The $106.1 million project is a six-year first phase of a long-term program to diversify agricultural production and improve farm productivity. The new research will focus on foodcrops, such as grains, in association with livestock. A major objective will be to address directly the needs and problems of farmers through improved communication between research workers a,id extension personnel. "'tne key .staff positions will be financed by external development agencies. Six regional research stations will be rehabilitated. Agricultural research is the responsibility of the lnstitut Senegalais de Recherches Agricole (!SRA). The IDA credit will finance 70% of the cost of all project civil works, architects 1 fees, vehicles and equipment; the services of two internationally • recruited key staff and 10 research workers; and required annual audits of ISRA • The remainder of the project takes account of the current and planned participation of five other cofinancing agencies. The project calls for a close coordination of effort. France will continue its grants and technical assistance at their present annual level, totaling $35.3 million over the project period. The United States will contribute $12.8 million for four designated operations. A $3.5 million grant will be provided by the Interstate Committee for Battling Sahelian Drought, for plant protection. Technical assistance worth $1.1 million will be provided by two international research institutions: the West Africa Rice Development Association and the International Crops Research Institute for the Semi-Arid Tropics. And $1 million will be provided by the United Nations Interim Fund on Science and Tech- nology for Development, for a documentation and publication center. The IDA credit of SOR 17 million will be to the Republic of Senegal for a period of 50 years, with 10 years of grace. It will be interest-free but will carry a service charge of 3/4 of 1% to cover 1DA 1 s administrative costs. The IDA credit will be committed when funds are available. NOTE: IDA credits are denominated in SDRs {Special Drawing Rights), which are valued on the basis of a 11 basket 11 of currencies. PROCUREMENT: Procurement of civil works to be financed by the IDA credit ($10.3 million) will be through international competitive bidding in accordance with World Bank guidelines. Because of the relatively small size of individual contracts for scattered jobs, bidding documents will provide alternative tendering for lots or for general contracts.· Contracts for civil works estimated to cost less than $100,000 may be awarded following local competitive bidding, provided that the aggregate cost of such contracts does not exceed $1 million. Preparation of architectural designs and bidding documents, and supervision of works ($1.7 million), is being under- taken by architects selected in agreement with IDA and financed under an advanced funding procedure. Local competitive bidding for contracts up to $100,000 each will be allowed for vehicles and equipment (estimated cost $0.6 million), and small farm equipment and research supplies (estimated cost $1.4 million). lntP.rnationally recruited staff ($4.4 million), auditors ($0~7 ml11ion),and training fellowships ($0.4 million) will be inter- nationally recruited. Goods estimated to cost less than $30,000 may be procured on the basis of price quotations of at least three suppliers. CONSULTANTS: About 30 man-months by four scientists for assistance to the Scientific and Technical Committee of ISRA's Board of Governors and about 90 man-months for specialized consultancies as requeste~ by research teams, for assistance in procurement arrangements, and project preparation.
