The latter project would be the subject of a feasibility study, detailed engineering design and the preparation of contract documents. The engineering project would strengthen the management of Lilongwe Water Board and finance studies of the water supply sector's organizational and training needs. A pilot project to demonstrate low-cost sanitation would be included. There are no unusual risks. ESTIMATED COST: Local Foreign Total ---------US$ -000
