It starts at the ramp of Jimjia Intersection in Chenchun of Xian-Lintong Expressway and ends at the right-an- gle intersection in the middle part of Qinling Road at the north side of the museum, Csee the Route Line Geographical Location). The highway has a length of 5. 90 km with a total land use of 228. 71 mu and an investment of 29941000 yuan. Traffic Volume Table 1-2 is the traffic volume of the proposed highway. Vegetation -2- 228. 71 mu of land use of the highway are all farmland, which shows that there is no natural iregetation. forest and wasteland in the area. After practical investigation, we have found that there are wild animals, and it is an agriculturally cultivated area with different crops. 2. Agricultural Production The main agricultural production in the area is food crops such as wheat and corn, veg- etables and fruit trees (persimmon) are also grown. As the soil is fertile and water conservan- cy equipment is complete and all farmlands can be irrigated(from wells) . Agricultural pro- duction is higher with an average production of crops 1000kg/mu.vegetable 2000 kg/mu. 3. Agricultural Soil Through testing, the soil in this area is very good and not polluted. by Pb. 1. 2. 2 The Villages in the Assessment Scope and Their Living Environment Quality 1. The Statistics of the Villages and Population Table 1-4 is the distribution of the villages and statistics of the population along the pro- posed highway. Living Environment Quality (1)Acoustic Quality Thiough practical monitoring the acoustic environment quality along the proposed highway can go with GB 3096-93 standards in Class I area. The villagers can live a quiet life. (2)Atmospheric Environment Quality From the information from Lintong Environment Monitoring Station in 1994: - One density value of NO. in the area is not over thie daily average standards. * One density value of CO in TWHM area goes with the class I daily average stan- dards. -3- * The density value of SOz and TSP in winter is over the standard but normal in other seasons. (3)Dinking Water The drinking water in the project area comes from wells. Only people in Xujiangou use running water from Xian Sewing-machine Factory. The water there is good in quality. 1. 3 Cultural Relics and Tourist Resources Lishan area the highway passes through is rich in tourist resources and has become an important tourist spot in Shaanxi Province ard Xian. This area is in Xian Satellite City and in the east- of Shaanxi 800 li Plain. There are human interests with the background of Zhou, Qin, Han, Tang dynasties; Li Mountain natural landscape and a lot of historical relics. They altogether make the area one of the most interesting and attractive tourist spots in China. even in the world. 1.3. 1 Li Mountain Natural Landscape The landscape and hot spring in Lisban is well-known in history. It was said that, two thousand years ago, the king in Zhou dynasty - Zhou You Wang built up Li Palace near Shiwanggou Waterfall. The Hot Spring Palace in Tang dynasty is very famous at home and abroad, which have attracted many tourists from all over the world. There are 21 scenery spots here, with the glow of sunset being the best one of the eight great views in Guanzhong Plain. On Novermber 8, 1982, Lishan Scenery Spot was decided as one of the first national spots for protection by the State Council. 1. 3. 2 Human View There are -more than 60 historical remains and relics from many dynasties here. Terra-cotta Warriors and Horses Museum: This is taken as one of eight wonders by people in the world. In 1992, Qin Shi- huang Tomb and warriors and horses pit were listed in world culture bequuests by ESCD of UN. The Beacon Tower: The ancient beacon tower on the first peak of Lishanis is the ruins used to tease fedual lords by King Zhou You. As the route line passes by the edge of Yuchi Cultural Ruins, the construction will not produce distict influence on it. 2.The Warriors and Horses pits is the only one that is unearthed and exhibited. Because of its extremely great value and significance, the environmental protection of the relics need to pay great attention to. The shortest densitation of the highway is 700m away from the muse- um. The pollution such as noise, vibration, waste, gases and dust will not produce much in- fluence on the relics. On the contrary. with the completion of the proposed highway, and with the improvement of the highway grade, the present driving time can be shortened, traf- fic volume and congestion can be reduced, hence diminishing the whole area's traffic pollu- tion. 2. 1. 2 Living and Production Influence in the Area 1. As the proposed highway has a short mileage and a smaller scale and since there are enough passageways, intersections and culverts along the route line, the highway construction will not produce much influence on the farmland land irrigation and public's commuftication. 2. Through measurement, there are no obvious influences on the villages' acoustic, atmo- spheric environment and agricultural soil during the service time. 3. Construction noise flying dust, asphalt mist and living wastes during construction time will bring short-term influence to the area but to a smaller degree because of the small construction scale. 2. 2 Preventive Measures The construction of the proposed highway will produce some influence on the envi- ronment during the construction time. In order to reduce this influence to the smallest degree, We plan to take the following protective measures. 2. 2. 1 Relic Protective Measures 1. During the line selection, a consideration was already given to pass the route line from the outer edge of the Qinyuchi Relics so as to reduce the infuence on it to the least possible degree. 2. Before frimal implementation, the provincial archaeological institute will excavate the -6- places near the Qinyuchi Relics that the route line will pass. 3. During the construction, as soon as any historical relics is found, the contractor will stop the work, report it to the supervision engineer, rope the place and inform the local relics management department of it. The work won't start until any necessary work on it has been done by-the concened relics departments 2. 2. 2 Reduction of Influence to the Local People's Life and Production 1. There are 5 passes along the whole line, which is enough for the people's need for their farmng, travelling and communication. 2. No construction work will be carried out from 10: 00 Pm to 6. 00 Am the next morning. 3. Asphalt material mixing station should be set up leeward 500m away from the villages and more than 1000m away from Terra-cotta Museum. The important elements of the project's environment action plan are listed in the At- tached List. -7- 1f Environment Monitoring and Implemention Plan 3. 1 Environmental Monitoring Plan The proposed highway's environmental monitoring plan will be conducted in two periods. construction period and service period. The monitoring tasks in each period are listed in Table 3-1 and 3- 2. The environment monitoring spots distribution is shown in the Attached Drawing. As this project has a small construction scale, no special office for environment man- agement should be set up during the construction period. The environment management of the project will be done by the environment supervision section of the supervision engineer headquarters of Shaanxi Highway Project( I ). The project has only one bid section. One part-time environment supervision person will be in charge of the monitoring work for noise, vibration and falling dust during the construc- tion period.. He is supposed to report the environment monitoring conditions to the higher lev- el departments. but TSP monitoring will be conducted by the monitoring group of the contral lab. 2. During the service period, the project's environment protection work will be in the charge of a vice department head from Xian-Lintoing Highway Administration Department subordinated to Shaanxi High-grade Highway Administration Bureau. The work should also be under the direction of another head in charge of environment work from Shaanxi High- grade Highway Administration Bureau. The environment protection office of Shaanxi Transportation Department will be responsible for the environment management during the service period. A vice head of SHHAB will be in charge of the environment work and a section chief of it will deal with the routine work. The monitoring work during the service period will be implemented by the environment monitoring office of Shaanxi Transportation Department. 3. 2. 2 Devices Allocation During the construction period, there should the following devices for environment moni- toring work in the field testing lab: 1. acoustic level meter 1 piece 5000 yuan 2. accelerometer 1 piece 15000 yuan 3. falling dust testing equipment 1 set 500 yuan 3. 2. 3 Personnel Training The personnel involved in the project's environment supervision will receive about one- month environmental knowledge traing in Xian, during which they learn something about laws, regulations and function concerning environmental supervision, about testing methods for the field monitoring and about how to write such reports. 3. 2. 4 The Estimation of the Monitoring Work and the Financial Sources As this project has a small scale, there won't be remarkable influence on the envi- -9- ronmrnt. However, attention should still be paid to the environmental change. The estima- tion of the monitoring work is listed in Table 3-3.
