Background and Rati( i-i.ile PNOC-EDC plans to devel( the Pataan Sector of the Northern Negros Geothermal prospect for a po v ir generating capacity of 40 MW (Figure 1). The development will consist of tari1porary facilities for the PNOC and contractors, access roads, five productiori and four reinjection pads, a power plant complex, and a fluid collection and isposal system (FCOS) consisting of pipelines, separator stations and therm; ponds. A survey of the site reveals that some of these facilities will unavoida, ly be located in areas where there are existing houses, agricultural crops an(' man-made structures. Cognizant of its social respol'3ibility, PNOC-EDC has a standing policy to fully compensate the affected resiiE.nts of any damages and to replace all structures, amenities and livelihood. This resettlement plan is formulated to address these requirements. 1.2 _ Project Objective Specifically, the Program aims to: a. Relocate houses and othe!- structures to areas where residents are not exposed to health and safe :y hazards which rmay be brought about by the project and at the same.tir;e keeF the geothermal exploration free from obstructions . and access problems, thereby facilitating development activities; b. Ensure that affected households are fully and justly compensated for any crop and property damages; c. Help the relocated households regain and improve their standard of living in their new settlement site:s; and, d. Facilitate the formation of a community institution that will promote unity, self-reliance and productivity among the relocated households and engender harmonious relationships between the Company and community. c:\2000jgb\reloc\nngp\rel2OQQl.doc. 9/14/00 Im' NNGP Resettlement Plan Page 2 2.0 Baseline Information 2.1 Census of the Affected Population Affected Structures. The proposed 40 MW Geothermal Power Project in the Pataan sector will affect a total of 38 residential houses, 4 farm shacks and a military detachment. The affected structures, their owners, occupants and the :affecting project facility are listed in Table 1. This list is based on the recommended 500-meter air quality', safety and security buffer zones from the power plant and well pads (NNGP EIS, p7-50) and on the 50-meter safety buffer from the FCDS pipelines (Figure 1) Table 1. The average floor area of these structures is 21 sq m. B33secd on estimates of the cost of materials and labor, the structures have an a iernige monetary value of around P11,000 (Table 2). Figure 2 shows photograr.hs of the typical structures in the area. Profiles of the affected structures are prcv, Jed in Appendix 2. Socioeconomic Characteristics of the Affecte Households. The affected area includes the marginal agricultural areas at t ie edge of Mt. !Kanlaon National Park (MKNP) (Figure 1). The project will affef t a total of 38 hoiseholds or a total of 212 people. The socioeconomic conditions of the hou 3el iolds are t\, pical of the marginal upland areas in the country, characterized ty landlessriess, low educational attainment, low income and lack of skills. Although about 40% of the affected households can now claim ownership c f the land they occupy under the Comprehensive Agrarian Reform Program (CARP), none of them were original landowners. The average educational attaii iment of household heads is Grade 5 and the average household income is onl,i P43,501 per annum or P7,500 per capita which is about half of the current regional average of about P14,300.
