Basic Situation of the Project Brief Description of the Project Fushun Urban Transport Project (FUTP) is one of the three Urban Traffic Comprehensive Management Projects (Shenyang Urban Transport Project (SUTP), Fushun Urban Transport Project(FUTP), and Anshan Jianguo Road Traffic Corridor Project). It includes: (1) Infrastructure Components The infrastructure component of FUTP is comprised of two sub-projects: the construction of Hunhenan Road and the widening and improvement of Fuping Road. The proposed Hunhenan Road starts at the south approach of Hunhe Bridge (part of the North Ring Road to Shenyang) and ends at Dongzhou Bridge; From east to west, Fuping Road starts at Zhongyang Street (Kuangwuju bridge opening) and ends at Xiwu Street, total length is 1 km. Hunhenan Road, with total length of 24.8 km, includes 2 river crossings constructing, 1 existing river crossing upgrading, 5 interchanges constructing and 5 existing interchanges upgrading. * river crossing constructing: Guchenghekou Bridge Wanxin Bridge * existing river crossing upgrading: Haixinhekou Bridge widening * interchange constructing: Southern Interchange of Hunhe Bridge Southern Interchange of Heping Bridge Southern Interchange of Gucheng Bridge 8  Southern Interchange of Changchun Bridge Southern Interchange of Wanxin Bridge Wugong Street Viaduct * existing interthange upgrading: Southern Interchange of Gebu Bridge Southern Interchange of Jiangjun Bridge Southern Interchange of Sufu Railway Bridge Southern Interchange of Yongan Bridge Southern Interchange of Xinhua Bridge (Southern Interchange of Yongan Bridge and Southern Interchange of Xinhua Bridge will be upgraded to diamond interchanges.) Auxiliary facilities of the road include drainage, illumination, traffic management facilities, green spaces, bus off-lane bay, road maintepance facilities, sanitary facilities and environmental protection facilities. The details of land acquisition and resettlement of affected residents, enterprises, shops and relevant public facilities of infrastructure components will be described in following chapters. (2) Traffic Management Component The engineering improvement schemes of some road sections, the establishment of traffic control system and the construction of traffic management facilities are developed on the analysis of the traffic conditions of existing road network. A. 19 intersection channelization of Xincheng Road, Jiangjun Street etc. B. Traffic facility improvement of Dandong Road Corridor and Zhanqian Area C. Traffic control system. D. Obstacle-clearing vehicle procurement. This component will only involve the repair and improvement of some traffic control facilities and underground drainage, no other land acquisition and resettlement will be involved. (3) Public Transport A. The construction of a bus depot. The land occupation of the bus depot will be 31,000 m2. The bus depot locates at 15 Huaide Road, Xinfu District, Fushun City, where is the bus garage of No. 1 Bus Company. North of the bus garage is War Criminal Prison, east is the Administration Station of War Criminal Prison, west is Shenfu railway, and south is Traffic Bureau of Fushun County and residential area of Suncheng District. The land occupation of the existing garage is 32,000 m2. The new bus depot will be constructed on the site of existing garage. No resettlement will occur. B. Establishment of 4 bus exclusive lanes of Dandong road, Yongji road, Xinfu road and Liquan road. (4) Road Maintenance Component 9  According to the urban road construction plan and road maintenance index, we draw up plan of maintenance equipment improvement, professional technician training and key road maintenance. It includes road maintenance of Beizhen street, Yongning street, Suihua road and Heping road. Only existing roads and drainage facilities need to be maintained and adjusted. No land acquisition and resettlement will occur. For the Sketch map of Hunhenan Road and Fuping Road, see the attached map. Hunhenan Road is to start in April 1999 and to finish in Nov. 2003. Fuping Road is to start in April 2000 and to finish in November 2000. Areas Affected and Served by the Project Areas affected and served by the project are Fushun City, Liaoning Province. The project will play an important part in meeting the needs of urban construction and development and in solving urban traffic problems. The construction of Hunhenan Road will improve the traffic condition and investment environment, and will promote the social economic development in the areas along the road. The research scope of the project is about the construction of Hunhenan Road and widening and renewal of Fuping Road (infrastructure components). Hunhenan Road will be the first expressway in Fushun City. After it is built, it will meet the traffic functions of both high speed and large capacity and solve the traffic problems of long distance and crossing regions in Fushun City. Therefore, it will strength the traffic relations among the urban areas, between groups, and, the central area and suburb areas. It will not only solve problems on traffic jam, but also improve the traffic capacity of the roads, which go from east to west. It will play an important role in urban traffic and in ensuring the smooth traffic outside the city. The widening and improvement of Fuping road will play an important role in connecting the missing link of Xiwu street, improving the traffic conditions of Nanzhan Area, dredging traffic flow (truck) that go to southern mineral area. Social and Economic Background of the Project Fushun City is located in the eastern mountain area of Liaoning Province, from E 230 39'42. to 125
