Page 1 November 14, 1995 Mr. Kjell Halvorsen Director General Department of Multilateral Development Cooperation The Royal Ministry of Foreign Affairs Victoria Terrasse, 7 N0032 Oslo 1, Norway Re: Norwegian Grant Administration Agreement between the Royal Ministry of Foreign Affairs of the Kingdom of Norway (the Ministry) and the International Bank for Reconstruction and Development and the International Development Association (collectively, the Bank) for the administration of certain funds to be made available by the Ministry for the Food Security and Nutrition Project in Burkina Faso Dear Sir: We refer to the Cofinancing and Technical Assistance Framework Agreement between the Government of the Kingdom of Norway and the Bank dated March 9, 1994 (the Framework Agreement). We acknowledge receipt of your fax dated November 26, 1992 in which you, in accordance with the previous Framework Agreement of October 2, 1986, informed us of your decision to make available a grant of NOK 16,200,000 to cofinance the Food Security and Nutrition Project in Burkina Faso (Credit No. 2414 BUR). We agree to administer the aforementioned Grant in accordance with the Framework Agreement. We have signed on July 8, 1994 a separate agreement with Burkina Faso in accordance with Article V (1)(b) of said Framework Agreement. The categories of expenditure eligible for financing under that agreement shall be as follows: Amount of the Grant Allocated Category (Expressed in NOK) (1) Subprojects under 6,200,000 Labor Intensive Works (2) Vehicles and equipment 500,000 (3) Consultant Services and Studies 6,200,000 (4) Training 600,000 (5) Operating Costs 1,100,000 (6) Unallocated 1,600,000 TOTAL 16,200,000 The term "Operating Costs" under this Schedule has the same meaning as in the Development Credit Agreement between Burkina Faso and the Association signed on October 6, 1992. Pursuant to Article V (1) (c) of the Framework Agreement, the Ministry has made a first deposit into the T-Account (as defined in the Framework Agreement) in the amount of NOK 5,200,000. Thereafter, the Ministry shall replenish the T-Account at intervals of six months each. Each replenishment shall be for an amount equal to the estimate of expenditures for the period involved as submitted by the Bank to the Ministry. Please confirm your agreement to the foregoing by signing, dating and returning to us the enclosed duplicate original of this letter.
