Announcement of IDA Approves Fourteen Million Five Hundred Thousand Dollars for Forestry Project in Upper Volta on April 10, 1980

The project will strengthen the operational capability of the Forestry Administration with staff and equipment to perform its assigned functions of protecting, developing and exploiting the country's forest reserves. The !DA-supported project will finance technical assistance, offices, vehicles, equipment and operating expenditures for the Forestry Administration. • As part of the forestry operations to be funded in this $17.5 million project, a 1,600 hectare (ha) rainfed tree plantation in the Maro forest reserve will be established, and 1,000 ha of natural forest in this area will be managed on an experimental basis. The project will support studies designed to identify options in the field of rural forestry development, to determine the viability of a National Forestry Fund and to examine the possibility of a follow-up project. The principal beneficiary of thfs project will be the Forestry Administration, which will be strengthened by the provision of material means and technical expertise. In the longer term, the project wi 11 benefit the country as a whole. Those l ivina in urban areas will benefit from the improved availability of firewood supplies grown on nearby tree plantations. In general, the population will benefit from the coordinated efforts to bring about the development and production of adequate and efficient cooking stoves, and, possibly, of alternative fuels. The Food and Agriculture Organization and the United Nations Development Programme will provide a grant of $600,000. The Government of Upper Volta will contribute $2.4 million. The IDA credit will be for 50 years, including 10 years of grace. The project will support a five-year program to strengthen the Forestry Adminis- • tration, establish pilot forestry operations in the area of B0bo-Dioul2sso, and maintain rainfed tree plantations established in 1975-77 under an UNDP/FAO financed project. In addition, the project will be provided for complementary studies and training. PROCUREMENT: Contracts for major items of machinery, vehicles and equipment above $100,000, aggregating aboLlt $1 .0 mil- lion, will be awarded on the basis of international competitive bidding (lCB) in accordance with IDA guidelines. Domestically manufactured goods will be allowed a preference of 15% of the c.i .f. price or the applicable level of import duties, whichever is the lower. Purchases of minor items of equipment (such as agricul- tural equipment, chain saws, miscellaneous vehicles and tools) are too disparate in nature and in timing to be suitable for ICB; such purchases will be grouped by like items in packages up to $100,000 whenever possible. Contracts for less than $100,000 but for more than $25,000 will be procured on the basis of competi- tive bidding procedures advertised loca11y while contracts for less than $25,000 will be procured by direct competitive shopping. The total of such procurement could not exceed $1.5 million. Because of their location and small size, contracts for offices, houses and workshops ($1.3 million) will not be attrac- tive to international contractors and wi?l be awarded on the basis of competitive bidding advertised locally. CONSULTANTS: Services of expatriates and consultants will be obtained in accordance with procedures acce~table to the Associa- tion.
