Preparation of necessary documentation for the first year investments, though initially delayed, is now advancing. It is planned that out of 10 ongoing tender procedures (total value of 370 million EUR), 4 contracts will be signed within the next 3 months (representing a commitment of around 110 million EUR). By June 2017 (FY16 close), an additional 3 contracts may be signed bringing the total committed amount in contracts to 205 million EUR. PIUs are ready to implement programs and are mostly staffed appropriately. Some initial challenges were faced with agreeing to the flow of fund arrangements, but these appear to be resolved. The conclusion of financing agreements with each of the Marshals is urgent. Continued pro-activity in implementing the requirements of the Bank vis-à-vis environmental and social safeguard compliance requirements is needed, particularly with respect to land acquisition and environmental impact selection criteria. Complaints from environmental NGOs and others will be monitored closely and discussions between these groups and the PCU/PIUs and Ministry staff will be facilitated. For the RZGW Wroclaw programs, confirmation is needed from the Ministry of Maritime Economy Inland Navigation (MEIN) and the Ministry of Environment (MoE) to proceed with the agreed work programs. Finally, given the importance of Component 4 (IMGW) to the overall success of the project, acceleration is needed and procurements related to the technical support consultancy and operational flood centers are priorities. New Polish Water Law. The Polish Water Law has reached Polish Parliament for discussion. This change to the law and institutional arrangements are to meet the ex-ante European Commission (EC) requirements complying with the Water Framework Directive (WFD) . Complying with this condition is important to secure the use of EU funds (200 million EUR) for the OVFMP.
