The progress towards the development of the new targeting tool and the management information system that would support its application continue. The proxy-means test (PMT) has been finalized, and the Beneficiary Management Information System (BMIS) has been deployed to the Ministry of Social Development and Housing (MOSDH) for testing. While the MOSDH is still unable to recruit an IT consultant to provide full time support to the MOSDH team in using the BMIS, it managed to ensure part-time support of an experienced IT expert from the Ministry of Education. This support has proven to be extremely valuable in ensuring that the BMIS is finalized and deployed. Also, the IT expert is now ensuring an in depth testing of the new system. The revision of the SEED Operational Manual has been finalized and the Memoranda of Understanding that regulate duties and responsibilities of Ministries of Health, Education and Finance with respect to the operation of the SEED program and verification of co-responsibilities, have been completed and are about to be signed. The PMT consultant recently finalized the revisions to the report on the targeting tool using the data from the 2011 Census. The report is currently being analyzed by the Bank team and targeting specialists. The report will be used as a basis for the inputs into the phasing out plan. The Cabinet approved the development of the SEED for the elderly, a Program that will target lone elderly SEED beneficiaries. This is important, given the large share of transfers provided to elderly beneficiaries and potential attrition of elderly beneficiaries after applying the targeting instrument. The teams have finalized discussion on the changes that would be required during the restructuring to ensure that the restructured project meets the new PDOs.
