Mexico Re: Loan No. 2875-ME (Highway Maintenance Project) Amendment Dear Sir: Please refer to the Loan Agreement between the International Bank for Reconstruction and Development (the Bank) and Banco Nacional de Obras y Servicios Publicos. S.N.C. (the Borrower) dated November 4, 1987, as amended to the date of this letter. We are pleased to inform you that, pursuant to our recent discussions on the subject, the Bank agrees to amend the Loan Agreement as follows: Categories (1), (2) and (3) in the table in paragraph 1 of Schedule 1 to the Loan Agreement are deleted and the following substituted therefor: Amount of the Loan Allocated % of (Expressed in Dollar Expenditures Equivalent to be financed "Category (1) Civil Works 60,400,000 60% until May 31, under Part A.1 1991 and 30% of the Project thereafter (2) Civil works 9,750,000 60% until May 31, under Part A.2 1991 and 30% of the Project thereafter (3) Civil works 1,900,000 60% until May 31, under Par C 1991 and 30% of the Project thereafter Please confirm your agreement to the foregoing amendments by signing and dating this letter in the spaces provided below. This amendment letter may be executed in two counterparts, each of which shall be an original. Upon your confirmation, please return one fully executed original to us. The provisions of this amendment letter will become effective as of the date of this letter upon receipt by the Bank of the aforementioned fully executed original. In view of his interest in this matter, a copy of this letter is also being sent to Mr. Enrique Vilatela Riba, Director General de Captacion de Credito Externo of the Secretaria de Hacienda y Credito Publico.
