Its contents may not otherwise be disclosed without World Bank authorization.   - i - PREFACE The following is a Project Completion Report on the Third Highway Project in Upper Volta, prepared in June 1982, for which Credit 653-UV, in the amount of US$20 million, was approved by the Executive Directors on July 1, 1976. The Credit was closed on December 31, 1981 when funds were fully disbursed. Cofinancing was provided by the OPEC Flnd (US$2.1 million equivalent) and by the EEC (US$3.5 million equi- valent Special Action Credit). This Completion Report was prepared by the West Africa Projects Department and is based on information obtained from the West Africa Information Center, Appraisal Report No. 1135b-UV, staff supervision reports, consultant reports and discussions with Government officials. In accordance with revised procedures for project performance audit reporting, this PCR was read by the Operations Evaluation Department but the project was not audited by OED staff.
