(7) Annexes :Environment Operation Esscsntial Factors fof Jiangzhang-Famen Temple Highway -.-.- .(9) 1 A Brief Introduction The purpose of drawing up the environment operation- is to achieve the enivronmental protection targets put forth in EIA of Jiangzbang -Famen Tem- ple Class-two Auto--only Highway,i. e. to decrease unfavourable impact on environment to a mirinmum on basis of the data provided by EIA of the project and the World Bank. 1.1 A Survey of the Project Janigang-Farnen Temple Class-two Auto-only Highway is a high- speed road connecting Xi-Bao Expressway with the Famen Temple with a to- tal length of 20. 092 km and a total cost of 117,281,600 yuan RMB. The recommended route has been choosen from three alternates on the ba- sis of the following factors: less land requisition and removal,less impact on the local residents ,less amount of work ,less impact on cultural relics and remains etc. 1.1.1 Major Technical Specification it will be built according to the specifications set for class-two auto-only highway on slight rolling areas. Soil Vegetation The proposed J-F Highway lies on the plateau terrain,partially WeRiver 2 - terrace. The area is feritle as a crops and oils base in Shaanxi province. Along the route there are not natural vegetation ,forest and wasteland. According to the one-the-spot surveyq,there no rare plants and aniimals. 2. Agriculture Production The project area is agriclural farmland. The main alimentary crops are: wheat,corn and rice with per mu yield of 530kg;the industrial crops: pepper, tobacco,cottong,vegetables etc;,oil crops:rapes1peanut. In recent years,apples are planted,but still unfruited. 3. Agriculture Soil The soil is not suffering from Pb, it is fertil. 1. 2. 2 Main Environmental Sensitive Spots and Sorroundings Quality within the Range of Assessment 1. There are only nine villages with the population of 3,600 from 800 households which will be effected, 144 residents from 33 households being the first. Surroundings Quality 1)Acoustic Environment Quality According to the survey,the acoustic environment is good,and the sur- roundings are quiet. 2)Atxnospheric enivronmnent quality According to the 1995-s survey,the primary value and daily average value .3. of CO and NOx did not exceed the standard ;the primary value of TSP did not exceed the standard either,but the daily average-of TSP exceed the standard. It rection to platean. 3)Drir.king Water The residents drink ground water which accords with the standard. The Wei River through which the water passes hai been polluted at the upstream sections. Thanks to the drainage from the industries,so the water is suitable only for irrigation. 1. 2. 3 Tourist Resoureces and Historical Relics Being rich in plentiful tourist resoureces, this area has become one of the irnportant tourist resorts. 1. -In the boundries of Fufeng County,there is a worldwide famous Bud- dhist Temple where Sakyrmuni finger relic is kept. And this has made it attrac- tive for toursits in the western part of Shaanxi. 2. 15km south of the termination place of the route is the TaiBai national forest park which features beautiful scenery,complete glacial topography,vari- ous temples, abundant animal and vegetation resoureces, medical hot springs which attract many tourists. 3. Along the route at Xiahecun Village remains, tombs and Faipacun Remains and tombs of West Thou and Han dynasties. Yangshao Cluturee remains were found ,which is the county-leveled relic. .4. 2 Major Impacts on Environment and Preventioan/Control Measures. 2. 1 Major Impacts on Environment 2. 1. 1 SuTface Water 1. The water in Wei River is polluted seriously because of the enterprises upstream ,not from the construction of the road. 2.1. 2 Inpact on Residents Life and Production 1. There will be much effect on farming,irrigation works and traffic be- cause of interchanges,overhead bridges, and culverts 2. According to the prediction,during service period of the road it will not affect the villages much in acoustic environment, atmospheric environment, water quality and soil. 3. During construction,the project will result in constructin noise,dust, bituinous smoke and sewage. But because of the small scale of construction,the effect will not be obvious. During construction,traffic volume will increase on the available Fufeng-Famensi Temple road ,and some slopes and sharp turns will impact on the traffic only if some safety staff arranged - 2.2 Prevention and/or Control Measures The following measures are to be taken to decrease the effect to a minim- um. 2. 2. 1 Water and Soil Conservation 1. Earth and stone transport vehicles are not allowed to be overloaded to decrease sprinkle. 2. Rolling work should be done timely after filling to reduce soil erosion. 3. Earth,sand,and Iime at material site should be covered. 4. A sedimentation tank will be set up at edge of cut-off. At the borrow area,runoff chute and the sedimentation tank are connected in order to the re- duction of soil erosion at borrow site. 2.2. 2 Effect on the Residents Life and Productin Should be Reduced 1. One especially large bridge, three small bridges, one grade separation and three overhead bridges have been designed to nmeet the need for passage. 2. The foundation constructin w3ll be in the dry season. To meet the need of flood relief.the river course should be dredged before the rainy season. 3. No construction Is allowed from 22:00 to 6:00. 4. Mixing stations should be as far as 500 m away from villages to the leeward. 5. Regular water spraylng wlll decrease dust at the construction sites. 6. Sewage should be disposed of somehow before discharging, while grabage moved away when the project is completed. The project environment operation factors are listed in Annex table. 6 - 3 Environment Monitoring and rmplementation Plan 3. 1 Environment Monitoring Plan The Environment Monitoring Plan Is two phases,the plans of which are shown In table 3-1 and 3-2. There will be only one tender section for the construction phase with one part-time supervLsor to monitor noise,vlbratlon & dust,and he also shall make reports to the project environment monitoring office regularly. A person in charge of environment wlll be provided under the leadership of the supervl- sion headquarter. The TSP monitor is carried out in the central laboratory. 2. The Environment Protection Office of SPCD will take the responsibili- ty for the environment administration. .
