RELEASE: Thursday AM Newspapers CONTACT: Kirby Jones November 24, 1983 (202) 676-1171 No. 84/17 IFC TO INVEST $76 MILLION TO EXPAND TOLTECA CEMENT PLANT The International Finance Corporation (IFC) signed yesterday in Mexico City agreements which will provide $68 million in loan and up to $8 million in equity which will help co~plete a 940,000 metric ton expansion of one of Empresas Toltecas cement plants as well as strengthen the company's ongoing operations. IFC is the affiliate of the World Bank which makes loans and equity investments in the private sector of developing countries throughout the world. This the first signing of a new syndicated loan from the international banking community to Mexico's private sector since last year's foreign e:.ichange difficulties. The agreements were signed in a ceremony in Mexico City by Hans A. Wuttke, Executive Vice President of IFC and by Representati.ves of Tolteca, ICA Group and Blue Circle Industries. The $68 million IFC loan includes $15 million for .its own account and $53 million provided by 20 participing commercial banks from the U.S., Europe and th~ Middle East led by Bank of America and Wells Fargo Bank. Empresas Toltec_fi', S.A., is a leading Mexican producer of cement and ready-mix concrete. The .company is publicly·owned and its main sponsors include Blue Circle Industries (BCI), a company from the United Kingdom which is one of the major cement manufacturers in the world, and ICA, one of the most important private sector groups in Mexico.  No. 84/17 - 2 - The current IFC investment is part of a financial plan structured by IFC which includes equity funds from both the British and Mexican sh.areholders, and debt from international and Mexican banks. Over the last twenty years, IFC has committed more than $500 million in 23 /' d,ifferent Mexican companies. Currently IFC holds in its portfolio a gross amount of more than $450 million of which $314 million is held for participants. El pre'stamo de US$68 millones incluye US$15 millones que la CFI proveera de sus , propios recurses y US$53 millones que seran suniinistrados por 20 bancos comerciales de Estados Unidos, Europa y el Medio Oriente, bajo el liderazgo de Bank of America y Wells Fargo Bank. No. 84/17 - 2 - Empresas Tolteca es una de las productoras de cemento y concreto mas importantes de ·Mexico. Entre sus accionistas principales se encuentran Blue Circle Industries (BCI), una empresa del Reino Unido que es una de las productoras de cemento mas importantes del mundo e !CA, uno de los grupos industriales mas importantes del sector privado en Mexico. <2sta1i inversion de parte de CF! es parte de un plan financiero estructurado por la CF! que incluye contribuciones de capital de parte de accionistas britanicos y mexicanos asi como prestamos de bancos internacionales y mexicanos. Esta es la segunda inversion de la CF! en Tolteca; la primera fue realizada en 1978 y consistio de un prestamo sindicado por US$100 millones. Durante los ultimos 20 anos la CF! ha comprometido mas de US$500 millones , I en empresas mexicanas. Actualmente la CF! tiene en su cartera un monto bruto de mas de US$450 millones, de los cuales US$314 millones es por cuenta de 1 participantes. Durante el ultimo aiio fiscal la Junta Di rec ti va de la G\FI apro bo inversiones en Mexico por un total de US$180 millones, incluyendo los US$76 ~illones en Tolteca.
