WVitlh economv growth and the rising standards of living, the demand for water supply in the city increases dramnatically and the available water supply system is f?r from being able to meet the requirements. On account of pollution sources and the polluted Xiaoling River, ground water at shallow depths in the urban areas is gen- erally polluted, intensifying the lack of water supplies in the city, and seriously hindering the developmnent of economy and the raising of living standards in Jinzhou. In order to solve this problem, the Ji.nzhou People's Government has decided to construct a new water supply from liuduan to Baduan on the right hand side bank of the Daling River, where large quantities of good quality water are available. To further ensure the maintenance of the good quality of the water in that area, the government has also decided to curb the pollution caused by the sewage of the Jincheng Paper Mill, Which is located in the upper reaches of the water supply river. The two above- mentioned projects are the sub- projects of the No. 2 World Bank Loan Project for urban reconstruction programme of cities in Liaoning province. Based on the document reference (86) NE 003 and the relevant requirements of WB, and entrust- ed by tl.-: Office for City Reconstruction Programnme of Jinzhou Municipality, Chinese Research Academy of Environmental Sciences undertook the task of compiling an EIA re port for the two projects. Since the two projects are closely related to each other, a unified EIA report is sensi- ble. A feasibility study will be made for site selection, technology used and measures to curb pollution for the two pro- jects. Suggestions will be made regarding further improvement and protection of environ- ment and scientific basis will be provided for decision-making organizations. 3. 2 Target for Environment Protection Basnd on the objectives of the two construction project and the geographic locations of sites, the major subjects for environment protection are ground water resources and surface water resources. 3. 2. 1 Target for Curbing Pollution Sources In order to prevent the quality of the water in Daling River and the ground water in the lower reaches of the river from being poUuted, it is necessary tQ put under control the 3 recycied paper evologv nd emrnmnt i quantity of polluutants discharged from the major pollution sources along the Daling River. The majot polluting source in the lower reaches of Dating River is Jincheng Paper Mill. It is therefore required that the discharge quantity of COD shall not exceed 61 tfd, of SS 48t/d after 1995 and that by 2000 the disclarge of CODcoshould-be less than 7t/d. 3. 2. 2 Target for Water Quality of Daling River Daling River serves as a flood-relief channel, water supply for both agriculture and industry, and a complementary water supply for ground water in the river sector area. The near-term target (1995) for water quality is that the quality of water in river sec- tions below the Jincheng Paper Mill shall be improved significantly. The mid-term target (2000) is that the water quality should be further improved to the extent that the soluble COD1, CODc, should reach Class III standard in river sections below the Paper Mill and that the quality of water penetrating into the complementary sector should reach Grade 2 requirement for water supply protection. The long-term target is that water quality in riv- er sections below the Paper Mill should reach standard Clas m, GB 3838-88, enabling Daing River to supplement gtound water sources and remain in good ecological sea envi- ronment conditions. 4 OVERVIEW OF ENVIRONMENT IN CONSTRUCnION AREA 4. 1 Natural Environment 4. 1. 1 Geogtrphic Location Te city of Jinzhou is situated in the west part of Liaoning provice, east longitude 120"42'-122"37', north latitude 40
