The implementation progress over the past period further intensified following the restructuring of the Project on November 24, 2015. First, the Government has submitted to the Bank the evidence confirming that the first post-restructuring Disbursement Linked Indicator has been met. Also, the Operations Manual for the Support for Education, Empowerment and Development (SEED) program was finalized and printed. The Beneficiary Management Information System (BMIS) has been completed and its testing in the MOSDH is on-going. The MOSDH has also intensified efforts related to population of the beneficiary database. The original data import team has been strengthened and the initial data entry process has completed. Also, the reconciliation of the imported data has been completed. In spite of the progress, there are still a few issues that will need to be addressed to enable successful roll-out of the SEED program.
