SUPPLLEKENTARY REPORT ON ENVIRONMENTAL ASSESSMENT FOR THE ASSOCIATED TRANSMISSION LINE OF BEILUNGANG POWER PLANT NO. 5 UNIT '13 ZHEJIANG PROVINCIAL ELECTRIC POWER DESING INSTITUTE DECEMBER, 199f SUPPLEMENTARY REPORT ON ENVIRONMENTAL ASSESSMENT FOR THE ASSOCIATED TRANSMISSION LINE OF BEILUNGANG POWER PLANT NO. 5 UNIT The 500 KV Beilungang Power Plant to Shaoxing substation (the third circuit) transmission line is an associated project of unit No. 5 of Beilungang Power Plant. The total length of the line is about 14OKm. The line route in Ningbo area, is restricted in its selection because of the airport and radio facilities. On the other hand, in recent years, the economic development in Ningbo area is rather rapid, therefore, the third circuit can only be departed from the original two circuits and runs past Ningbo, Yuyao up to Fongwei Town of Shanyu and then again runs in parallel with the original two circuits up to 500 KV Shaoxing substation. In Ningbo, the terrain is flat. Due to the dodging of obstacles and to avoid the demolishing of houses, the line makes many turns. The rest of the line route is mostly in hilly region. The highest elevation is about 6000m. The vegetations along the line route are pine and miscellaneous trees with very little trees of economic importance. 1. The method of curbing & reducing unfavorable impact for this project (1) Selection of project locations The locations of 500 KV transmission line route should be selected where there is no important environmental resources or values, no damage to continental or marine ecological resources, no harm to historical relics nor articles of historical importance, no fire hazard nor seismic interference; minimal demolishing of houses, the location is not a scenic spot nor is a place for environmental beautification. The project should not contend for materials & technical workers with the local enterprises. (2) Methods to be applied during construction Priority should be given to the use of local labors and reduce the number of immigrant workers; use dust suppressor to reduce flying dust; in leveling ground, fouled water should go through settling before discharge, the precipitation can still be used for filling ground, the remaining portion will be dumped to the waste land, to avoid possible flying of dust, sprinkle a little water on the dumped area. During transportation, negotiation should be made with local authorities and the public, r avoid centralized transportation, a safety monitor should be assigned and full understanding should be obtained from the local public. (3) Water discharge during construction WSZ-1 type waste water treatment device will be used to treat domestic waste water; high efficiency oil treatment device will be used to treat oil laden water in case of fault and neutralizing basin should be used to treat the acidic waste water produced during battery maintenance. (4) Noise prevention measures The noise level of the main transformer should be lower the IEC & GB1094-86 standards value. Where people are concentrated, noise absorbing or insulation materials should be used in the building. (5) Static induction, electromagnetic interference prevention measures The line route should be properly selected, reduce the sheath grounding of the communication cables, install shield wire where good shielding is desirable, so as to minimize the impact of electromagnetic induction on the communication system. 2. Conclusion (1) Impact on the natural environment (a) Water body: the waste & sewage water produced in this project should meet the quality requirements of GB8979-88 before discharge. The dust, suspended solids and domestic waste may affect the quality of surface water, after precipitation & clarification, the clean water will cause little impact on the environment. The oil laden waste water produced in substations as well as the acidic water can be treated by special treatment device which have already considered in the design. (b) The line route: according to system planning, the third circuit of 500 KV Beilungang -- Shaoxing substation line will run on the south side of the original double circuit lines, in order to minimize the impact on various units, the line in the city area will run independently up to Fongwei Town of Shangyu and then again run in parallel with the original circuits right up to Shaoxing substation. The line corridor has been planned and agreements reached with the local authorities. The line causes no impact on factories or mines, the city planning, military facilities. The unimportant building which can not be dodged will be demolished, hence, the line causes no impact on the local inhabitants. (c) Noise: the noise level of the main transformer in the substation causes no impact on the environment (please refer to the assessment report). The audible noise at the edges of the line corridor meet standard requirements. The noise produced in substation when they are in normal operation has little impact on the environment. (d) Electromagnetic effect: the electromagnetic effect of the transmission line is mainly caused by electric field, magnetic field & corona. The design of this project has considered such effects, the line route is 300 m. and more away from the local communication lines and the angles at crossing can meet specification requirements, therefore, this project causes no electromagnetic impact. Along the line route, there are no radio transmitting & receiving stations, navigation guidance station, direction orientation station nor seismic survey station. The interference level of this project can meet relevant standard requirements. The conductor arrangement of this project is of horizontal or triangular formation, the DC component of maximum field intensity at ground level is 10.4 KV/m. and 10.8 KV/m. respectively, the distance from the center of the axis of the transmission line is 8.2m. & l0.6m. respectively. At a distance of 12-22m. from the center of the line axis, the field intensity is lower than 5 KV/m. (2) Impact on ecological resources (a) The forest: this project does not include rare plant species. When passing through industrial crops, use high crossing as far as possible. The impact on trees, industrial crops and fruit tree is acceptable. (b) Environmental sensitive area: during construction, the impact on tourism resources is only temporary, basically within 4 - 12 months, and the impact is very slight. As long as negotiation with the local authorities and public can be held in advance, the impact is acceptable. (C) Impact on human being & economic development (i) Human ecology: according to the determination of induced current on human body, the max. field intensity in this project in space is 13.1 KV/m. The max induced current on human body is 1311 UA, on the head is 65.5 UA and the total current passing through the feet is 196.5 UA. This result is slightly bigger than the actually measured value of static induced current on human body in 220 KV substation. To the operating personnel at the substation and under the transmission lines as well as the inhabitants residing near the overhead lines and substations, they receive very little impact from the field intensity and normally human body can withstand it. Besides, the building roof, the metallic matters inside the building and trees are all have shielding effect. In the environment where human being lives, there will be no high field intensity. (ii) Economic development: Zhejiang Province is located at south eastern coast of China, the economy is flourishing, the agriculture & industry are developing rapidly and the power demand is increasing at great speed. the construction of this project will promote the economic development of Zhejiang Province, enhance the economic booming of this region and help raise the standard of living of the people. (d) Impact on the quality of life: (i) A reasonable, safe reliable, stable and economic network structure is beneficial to Zhejiang's economic development, ensure peoples's power construction in daily life and promote the coordinated development of industry. At the same time, the price of land in the vicinity of the project will be raised. The economic results include the incomes of the workers and their family are increased, there will be more job opportunities and the products are significantly increased. It is indusive to the economic properity of the whole region. The standards of living of the resettled people is also improved besides finding a suitable job. (ii) Public health: noise and static induction within certain range any cause some impact on certain people, but not serious. If some economic compensation is given, they are acceptable to most people. (e) Public involvement Shortage of power restricts the agricultural and industrial development in Zhejiang Province and the further opening to the outside world. It also impedes the raising of standard of living of the broad masses. This has become a common understanding. This project has solicited comments from the public and predicted possible impact and on this basis modify the line route, hence, possible impact has been avoided. Besides the beneficiaries, the project has gained the understanding of the public. The public opinions agree to go ahead with the project. To Sum up, the construction of this project has fully consider the environmental protection problem and possible impact, therefore, there will be no significant impact on the environment, even if there were some impact, it is only temporary, it can be restored or acceptable, hence from the environmental protection point of view, the construction of this project is feasible.
