Box 84 Kigali Rwandese Republic Excellency: Credit No. 2272-RW (Population Project) Amendment to the Development Credit Agreement We refer to the above-captioned Development Credit Agreement, (the Agreement) between Rwandese Republic (the Borrower) and International Development Association (the Association), dated July 3, 1991. We also refer to your letter, dated November 20, 1995, requesting the Associa- tion to amend the Agreement. This letter is to inform you that the Association has agreed to the request and proposes the following amendments: A. Schedule 1 The table in paragraph 1 of Schedule 1 to the Agreement shall be amended to read as follows: "Amount of the Credit Allocated % of (Expressed in Expenditures Category SDR equivalent) to be financed (1) Contraceptives and 3,180,000 100% drugs (2) Equipment, 1,700,000 100% of foreign vehicles, teaching expenditures materials and 100% of local supplies expenditures (ex-factory cost) and 95% of other local expenditures (3) Consultants' services 5,770,000 100% training, studies and research (4) Incremental 1,410,000 100% of foreign operating costs expenditures 100% of local expenditures (ex-factory cost) and 95% of other local expenditures (5) Refunding of 520,000 Amount due Project pursuant to Preparation Section 2.02 (c) Advance of this Agreement (6) Civil works 500,000 100% of foreign expenditures and 95% of local expenditures (7) Unallocated 1,420,000 Page 2 Total 14,500,000" B. Schedule 2 Part B.1 of Schedule 2 to the Agreement shall be amended to read as follows: "Strengthening existing and establishing new family planning posts including acquisition of equipment, contraceptives, drugs and medical supplies; rehabilitation of health centres in the regions of Gikongoro and Cyangugu; and training of staff of such posts." C. Schedule 3 1. The words "and works" shall be added after the word "goods" on the first line of Part A.1. 2. The words "and works" shall be added after the word "goods" on the first line of Part B. 3. Part C.1 shall be amended to read as follows: "1. Works estimated to cost the equivalent of less than $100,000 per contract and goods estimated to cost the equivalent of less than $300,000 per contract, up to an aggregate amount equivalent to $1,000,000, may be procured under contracts awarded on the basis of competitive bidding, advertised locally, in accordance with procedures satisfactory to the Association." 4. The following new paragraph C.3 is added: "Drugs may be procured from the UNICEF Procurement and Assembly Center (UNIPAC), in accordance with procedures acceptable to the Association." D. Schedule 4 1. Paragraph 1 (a) shall be amended to read as follows: "(a) The term "eligible Categories" means Categories (1) to (4) and (6) set forth in the table in paragraph 1 of Schedule 1 to this Agreement." 2. The words "cost of goods and services" on line 2 of paragraph 1 (b) shall be amended to read "cost of goods, works and services". All other provisions of the Agreement shall remain in full force and effect. These amendments shall become effective upon the date of countersignature by your authorized representative. Please indicate your agreement with the foregoing by countersigning and dating the form of confirmation and returning one original as countersigned to us.
