Washington, D.C. 20433 Re: Loan No. 4444 CHA (Container Transport Project) Performance Indicators Ladies and Gentlemen: We refer to the Loan Agreement of even date herewith between People’s Republic of China (the Borrower) and the International Bank for Reconstruction and Development (the Bank) for a Container Transport Project (the Loan Agreement), and to the Project Agreement of same date between the Bank and Hebei Province, Inner Mongolia Autonomous Region, Zhejiang Province, and Tianjin Municipality (Project Agreement). 1. For purposes of Paragraph 3(a) of Schedule 4 to the Loan Agreement, the Borrower shall cause State Economic and Trade Commission through the Central Project Management Office to monitor and evaluate the carrying out of the Project and the achievement of the Project objectives in accordance with the indicators set forth in the Annex to this Letter. 2. For purposes of Section III (a) of Schedule 2 to the Project Agreement, Hebei Province, Inner Mongolia Autonomous Region, Zhejiang Province and Tianjin Municipality shall monitor and evaluate the carrying out of their Respective Part of Project and the achievement of the Project’s objectives in accordance with the indicators set forth in the Annex to this Letter.
