INTRODUCTION 1.1 Background Liaoning Urban 'I'ransport Project- Fushun Subproject is essentidl to improve existing traffic condition in the urban center in Fushun, smooth east-west traffic flow, and also facilitate municipal economic development. The State Environmental Protection Agency(SEPA) and the World Bank has paid a great attention to Fuslhun Subproject, and reviewed the Environmental Impact Assessment(EIA) report of Fushun Subproject. The EA Report on the project has drawn the following conclusions: the project will help reduce the traffic congestion in the urban area of Fushun, improve people living quality in urban area and facilitate economic development. Although air pollution and noise level will increase in some extent along the project road, the implementation of the project still has positive impact for the pollutant control in entire city. When the constLuction of this project is finished and put in operation phase, more Motor Velhicles(MVs) in urban center and in east-west traffic direction will be attracted towards such a newly finished traffic route. Thus, a better air quality and lesser noise impact will be provided in the urban center. Meanwhile, the increase of vehicle fleet and traffic speed will result in worse air quality and higher noise level along the project road. In order to minimize the potential environmental impacts, appropriate mitigation measures for air quality and noise impacts will be taken in Environmental Action Plan(EAP). The appropriate mitigation measures will reduce various negative impact on the environment. Moreover, the transport management and tree planting in urban area will also be strengthened so as to improve environmental quality in Fushun. The environmental impacts of the Subproject, such as emission pollution and traffic noise, have been identified in ELA Report. A Motor Vehicle Emission Control strategy will be developed based on pollution control in whole city. The mitigation measures in EAP is to develop appropriate project option in design phase and implement the project properly. The EAP is a guidance document to take care of environmental issues and reduce the project impact on environment, which includes corresponding mitigation and monitoring measures and training program and required those involved in phases of design, construction and operation of the project. After field survey and investigation has been conducted by EIA Team, Fushun Project Office and the engineers from design institute, proper mitigation measures of management and engineering will be taken in the design of the project. These proposed measures are technologically and economically feasible. 1.2 Objective The major environmental issues involved in Fushun Subproject focus on noise and air quality. Meanwhile, environmental management and monitoring program in the construction and operation phases will be developed in this EAP. The EAP report will commit to implement the mitigation provided in EIA report, and this document will be used to supervise whether all mitigation measures are enforced during construction and operation phases. The EAP will be used as: * A specific document for contractors, supervisors, and relevant staff involved in the project to evaluate their works * A basic document to verity the obligations and duties to be carries out by relevant agencies involved in the project 1.3 Project Overview 1.3.1 Objective In accordance witlh Fushun Transportation Development Planning, it is planed to develop Fushun's transport network with rational structure and hierarchical layout in future decades. The transport network is to realize an integrated traffic system majored by public transport, and associated with electric-train route, which has sound traffic capacity, modem traffic management, balanced traffic demand. Based on the geographic characteristic(long distance of about 30 km from west to east, short distance of about 7-8 km from north to south) in Fushun, it is proposed to built Hunhenan Road into an expressway to across the city from west to east. The proposed Hunhenan Road will be a main axle of the city to speed up the development of the other expressways of Gebu Corridor, Ningyuan Corridor, Wanxi Corridor, and Jiabang Corridor in north-south direction. Thus, in the urban center, a "cross" traffic pattern will be form by east-west and south-north expressways and a "square" traffic pattern will be form by North Ring Road and South Ring Road. Therefore, a traffic pattern or configuration of a Chinese character" " is shaped in Fushun. According to the design option screening and related comprehensive analysis on all project proposals, Fushun Municipal Government decided that Hunhenan Road is crucial project to reach the goals of4 Fushun 's Master Planning and realize the objectives of economic development. The project will be partially financed by the World Bank, which will reduce the difference of traffic condition between Fushun and other cities with better traffic and speed up the economic development in Fushun. 1.3.2 Project Description Fushun Subproject includes following components: 1) Infrastructure; 2) Traffic Management; 3) Public transport; 4) Road Maintenance. The detailed components are described as follows. 2 Liaoning Urban Transport Project-Fushun Subject Environmental Action Plan (1) Infrastructure Project The infrastructure project includes the construction of Hunhenan Road (expressway and local road ), upgrade of Wugong Street and missing link connection of Xifuping Road (Fig.1-1). The Hunhenan Road is comprised of expressway and local road. It starts at south approach to Hunhe Bridge of the North Ring Road to Shenyang, and ends at -Dongzhou Bridge, with a 24.6km of total lengtli. The cross-sections of these roads are illustrated in Fig.1-2. Xifuping Road is lqcated in central urban area of Fushun city. It will be connected and improved to 15 m in width. The total length of the proposed road is 1 km. Its cross-section is illustrated in Fig.1-3. Wugong Street, with total length of 1660 m and redline(the definition of redline is the boundary line of road way) of 23-30 m, is located near central railway station in Fuhun. It is connected directly with Hunhenan Road. It will be partially upgraded and improved.
