IFC Press Release No. 84/16 FOR RELEASE: TUESDAY, AM NEWSPAPERS CONTACT: Kirby Jones November 22, 1983 (202) 676-1171 (!i IFC TO PROVIDE $100 MILLION TO CREATE CAPITAL GOODS FACILITY FOR MEXICAN PRIVATE BUSINESS The International Finance Corporation (IFC) signed yesterday in Mexico City agreements to create a new innovative Facility which will make available up to $100 million of credits to Mexican private business. IFC is the affiliate of the World Bank which makes loans and investments in the private sector of developing countries throughout the world. The new Facility will be implemented through the Bank of America, N.T. & S.A. ~ and Morgan Guaranty Trust Company of New York, Bancomer, S.N.C., (Bancomer) and Banco Nacional de Mexico, S.N.C., (Banamex). Ii IFC will provide up to $34 million for its own account with the balance of the $66 million provided equally by participations from Morgan Guaranty and Bank of America. Each loan under the Facility will be supported by Banamex or Bancomer, ( the two leading Mexican commercial banks. This represents not only the first new credit for Mexican borrowers from the international financial community other than that negotiated for debt restructuring but also is a unique example of cooperation between leading Mexican and US banks and IFC. The agreements were signed in a ceremony by Hans A. Wuttke, ~.xecutive Vice President of IFC; and by executives of Bancomer, Banamex, Bank of Ameri.ca and Morgan Guaranty. Also attending were Jesus Silva-Herzog, Secretary of Finance, Miguel Mancera Aguayo, Governor of Banco de Mexico and other senior Government officials. - 2 - The Facility will finance the large importations of machinery, equipment and spare parts required, ~y major private Mexican compani.es for the production of exportable products and for efficient import substitution. This is designed to meet the Mexican private sector's pressing investment needs for modernizing and upgrading existing industrial capacity with significant aJtd quick-yielding benefits for the Companies and the economy as a whole. In a statement at the signing, Wut.tke called the Facility "an innovative concept which IFC has put together through the cooperation of five different parties all working 1:o meet a crucial need of Mexican private business. It is just such cooperation", continued Wuttke, "which demonstrates.the imagina~ive and unique solutions that.evolve through the private sector". This new Facility was developed in close cooperation with the World Bank, in the con,text of the Bank's Special Action Program to complement the Bank's $350 million Export Development Project. Over the last twenty years, IFC has committed more than $500 million in 23 Mexican companies. La CFI es una entidad afiliada al Banco Mundial que efectua prestamos e inversiones en el sector privado dej,las ,/; naciones en desarrollo de todo el mundo. Este nuevo mecanismo fund'ionara a traves de Bank of America, N.T. ,, & S.A., y Morgan Guar~nty Tr?st· Company de Nueva York, Bancomer, S.N.C. (Bancomer) y del Banco Naciona1 de Mexico, S.N.C. (Banamex). La CFI suministrara hasta US$34 millones de recu~sos propios y los restantes US$66 millones seran aportados en partes iguales a traves de participaciones de Morgan Guaranty y Bank of America. Cada pr~tamo amparado por este mecanismo sera soportado por el Banamex o Bancomer, los dos bancos comerciales mexicanos i_, mas importantes. Este esfuerzo representa no solo la reanudaci6n de actividades de la banca internacional en Mexico sino ademis negociados para la restructuracion de deudas. Tambien es un ejemplo de cooperacion entre importantes bancos comerciales de Mexico, de los Estados Unidos y la CFI. Los acuerdos fueron firmados por Hans A. Wuttke, Vicepresidente Ejecutivo de la CFI; y por ejecutivos de Bancomer, Banamex, Bank of America y Morgan Guaranty. Presenciaron la ceremonia Jesus Silva Herzog, Secretario de Hacienda y Credito - 2 - ( \ Publico, Miguel Mancera Aguayo, Gob,ernador del Banco de Mexico y otros altos oficiales del Gobierno. El mencionado mecanismo permi t:tra financiar importaciones de maquinaria, equipo y piezas de repuesto que la industria de mayor envargadura requiera para la produccion de bienes de exportacion ~ de sustitucion eficiente de importaciones. De esta form.a se prevee satisfacer una necesidad apremiante de inversion del 0 sector pri vado en Mexico relacionada con la modernizacion y el mejoramiento de la capacidad productiva existente, lograndose a corto plazo importantes beneficios para las companias y la ec,onomia como un todo. En declaracion que hizo durante la ceremonia de fi.rma de los acuerdos, el Sr. Wuttke se refirio al mencionado mecanismo· como "un concepto innovactor que la CF! ha podido concretar con la cooperacion de cinco entidades distintas, que se han unido para atender una necesidad crucial de la industria privada, mexicana". Agrego el Sr. Wuttke que "es precisamente este tipo de cooperacion, el que muestra el tipo de soluciones innovadoras y excepcionales que se desarrollan a traves del sector privado". Este mecanismo fue creado en estrecha colaboracion con el Banco Mundia.l, dentro c,del marco del Programa de Accion Especial y como complemento de los US$350 mil'lones prestipuestados en el Proyecto de Fomento de Exportaciones. Durante los ultimos 20 anos la CFI ~a comprometido mas de US$500 millones en empre~~s ~exicanas. Actualmente la CF! tiene en su cartera un monto bruto de mas de US$450 millones, ,~ en el pasa.do ejercicio, su Junta de Directores aprobo inversiones por un total de US$180 millones.
