Announcement of IDA Credit will Assist Port Development in Haiti on March 30, 1981

IOA is the World Bank's affiliate for conces- sionary lending. With an estimated total cost of $23.7 million, the port deveiopment project will support much-needed improvements of the terminal facilities at Cap Haitien, the second international port of the country. The project wi 11 also include the construction of five small coastal shipping ports (Baraderes, Corail, Anse d'Hainault, Port-a-Piment, and Anse a Galets) and the rehabilitation of two others (Gonaives and Les Cayes). Preparation of a master development plan for Port-au-Prince harbor, supplementary works at the port of • Jeremie, and institutional assistance to the National Port Authority are also in- cluded . The port of Cap Haitien serves an international traffic of cruise ships and cargo vessels vital to Haiti's economy. This traffic is currently endangered by the deterioration of existing port facilities. The IDA credit will ensure the con- tinuation of this traffic, and of the labor-intensive activities engendered by it, thus safeguarding the jobs of the region's population. Domestic coastal shipping also plays a significant role in the internal trade of Haiti, where transport of merchandise is hampered by an inadequate road network. The new small port facilities provide direct shore access for small vessels, and will help to reduce ship-to-shore damages and handling costs. The Federal Republic of Germany, through the Kreditanstalt fur Wiederaufbau, is considering a grant equal to $6 million for the Cap·Haitien component of the project. The IDA credit is for 50 years, fncluding 10 years of grace. It carries no interest, but will bear a service charge of 3/4 of 1% per annum to cover the Asso- ciation's administrative expenses. NOTE: IDA credits are denominated in SDRs (Special Drawing Rights), which are valued on the basis of a "basket" of currencies. The U.S. dollar • equivalent of the SDR amount of the IDA credit reflects the exchange rates existing at the time of negotiation of the credit. FORM NO. 1121 (5-76) T EC HN I CAL DAT A PROJECT: COUNTRY: TOTAL COST: Port Development Haiti $23.7 million • IDA FINANCING: SOR 8.7 million ($11 million), standard IDA terms OTHER FINANCING: Kreditanstalt f~r Wiederaufbau, $6 million Government of Haiti, $6.7 million IMPLEMENTING ORGANIZATION: Autorite Portuaire Nationale (APN) Boite Postale 616 Port-au-Prince, Haiti PROJECT DESCRIPTION: The main components of the project are: (a) at Cap Haitien, engineering and construction of two vessel berths to serve international tourist and freight traffic, a coastal shipping wharf, and auxiliary terminal facilities; (b) at the coastal shipping ports (Baraderes, Corail, Anse d'Hainault, Port-a-Piment, Anse a Galets, Gonaives and Les Cayes), construction or re- habilitation of new coastal shipping wharves and provision of engineering supervision • services; (c) at the port of Jeremie, supplementary construction for shore protection; (d) at Port-au-Prince, preparation of a general plan for port development, feasibility studies and design for the next phase of development in terminal facilities for inter- national trade; and (e) institutional development of the marttime sector and for APN's management. PROCUREMENT: All civil works to be financed under the project wil 1 be awarded under international competitive bidding procedures in accordance with World Bank/lDA guidelines, except for the supplementary construction item at Jeremie. CONSULTANTS: Professional services for engineering, planning, and manage- ment advisory services wi 11 be retained in accordance with procedures acceptable to IDA. These services include: 15 man-months for development of standards and procedures in vessel inspection and licensing; 10 man-months for develop- ment of an agency responsible for maritime sector administration; 12 man-months for a specialized port-maintenance engineer; 14 man-months to train port authority staff in an accounting system; 4 man-months for a coastal shipping tariff study; and 4 man-months • for a cruise ship and marketing study.
