Page 8 Page 9 WHEREAS (A) the Borrower and the Association have entered into a Development Credit Agreement (Second Social Fund Project Credit - 3179-KH)) dated April 19, 1999 (the Development Credit Agreement), for the purpose of providing support for the execution of the Second Social Fund Project, as described in the Preamble and Schedule 1 to the Development Credit Agreement (the Project); Page 10 Page 11 (B) pursuant to the Development Credit Agreement, the Association and Social Fund of Kingdom of Cambodia (SFKC) have entered into an agreement, also dated April 19, 1999 (the Project Agreement), under which SFKC has undertaken to carry out the Project in accordance with the terms set forth in the Project Agreement; Page 12 Page 13 (C) the Borrower has requested the Association to provide further additional assistance in support of the Project to meet emergency needs in terms of rebuilding small-scale infrastructure damaged by floods during the 1999 - 2000 rainy season (the Floods), by increasing the amount made available under the Development Credit Agreement by an amount in various currencies equivalent to seven million nine hundred thousand Special Drawing Rights (SDR 7,900,000); and Page 14 Page 15 WHEREAS the Association has agreed, on the basis, inter alia, of the foregoing, to provide such additional assistance to the Borrower upon the terms and conditions set forth in this Agreement Amending Development Credit Agreement (this Agreement) and in the agreement of even date herewith between the Association and SFKC (Agreement Amending Project Agreement); Page 16 Page 17 NOW THEREFORE the parties hereto hereby agree as follows: Page 18 Page 19 ARTICLE I Page 20 Page 21 Amendments to the Development Credit Agreement Page 22 Page 23 Section 1.01. Section 1.02 of the Development Credit Agreement is amended by inserting in their proper alphabetical order the following new definitions, the existing definitions (c) and (d), (e) through (j), and (k) through (t) being renumbered accordingly as (d) and (e), (g) through (l), and (n) through (w), respectively: Page 24 Page 25 (c) "Amending Agreement" means the agreement amending the Development Credit Agreement (Second Social Fund Project) between the Borrower and the Association, dated April 19, 1999; Page 26 Page 27 (f) "Floods" means the flooding episodes which occurred in the Borrower
