi-er, etc.. Since the land acquisition is relatively small in Qiaoxia, Baibuyang, Qiongtai, Tiangong, Chi-er villages, the resettlement in these villages can be by land adjustment. In this paragraph, the environment capacity in three villages, i.e., Baizhang, Lingjiao and Kanding villages is mainly analyzed. Before acquisition, the cultivated land in Baizhang, Lingjiao and Kanding villages is 250.5, 412.35 and 1734.3 mu respectively. The cultivated land to be acquired will be 250.5mu, 199.9 mu and 56.5mu respectively; 20.1mu of house plots in Lingjiao village will be recovered for farmingafter Tesettlement. Before and after the land acquisition, the land variation in Baizhang, Lingjiao, Kanding villages is shown in the Table 4.2. Although the acquired land is of low output and the remaining land is good land with high output, but the per capita land holding reduction rate still reaches 48%; it shows that there is no sufficient capacity to arrange the resettlers and it is difficult to recover the original production and living level. Taking into account the resettlement capacity and integrity of the village group in administrative villages, 4-4 222 persons is planned to be resettled from Lingjiao village to other places, with the farmland holding for remaining population is 0.52 mu per capita. (After house plot re-cultivation, the cultivated land holding be 0.57 mu per capita.) The yearly grain holding per capita will be 450 kg (based on the annual average grain production 877 kg/mu from 1992 to 1994), and will increase to 500 kg after re- cultivation of the house plots; which can guarantee the original production and living level. Before land acquisition, the farmland in Kanding village is 0.92 mu per capita, which will be reduced by 3.3%to 0.88 mu per capita after land acquisition. Due to less influences on resettlers' living, resettlement can be dealt through land adjustment within the village. Based on the analysis above mentioned, Lingjiao village has the resettlement capacity for 411 persons after land acquisition, and Kanding village also has the sufficient resettlement capacity. In the Baizhang village, as the all farmland will be acquired, the whole village need to relocate to Luoxi resettlement host site in planned area of Chengguan Town. 4.5.1 Feasibility Study on Resettlement Area A. Alternatives Comparison and Analysis Tiantai county is a mountainous agricultural county, with hills covering 80% of the territory, paddy field 10% and other field 10%. The statstics of land resource provided by the county land management bureau indicate that the farmland area registered for agriculture population is 0.49 mu per capita in this county (0.37 mu in Chengguan town), and with development of industry and construction of civil and other infrastructure, the farmland area of the county will be reduced year by the year. For the resettlement of this project, 3 alternatives were discussed. The first, to establish new village downstream near the damsite and adjust the lands for villagers from villages around; the second, to arrange resettlers separately in different villages of Chengguan town; the third, to develop the river plains. The farmland holding of agricultural person in Chengguan town is 0.3 7mu/person and grain holding per capita 225kg, which is not self-sufEicient (usually, about 300kg per capita for self-sufficient standard). Kanding village is downstream Baizhang and Lingjiao, and Macheyang village is downstream Kanding village. It is about 2.5km between Baizhang and Macheyang village. The present average land holding per capita (registered) in Kanding and Macheyang villages is 0.57mu and 0.48mu, grain hDlding per capita 396kg and 408kg respectively. The average land holding per capita of Macheyang is lower than the average of the county and the grain holding per capita is slightly over the average. Therefore, it is hard to allocate its land to other village. The average land holding per capita of Kanding after land acquisition is 0.54mu, which is little higher than the average of the county; and if computed by 0.49mu/person, the population capacity of the village will be 2077. The present population is 1869, with a gap only for 208 persons. However, this figure is far less than the number of resettlers. Therefore, it is very difficult to adjust the surrounding land for resettlement. If anranging the resettlers to each village of Chengguan town, it is not realistic because the host area dislikes 4-5 to receive them and the resettlers do not want to go there. In this county, there some river plains and reed ponds about 9400 mu to be developed. The county government had worked out a staged plan to develop such land into cultivated land in 1993. Through recent harnessing of the river mouth of the Luoxi river and Shifeng river section at Chengguan Town, some achievements and experiences have been obtained. Besides, the county government had determined early in in the pre-feasibility study stage that the resettlement would be realized through river plain development along the Shanmao and Luoxi river. After further overall investigation, analyses and researches during feasibility study stage, the host site is determined at Botang along the middle section of Luoxi river between Batouqiao and Botanqiao region. B. Resettlers' Wiling Development of Luoxi river plain is not only to create cultivable land on both banks of the river but also to raise the flood protection standard of villages and agricultural land along the river. The regional environInent will be also improved. All the housing, production and living facilities for resettlers can be planned and arranged generally in the new resettlement host area and close to the host people. Both resettlers and host people satisfy this scheme, the willing of resettlers is therefore met. 4.5.2 Resettlement Host Site A. LuoxiRiver Luoxi river is a tributary of Shifengxi river, originated from the northern mountains of the county, 15.7km long with catchment area 46.3kmn accounting for 4.2% of catchment area of Shifengxi(l 111 1.5km), which is one of main grain production zones of the county. The mid and lower reaches of this river runs through the northeast of Chengguan town and into Shifengxi river. Shizikou reservoir with 1.47 million m3 storage capacity is on the upstream reaches, which is an auxiliary works for the North Irrigation Channel of Lishimen reservoir. No.66 branch of the Channel passes by the river flood plain. Luoxi river is of mountainous stream, being steep upstream the Shizikou reservoir and gentle in the lower 6km section. There is a large flood plain (2700m long ) between Batouqiao and Botangqiao, where about 11 OOmu river flood plain can be tapped into 81 8mu land (net area 705mu). If calculated by 0.65 mu land per capita (0.5mu for production and 0.15 mu for living ), a total of 1085 persons can be resettled. B. Existing Traffic and Future Plan The tractor road in host area will link outside, to Chengguan town at the south, to Hengtankan village at the north -and to No.60 provincial Toad at Tianyangchen village. Another road, Xiuyuan road with 20m wide, is planned to go through the host area from the west to the east, creating a trunk traffic network. It is convenient for traffic after completion of reclamation even the resettlement area is located at the river plain. 4-6 C. Existing Irrigation System Shizikou reservoir upstream the host area, operated for years, is for irrigation of Luoxi area. All farmland in the host area has drought-defying capacity for more than 85 days. No.66 branch of the north irrigation channel of Lishimen reservoir passes by the area. Therefore, the existing irrigation system in the host area is relatively good. 4.5.3 Standard for Resettlement Environment Capacity The "land based" resettlement policy will be adopted, which means that the resettlers will be self-sufficient in grain produced by themselves. Considering both the original cultivated land holding per capita and the actual condition of the county, the net cultivated land holding per capita for agricultural person is determined to be 0.5mu(in 2005 ), and the land for housing of resettlers and public facilities will be determined following the rules of "Specifications for Villages and Towns Planning" and 'Implementation Method of Land Administration Law of Zhejiang Province", with consideration of the existing level of resettlers. 4.5.4 Analysis for Resettlement Environment Capacity According to the plan, a full survey was made by the design unit at the host area. The landform of beach between Batouqiao and Botangqiao is relatively gentle. After straightening of river channel, about 705mu net land will be created and able to settle down 1085 person. The existing 111500 topographic map was used for compilation of this plan. The land for production, layout of village and public facilities are designed separately in the host area. By the level year of 2005 with 584 persons, 408mu land is needed totally, ( including 315mu for production, 75.45mu for house plot and 17.55mu for standby). Therefore, the newly created land will meet the requirement of resettlement. 4.6 Overall Plan Accounting based on the yearly natural population increase rate of 1%, by the year 2005 the total agriculture population resettled is 861 person, of which 584 person will be resettled with beach reclamation and 277 resettlers will be resettled in the original village through the land adjustment. 4.7 Analysis of Impact on Land Acquisition and Relocation Due to the land acquisition and relocation, the existing production system in the reservoir area will be damaged and resources lost causing several hundreds people having no materials for living, who have to relocate and find other ways for living. 0.43 million kg of grains per year will be lost due to land acquisition. But, the construction of Tongbai Pumped Storage Power Project will give an opportunity to resettlers for rebuilding of production system and social system. Combining with the reclamation of river plain and implementation of long-term development plan of the county, the land lost will be compensated and -the infrastructures in host area will be re-organized -4-7 enjoying a good natural, traffic and social environment. In order to recover soon or pass over the original living level, the preference of policy, technique, funds and material will be given to resettlers. 4.8 Rural Resettlement Plan 4.8.1. Luoxi Development Plan In order to change the river plain into usable land, the original river bed shall be treated. Two parallel flood control dikes shall be built along the river bed, the river channel is between the dikes. The area inside the dike will be reclaimed to farmland. A. Hydrologic and Hydraulic Computation According to "Approval of Comprehensive Treatrnent Project for Botang Creek of Tiantai Country" No.202(1998) issued by the Taizhou Planing and Economic Commuission of Zhejiang Province, -the flood standard for Luoxi reclamation is of 20-year-flood for design and 50-year-flood for check. The discharge of 20-year-flood is 410.lm3/s and 514m3/s for 50-year-flood. a. Determination of longitudinal slope of river bed According to the design information of 700m section (treated) downstream Fengzheqiao, the bottom elevation at Fengzheqiao(Station 2 +676.6) is 46.Om with water depth 3.2m, the bottom elevation at Gongluqiao(Station 0 +000) is 66.3m. These two points will be the inletloutlet control point. The total length of this section is 2676.6m, head 20.3m and 7.58% of longitudinal slope. In order to avoid big water velocity, erosion and to reduce excavation quantity, 4 hydraulic drops (dikes) are designed to link upstream and downstream with about 0.45% of longitudinal slope. b. Hydraulic computation By the recorded water level information of Yanxia gauging station, n=WRi I"2/Q, the mean roughness is computed as 0.0335 with 3 typical data. Considering the present features of river channel, the design roughness factor is n= 0.033, 1=0.0045, bottom depth 43.5m. The water depth is computed by the river channel constant non-even curve formula. The safe height is 0.5m. In order to facilitate the construction, the top of dike is 3.7m over the bottom(Refers to the sectional drawing). B. Structural Design of Dike The flood control dike will be embanked with sands and gravel. The water face slope is 1:1.3. The wet masonry with 45cm thick of No.70 cement mortar will be used for section under the level of 5-year-flood, and dry masonry with 35cm thick for section above that level. The base elevation is 1.3m deep to river bed. The dike crest width is 4.5m, with 0.5 x 0.5m stone breast wall. The 44 back slope of dike is 1:1.5 with dry masonry protection. For the access purpose, one stairs will be set every 125m, which is built by wet masonry in water face and dry masonry in back slope. A 5-10m Onaide access is set at the toe of back slope of dike above the five-year-flood Ik - el, which is also acting as protection area.(Refers to the structural drawing). C. Dike(drop) Works In order to avoid big water velocity and erosion, 4 hydraulic dikes (drops) are set, with 2.7-2.8m head for each. It will be made with wet masonry and dry masonry. The overflowing section will be paved with C20 concrete -and the masonry apron will be 8m long. After treatment of this river section, 705mu land area will be increased. The total reclamation cost will be 13.297 million RMBY, 18860 Yuan per mu. 408mu will be used for resettlement with cost of 7.695 million RMBY. L1~~~~~~ r2 0 4.8.2 Production and Resettlement Plan 4.8.2.1 Resettlement at Outside A. Land Creation in Beach After straightening of river channel, about 705mu net land will be created. By the city plan, the living area for resettlers is at the south of Xiuyuan road and the production area at the east of road. If 0.5mu is per person, 292mu is for all 584 persons, and if considers the road, channel and field border, 315mu land will be needed for agricultural production. The new land is at Sm outside the protection zone of dike, the slope of land is same as the longitudinal slope of river considering the easy irrigation, and corresponding land elevation is above the 5-years-flood level. a. Standard of field block The new field is in the net-like form, 80 x 25m, about 3mu for each block. The field border is 0.5m wide. All blocks shall be unified for leveling to ensure the gravity irrigation from the north to the south. b. Tractor road One tractor road will be built from the south to the north, and other 3 tractor roads will be built from the east to the west, 3.5m wide, masonry at two sides with earth and rock pavement. c. Irrigation channel Two irrigation channels will be built from the south to the north, one at the main dike acting as drainage channel another at the side of tractor road. The channel will be built with U shape concrete duct to lower the price. The concrete diversion inlets are embedded in the dike for irrigation. A 8m wide flood release channel with dry masonry wall will set in the new land area. d. Quantity for land creation The riverbed gravel materials will be used for the base layer of new land, and then leveling 15cm thick clay layer followed, and after compacting a final 25cm thick cultivated soil covered which is taken from Donghengshan, 5km away. e. Total cost for land creation The net land area is 292mu, and total area is 31 5mu including road, channel and field borders. The total cost is 5.1313 million RMBY. This cost will be from the land acquisition fee for the resettlers to be relocated to other place. 4-10 See Attachment 9 "General Layout of Construction in Host Area(l/1500)" for details. B. Soil Amelioration and Fermentation The new earth layers shall be fermented because it is a raw soil. The main measures are: to mix hluman and animal excreta, straw manure, etc. C. Types of Agricultural Product and Cropping System By the comments from agricultural specialist, the new land is able to plant vegetables to get high harvest. Besides, rice and wheat are also acceptable but lower output in the initial period. With the local climate and water source condition, 3 crops system will be realized i.e. rice-rice-wheat or rice-rice- vegetable, and full year vegetable planting is also available(to use green house technique). It is recommended: crops for vegetable-wheat or rice-rice-wheat in early stage. When the vegetable planting technique is mastered and market condition is cleared by the resettlers, the full year vegetable planting system will be performed. D. Prediction of Production Level With good natural condition, the auxiliary works of Shizikou reservoir for the north trunk channel of Lishimen reservoir was established upstream and the No.66 branch of the north trunk channel was just cross the host area. And, a gravity diversion charmel is planed to go through the host area, thus the irrigation condition will be guaranteed. The original production habit and skill will be not changed. The agricultural production is still mainly for rice in the early stage. The cropping system is of 3 crops per year(rice-rice-wheat). The multiple cropping factor is over 2.8. And, vegetable production is also available for increasing income, it will be gradually transferred as the vegetable production base of Chengguan town. a Present status of agricultural production All 584 resettlers are agricultural persons from Baizhang and Lingjiao villages. The farmland holding per capita in these two villages in 1997 were 0.82mu and 0.65mu respectively. The multiple cropping factor in the two villages is respectively 2.24 and 2.8; the grain output 687kg and 809kg per mu and grain production per capita 391kg and 301kg. Based on the above, the existing agricultural production level is not high. b. Prediction of production level and restoration measures in host area If it is all for grain production, the grain output in the first year will be 300- 400kg per mu; 400-600kg for -the second year; 600-800kg for third year; and 800kg for the fourth year. The grain holding per capita in the first year will be 4-11 superiority is not fully used so that it is recommended to plant some vegetables in the early stage to add income (by the agricultural expert's view, the new land is more available for vegetable planting). The production value of vegetable per mu will be 4000-l000OYuan and the net income will be 1500-500OYuan, which is higher than the land output value before relocation. The average income per capita will be 80OYnan if in this way. Besides, the production output and income will be raised up along with mastering the vegetable planting technique and being familiar with the market conditions. Based on the present production habit, skill -and psychological factor of resettlers, the agricultural production is planned as: For the first year, 80% of land is for grain production with expectable output of 350kg/mu, 20% of land for vegetable planting with expectable output of 3000Yuan/mu, and the net income will be 150OYuan; For the second year, 60% of land is for grain production with output of 500kg/mu, 40% of land for vegetable planting with output of 4000Yuan/mu, and the net income will be 2000Yuan; For the third year, 50% (or less) of land is for grain production with output of 800kg/mu, 50%(or more) of land for vegetable planting with 6000YuanImu, and the net income will be 3000Yuan. This schedule will guide the production of Tesettlers. c. Employment balance of labors - labor need for agricultural If 3-crops system is adopted, labor force per mu for farming activity is 32 man/days. 0.5mu of cultivated land is only 16 manldays.(more labors needed if planted with vegetables). The agriculture production has feature of long production cycle, big gap between farming and harvest period, seasonal and uneven working time for a year. It means that only part of family labor force could meet the need of farming -and field management. The surplus labor might go out for long-term, seasonal or temporary job inside or outside the county territory. Those who resettled near the county town will have more chances and be more convenient for new employment. - labor force balance in host area The resettlers will be 584, among them the labor force is 350 (about 60%). In the labor force balance plan, 50% of labor will do farming work in new created field considering the labor need of new land and actual condition of labor export survey(see attachment 2). 25% of labor (22.3% at present) is planned for 10 months(lO.8 months at present) for employment outside. 25% of labor in idle period of farming is planned for 2 months of temporary employment. The wage of this kind of employment is calculated of 80OYuanfmonth (l289Yuan/month at present).
