OFFICIAL DOCUMENTS AMENDMENT No. 3 TO THE AGREEMENT FOR PROVISION OF ADVISORY SERVICES BETWEEN THE BULGARIAROAD INFRASTRUCTURE AGENCY AND THE INTERNATIONAL BANK FOR RECONSTRUCTION AND DEVELOPMENT, DATED OCTOBER 25,2012 This amendment is made on the day 1 of E((1, 2015, between the ROAD INFRASTRUCTURE AGENCY (the "Recipient" or "RIA") and the INTERNATIONAL BANK FOR RECONSTRUCTION AND DEVELOPMENT (the "Bank"), jointly referred to as "the Parties", to the Agreement for Provision of Advisory Services between the Parties dated October 25, 2012 (the "Agreement"), as amended. This Amendment No.3 is made in accordance with Article 17 of the Agreement. NOW THEREFORE, the Parties agree that the Agreement shall be amended to read as follows: Art 1. Art. 11 (a) from the Agreement is amended as follows: Art. 11.(a) The Recipient shall pay the Bank an amount not exceeding BGN 6,407,000 (six million four hundred and seven thousand Leva) for the approved outputs reflected in the Schedule of Outputs as per Article 1 of the Schedule to this Advisory Services Agreement. Art. 2. Art 13 (a) from the Agreement is amended as follows: Art 13(a) This Agreement shall expire on December 31, 2015." Art.3. Art. 1. Para 6, second bullet in the SCHEDULE of the "Description of the advisory services" is amended as follows: "Preparation of Terms of Reference (ToR) and survey questionnaire to undertake road user satisfaction survey". Art 4. A new Para 8 is inserted in the SCHEDULE of the "Description of the advisory services" to the Agreement and reads as follows: "8. Development of a Comprehensive Vision for the Introduction of the Electronic System for Provision of the European Electronic Toll Service (EETS), with deliverables: 8 A: Inception report and detailed work plan for electronic collection of road taxes. "8B: Report: Analysis of the opportunities and options to transform existing Vignette system into an Electronic Toll Collection System. Development of a detailed specification for the Electronic System for the provision of EETS. 8C: Report: Development of Strategy, Business model and financial planning for the implementation of the Electronic System for the provision of EETS. Except as amended herein, all the other provisions of the Agreement shall remain in full force and effect. This Amendment shall become effective upon it being duly signed by both Parties and as of the day the Bank has received a legal opinion from an authorized official that all legally required national procedures for the entry into force of this Amending Agreement have been fulfilled. As part of this amendment is a revised schedule for implementation of the activities.
