Page 1 CONFORMED COPY LOAN NUMBER 4324 UA Loan Agreement (Kiev District Heating Improvement Project) between UKRAINE and INTERNATIONAL BANK FOR RECONSTRUCTION AND DEVELOPMENT Dated October 14, 1998 LOAN NUMBER 4324 UA LOAN AGREEMENT AGREEMENT, dated October 14, 1998, between Ukraine (the Borrower) and INTERNATIONAL BANK FOR RECONSTRUCTION AND DEVELOPMENT (the Bank). WHEREAS (A) the Borrower, having satisfied itself as to the feasibility and priority of the Project described in Schedule 2 to this Agreement, has requested the Bank to assist in the financing of Parts A, C.2 and C.4 of the Project; (B) Parts A, C.2 and C.4 of the Project will be carried out by Kievenergo (as hereinafter defined) with the Borrower
