Terms: Loan: 20 years including 5 years of grace; standard variable interest rate. Credit: Standard Project Description: The project constitutes the second phase of the Government's long-term strategy to improve the quality and supply of high- and middle-level agricultural manpower. The project would provide funds for civil works, furniture, equipment, technical assistance and fellowships to: (a) improve and expand preservice and inservice training at 23 key agricultural colleges; (b) establish 8 training and extension support centers to train staff for extension work; (c) assist the Government in defining a development strategy for secondary/postsecondary agricultural education by intro- ducing a pilot program to strengthen 12 agricultural techni- cal schools; and (d) improve the quality and increase the supply of instructional materials by assisting three central distance learning and educational support facilities. The main benefit of the project would be to promote agricultural development, by increasing the provision of well-trained agricultural professionals and technicians, and by assisting the Government in tailoring educational development policy to future manpower needs. Risks are that the complexity of project design may impede effective implementation and that seminars to transfer new technologies and teaching methods may not be efficiently organized. Organizational arrange- ments, which include establishment of coordinating and advisory panels, would reduce these risks.
