The environmental protection work for this road project shall follow the guideline of "overall planning, reasonable layout, integrated utilization, turning harm into good, relying on general public, everyone participating, to protect environrment, and to bring benefit to people", and to adhere the principles of "prevention first, prevention combined with treatment, strengthening management, to promote treatment, and whoever causes the pollution should be responsible for treatment". Therefore, the enviromnental action plan was compiled based on the environmental protection targets, with stress on feasibility and operability of the action plan, to ensure the measures taken in different stages of design, construction and operation period to be effective and efficient to protect the environment, the public health and to promote sustainable development of transport environmental protection. 1. Main Items of Environmental Protection (1) Noise Non-continuous noise arising from construction work in road construction period and unstable noise from road traffic in road operation period. (2) Air Dusts and TSP arising from construction work site activities such as operation of transport vehicles and mixing plant, in road construction period, and the pollutants of vehicle emissions from traffic in road operation period. (3) Water and soil retention Soil erosion may occur in road construction period. There will be two large areas for spoils disposal, 14 places with deep cutting and filling, two quarry sites, and some areas with poor geological conditions. (4) Land use To reduce permanent land acquisition and temporary land occupation as much as possible, to reduce temporary land occupation time period, and to recover cover plant or back to original use in time. 2. Formulation, Implementation and Supervision of EAP The purpose of this environmental action plan is to set forth concrete implementation method for environmental protection measures, and to outline the requirements for the management activities of the supervision work in the project implementation period (design, construction), and of the environmental monitoring work in the road operation period. 2.1 Laws and regulations associated with environmental action plan (I) "Law of Environmental Protection of the People's Republic of China"; (2) "Law of Cultural Relics Protection of the People's Republic of China"; (3) "Measures Concerning the Environmental Protection and Management for Comnmnunications Construction Project" Ministry of Communications (MOC); (4) "Environmental Protection Design Specifications for Highway" (JTJ/T006-98, MOC). 2.2 Executive unit Organization of the implementation of the environmental action plan for the Zhangzhou-Huaan highway will be the responsibility of the Fujian Provincial Communications Department (PCD). Fujian Provincial Expressway Construction Headquarters (PECH) is responsible for implementation of the environmental protection measures in stages of design, construction and operation for the Project. 2.3 Supervision of the action plan Fujian Provincial Environmental Protection Bureau (PEPB), the competent authority for environmental protection under the Fujian Provincial People's Governnent, is responsible for overall supervision of the implementation of environmental protection work in the province. The environmental monitoring in the construction period is to be done by the supervising engineer and the local environmental monitoring department. The environmental monitoring is to be done by the local environmental protection department. Zhangzhou Municipal Environmental Protection Bureau (MEPB) is the competent authority of the local people's government for environmental protection in the area under its jurisdiction, responsible for the area's environmental quality taking necessary measures to improve the environmental quality. An environmental monitoring center station is set by the PEPB, and environmental monitoring stations are set at local (municipal / county) level, responsible for routine environmental monitoring work. Environmental Protection Actions 3.1 Design period (l) Reasonable selection of alignment In the process of alignment selection, the design institute has take into consideration of less occupation of farmland; protection of school, resident area, historical and flood control; resettlement, local land use development program, sources of the construction materials and materials storage site arrangement; to have avoided the built-up area; therefore there is no interference with the local land use development program for the townships of Huaan, Xinyu and etc.. (2) Community life In addition to preserve the original layout of the corridor for local communications, the design institute has set up 28 bridges, 4 intersections, based on 3 the opinions and suggestions from the local villagers' board, schools, governments and relevant departments, together with necessary safety facilities to ensure convenience and safety for local community life. (3) Flood control The main rivers crossed by the road project are Jiulongjiang river and its tributaries. At the feasibility study stage, a total of 26 bridges were decided to be built, including two large bridges, with discharge capacity for flood once in 50 years, as well as 102 culverts to ensure flood to be discharged smoothly in rainy season. There are farm lands and irrigation sysiem along the road area, some of the system will be partite or need to be relocated owing to the road construction, appropriate arrangements will be made to maintain the original irrigation system. (4) Soil erosion Cover plant plantation of turf, bushes, climbing shrub, arbors will be carried out for side slopes and road side areas; in combination with such engineering measures as stone pitching to prevent soil erosion based on geological and landform conditions. There is an integrated pavement and subgrade drainage system having been designed for the road project, both permanent and temporary, therefore, there will be little impact on hydrological system caused by pavement run-off and soil erosion. (5) Reduce land occupation Necessary measures have been taken to reduce the farm land occupation as much as possible in the preliminary design. (6) Land acquisition and resettlement It has been stressed in the feasibility study report the principles to be followed for the road alignment to be away from towns and villages as far as possible, to reduce farm land occupation and resettlement work to the minimum. Therefore, total 2 buildings to be resettled is 10,192 m, and total land acquisition is 167.5 mu, including 33.1mu farm land. Resettlement office is to be established by the owner of the road project to ensure accomplishment of the resettlement work before comrnencement of the engineering construction; and experts in social science are invited to form an independent supervising organ, to supervise implementation of the associated compensation and resettlement work for the benefit of the affected people, with the details as seen in resettlement action plan (RAP). (7) Water pollution Septic tank and sewage collection facilities shall be provided in bridge and tunnel construction work site to prevent the river water from being polluted. (8) Noise pollution 4 According to the forecast and assessment, there are measures to set up the sign of no horn around the road section close to Huangzao and Xinyu primary school and the measures to heighten the enclosing wall of the Huangzao primary school and Xinyu primary school and to plant green belt of trees to mitigate the noise impact, which should be included in the design and bidding documents. (9) Air pollution The areas for earth and stone borrowing, spoils disposal, and mixing plant are to be selected 300 m away from the sensitive points of resident area and schools at Huangzao and Xinyu, to avoid air pollution impact. (10) Protection of culture relics The owner of the road project attaches great importance to protection of culture relics involved in road engineering construction. According to the investigation no culture relics has been found along the road area. During the construction period, once there is any culture relics discovered, it will be reported to the culture relics protection department in time to take effective measures to protect the relics. 3.2 Construction period (1) Air pollution Dust is the major pollutant for air pollution in construction period. The main sources of the dust come from lime and earth mixing, material transport, and road construction machine operation, and some may be produced from cement concrete mixing and loading and unloading of the construction materials. To mitigate the work site air pollution for the benefit of the workers' and local residents' health, following measures shall be taken. (i) Airtight device should be provided for the mixing equipment. Labour protection should be provided for the workers. The mixing plant should be set at place there is no sensitive points such as resident areas, schools, and etc., within 300 m in the leeward direction. (ii) To sprinkle over the work site area of the mixing plant and the surface along the road for construction material transport. (iii) During the process of subgrade construction, proper sprinkle should be made based on the need of compaction for the material; and after completion of compaction, frequent water sprinkling shall also be needed done by the contractor to control dust flying. (iv) Dusty bulk materials should be covered during the process of transport and on the storage site; and the storage site should be over 500m away from villages. When earth is borrowed from nearby farm land, the surface soil of the land should be put in one place and put back to the land in time once the borrowing work is 5 completed. (2) Noise pollution The noises in the construction period mainly come from road construction machinery and transport vehicle. To protect the workers' health, necessary measures will taken to abide by the "Noise Hygiene Standard for Industry Enterprise", i.e. reasonable working shift be arranged, to reduce the time for the workers to be exposed to the noise, or by changing work shift so as to have time to recover his/her hearing ability. Meanwhile, proper selection of construction machine and technology and proper maintenance of the construction machines are also important to keep the noise at lowest possible level. For workers close to the machines ear plug should be provided and work time be shortened. Since human body is sensitive to noise, to ensure night time sleep for the residents within 150 m from the work site, night time (22:00 - 6:00) machine operation shall be prohibited. The noise produced by road construction machinery is characteristic of abrupt, irregular, non-continuous and high intensity. Investigation shows that the noise from the work site may exceed Class IV standard sometimes, which can be mitigated by different ways. For example, the operation of road construction machine with noise of high intensity may be arranged in the day time (6:00 - 22:00); or with the operation time to be adjusted for different machines. Particularly when it is close to school, more noise work mav be arranged at weekend. (3) Protection of ecological resource To protect ecological resources, it is not allowed to borrow earth from wood land and the wood land area shall not be used for storage of construction materials or setting up of labour camp. During the construction period cordon line shall be marked to cordon off the wood land area. Earth borrowing should be made outside the farm land area as far as possible; and when it is necessary to borrow earth from farm land, the surface layer (30cm) soil should be put in one place, and should be put back to the farm land once the borrowing is accomplished, so as to reduce the impact on the ecological system and farming to the minimum. The contractor should take necessary measures to reduce land occupation time for the temporary land use. Once the construction work is completed, restoration of the cover plant should be done immediately or back to original use. Personnel training shall be strengthened to protect the natural resources, to do the construction work by strictly following the requirements set forth in design stage. 6 The construction machines and vehicles shall follow the temporary road not to damnage farm land and wood land. (4) Soil erosion and water pollution Since the road is in hilly area with serious soil erosion, the soil erosion during the road construction period may be great owing to deep cutting and filling work; therefore, it is recommended that barren area should first be considered as borrowing area; and the contractor should be responsible for plantation and construction of water shield dam. For deep filling section, the earth side slope should compacted or built with pitching stone, provided with earth retaining wall, interception ditch, or covered with turf or climbing plant. With all these measures taken, it can be expected that the water and soil erosion caused by the road construction will be reduced to the minimum. Timely plantation of grasses and trees should be done on both sides of the road and the side slopes; and effective measures shall also be taken in time to restore damaged existing irrigation system or drainage system. The contractor shall from time to time check the drainage system and make sure it is working properly. Storage site for construction materials should be away from water source and be enclosed by brick or earth wall, to prevent the material from being discharged into water source by rainfall or surface run-off. Some temporary water drainage ditches or pipes shall be built in the process of drainage system construction. Sewage and wastes from labour camp and work site shall be treated or for farm land fertilizer, not to be discharged directly. (5) Traffic and transport The construction materials of steel, wood, sand and stone are to be purchased from other places or locally produced, most of which will be transported by way of local county and rural roads in distance. Therefore there will be more traffic on the existing road or may cause congestion; so necessary measures will be taken by the owner and the contractor to coordinate with the local public security bureau (PSB) responsible for road traffic management, to strengthen management to avoid traffic congestion. Temporary road for construction built by the contractor shall be on one side of the right of way of the road in principle. If more land is needed, application shall be submitted to the owner for approval, who will be responsible for all the land acquisition formalities; and the temporary road construction shall be supervised by the supervising engineer. The transport management program for the road project is as follows. (i) To ensure mobility of the road traffic, temporary road shall be built at road intersections; 7 (ii) Since the road project is reconstruction of the existing road, which is the major corridor from Huaan to Zhangzhou with busy traffic; so necessary measures shall be taken by the contractor to avoid traffic congestion, such as to deliver the construction materials to the work site by night or in off-peak time. (iii) Some of the materials, such as sand and stone, can be delivered onto the work site in advance in off peak season. (iv) The PSB traffic management dephrtment shall cooperate with the owner and the contractor to smooth the traffic and to deal with traffic incidents and accidents in time to ensure traffic mobility. (6) Labour camp management Septic tank shall be provided in labour camp with sewages regularly treated and used for farm land fertilizer and solid wastes shall be put in garbage tank in fixed place to be cleaned regularly, to prevent diseases from spreading. 3.3 Operation period (1) Control of traffic noise (i) To strengthen management of road traffic and road maintenance, and to ban vehicles with noise exceeding the standard limit on the road; (ii) According to the forecast, within the assessment area, the traffic noise by day will not exceed the Class IV standard (GB3096-93) (70 dB(A) by day, 55dB(A) by night) in the operation period. By the year of 2005, the night time noise level will exceed the standard within area 10 - 20 m from road; but by the year of 2015, the distance of the area with noise level exceeding the standard level still will not be up to 30 m, beyond the area over 30 m the noise level will be below the standard limit. Therefore the traffic noise impact area is small, only limited to the first raw building close to the road within 30m from road side. Table 3-3-1 shows the noise level at the sensitive points along the road area. It can be seen from Table 4-2-2 that (1) By the year of 2000, there will be no exceeding of the noise level over the standard limit for all the sensitive points either by day or by night; (2) By the year of 2005, there will be exceeding of 2.2dB(A) by night for the first raw building beside the road at the sensitive points of Huangzao and Xinyu; exceeding of 2.2dB(A) by day and 2.5dB(A) by night for Xinyu primary school; and exceeing of 2.3dB(A) by night for Huangzao primary school. (3) By the year of 2010, there will be exceeding of different extent for all the sensitive points except for the Xinyu hospital by night , with the maximum exceeding 8 of 3.7dB(A) (Xinyu and Xinyu primary school); and the maximum exceeding of 3.6dB(A) by day for the Xinyu primary school. (4) By the year of 2015, the Xinyu primary school will have exceeding of 4.8dB(A) over the standard limit by day; and there will be some noise level exceeding over 0.8 - 5.1dB(A) for all the sensitive points by night, which show that the impact of the road traffic noise on the sensitive points is small in the initial operation period; the impact on the Huangzao primary school and the Xinyu primary school in the mid and long term will be increased to some extent, meanwhile, the residents close to the road will be affected to some degree. Huangzao, Xinyu town plant of green belt of trees (200m long 20m wide) to mitigate the traffic noise. resident area (2) Control of vehicle emissions According to the forecast that in the operation period by the year of 2015, the maximum growth of the roadside daily average and one peak hour concentration of CO will be 0.079nmg/m3 and 0.138mg/m3 respectively; when added with that of the background value, the total pollutant concentration will not exceed the Class II 9 standard limit as specified in the State standard GB3095-1996 (4.0 and 10.0); and that the maximum growth of the roadside daily average and one peak hour concentration of NOx will be 0.025mg/mr3 and 0.040mg/m3 respectively; when added with that of the background value, the total pollutant concentration will not exceed the Class II standard limit as specified in the State standard GB3095-1996 (0.10 and 0.15). Therefore, the impact of the road traffic in the operation period on the ambient air quality is small. (3) Maintenance of drainage system Since dust and sand may be brought ov'er by rainfall or the surface run-off into the drainage system in operation period, the drainage system shall be cleaned regularly, particularly for the side ditches all the way through the road, to ensure effective work of the drainage system. Special attention shall be paid to the underpasses in rainy season, to prevent water accumulation inside the pass. Stone pitching shall be used for the outlet of the drainage system and the side ditches to prevent erosion. Materials spillage from truck may block the drainage system, which shall be cleared in time. (4) To keep road pavement clean Education and training of drivers and passengers to abide by traffic regulations and the public health to keep road pavement clean. (5) Bulk materials and dangerous goods transport Spillage of bulk materials, such as coal, cement, sand, stone, and etc., and chemicals over the pavement may cause pollution, therefore, necessary measures shall be taken to strengthen freight transport management and enforcement of dangerous goods transport regulations. (6) Suggestions for township planning Newly built resident buildings and public service facilities such as school, hospital, shall be arranged in area more than 100 m from the road side; and in the area within 50m from the road side no newly built above mentioned buildings shall be allowed. 4. Organizations and Duties for Implementation of Environmental Management The environmental protection office (EPO) of the MOC is responsible for environmental protection work in road and waterway transport field. Fujian Provincial Communications Department is responsible for environmental management work in capital construction in road and waterway transport field in Fujian province. The Fujian Provincial Expressway Construction Headquarters is responsible for the management of environmental protection for the highway project in construction period. The Fujian Expressway Co. Ltd. is responsible for the management of environmental protection for the road project in operation period, with the Huaan County Communications Bureau and the Environmental Protection Bureau responsible for coordination and implementation of the action plan. Figure 5-1 and Figure 5-2 shows the organization chart. Environmental Monitoring plan 6.1 Purpose and principles The purpose of the environmental monitor plan is to supervise implementation of each of the measures in EAP for environmental protection, to timely adjust the environmental action plan making it more effective and efficient, and to provide basis for formulation of time schedule and scheme for the action plan, as well as for post assessment of the project. The principle of monitor plan forrnulation is based on the 14 major impacts in each of the forecast periods and the indicators actually measured with emphasis on each of the sensitive points. 6.2 Monitoring target and item for each period (I) Construction period The main impacts in construction period are dust and noise arising from operation of construction machine; therefore it is required for the mixing equipment to be equipped with dust remove device, to arrange the mixing plant in proper place without sensitive point within areas 300 m from the work site. (i) Forecast shows that the noise level will meet the standard of "Noise Limits on Construction Work Site". (ii) The impact of flying dust will reach areas over hundred meter away; so it is necessary to sprinkle water from time to time, to reduce flying dust and to monitor the effectiveness of the sprinkle and to decide the right frequency of sprinkle needed. For unpaved road (temporary road and road under construction) it is very easy to have flying dust, so it is necessary to monitor the condition. (iii) In addition to the requirement for the contractor to take effective measures to reduce the flying dust arising from material transport; it is necessary to monitor the environment and strictly enforce the environmental protection regulations. Based on the environmental analysis and assessment, the monitoring items in construction period are TSP, noise and water quality (pH, CODcr, oil, DO, SS). (2) Operation period Since the main impact in operation period is road traffic noise, the monitoring item in operation period is ambient noise. 6.3 Environmental monitoring plan Based on the forecast and assessment of the environmental impact scope and the environmental quality for each of the sensitive points made in the EIA report an environmental monitoring plan has been formulated, as shown in Table 6-1. Investigation shows that there are environmental monitoring stations in Zhangzhou and Huaan with work staff over 50 - 100 and various monitoring equipment, capable and willing to do environmental 16 monitoring work for the project. It is recommended that the Zhangzhou or Huaan monitoring station be entrusted to do the monitoring work in the construction and operation periods. The cost of the environmental monitoring in the construction and operation periods for the project will be about CNY 105,000. 17
