Box 423 Maputo Republic of Mozambique Re: Credits No. 1806 MOZ (Energy Technical Assistance and Rehabilitation Project) and No. 2033 MOZ (Urban Household Energy Project) Amendment to the Development Credit Agreements and Project Agreements Excellency: Please refer to the above-mentioned Development Credit Agreements between the Republic of Mozambique (the Borrower) and the International Development Association (the Association), dated June 24, 1987 (as amended March 21, 1989 and June 16, 1988) and September 28, 1989, respectively, and the respective Project Agreements (as amended). Pursuant to discussions between representatives of the Borrower and the Association, we are pleased to inform you that the Association agrees to the following amendments to said Development Credit Agreements. A. Credit 1806 (a) Development Credit Agreement 1. Section 4.04 is amended and restated to read in its entirety as follows: "The Borrower shall establish, not later than June 30, 1991, the patrimony of EDM's and PETROMOC's assets as of January 1, 1991." 2. In Section 4.05, the date "December 31, 1987" is amended to read "December 31, 1991". 3. The following new sub-paragraph (h) is added to Part B (1) of Schedule 2 to the Development Credit Agreement: "(h) the rehabilitation and bringing into use of PETROMOC's main petroleum jetty consisting primarily of the replacement of one dolphin." 4. In Schedule 3, paragraph 5, "Part D of the Project", the date "December 31, 1989" is amended to read "September 30, 1991". (b) PETROMOC Project Agreement 5. In Part D of the Schedule to the Petromoc Project Agreement, the amount of $190,000 is amended to read $650,000. B. Credit 2033 (a) Development Credit Agreement 6. In Section 4.08, the date "September 30, 1990" is amended to read "December 31, 1991". 7. In Category (4) (b) of the table set forth in paragraph 1 of Schedule 1 to the Development Credit Agreement, the reference to "Parts D.1, D.2, D.3 and D.4" is amended to read "Parts D.1, D.2, D.3, D.4 and D.6". Page 2 8. The following new sub-paragraph (a) is added to Part C (1) of Schedule 2 to the Development Credit Agreement: "(e) acquisition of LPG stoves." Please confirm your agreement to the foregoing amendments by signing and dating the enclosed copy of this letter and returning it to us.
